ANALYSIS OF COLLECTION PROCEDURES AND CALCULATION SYSTEMS FOR EARTH AND RURAL AND URBAN BUILDINGS IN HILIHAO VILLAGE, GUNUNGSITOLI DISTRICT

This writing is about the collection procedure and the land and building tax (PBB) calculation system in Hilihao Village, Gunungsitoli District. The purpose of this paper is to know the UN collection procedure, to know the UN calculation system, and to know the inhibiting factors and efforts to increase rural and urban PBB in Hilihao Village, Gunungsitoli District. The method used is descriptive qualitative. The results of this paper indicate that the rural and urban PBB collection procedure in Hilihao Village, Gunungsitoli City is based on Gunungsitoli Mayor Regulation Number 37 of 2013 concerning rural and urban PBB collection systems and procedures, starting from the stages of object registration procedures, object data collection, object assessment of SPPT issuance, payment , reporting. Whereas the rural and urban PBB calculation system in Hilihao Village refers to the Regional Regulation of Gunungsitoli City where the legal basis for the imposition of rural and urban PBB by the Regional Government is Law Number 28 of 2009. The rate for land and building tax for rural and urban areas (Rural and Urban PBB) which implemented in Hilihao Village, Gunungsitoli District, namely: 0.3% (zero point three percent) refers to the Gunungsitoli City Regional Regulation Number 2 of 2011 concerning Regional Taxes. Object Investigation of Industrial Heritage: The Forging and Metallurgy Shop in Taipei Railway Workshop

As a special plant for train maintenance in northern Taiwan, the Taipei Railway Workshop was founded in 1885 and moved in 2011, reflecting the changes in Taiwan’s history, transportation, and industrial technology. Now, it is planned to change the maintenance plant into a railway museum in the form of an in situ site. This study briefly introduces the historical background and present situation of the Taipei Railway Workshop and takes its forging workshop as the object for investigation and exhibition planning. According to the preservation and maintenance methods of the cultural heritage of the museum, the investigation process proposed includes four steps: Site exploration, object registration, object research, and exhibition planning. The work area in the plant is divided into shaping and forging areas, as based on the categories of the machines on the site of the forging workshop. In this study, a total of 85 industrial relics in the forging workshop are registered for systematic research. The working conditions, including machine parts for train maintenance, manufacturing processes of parts, and the relationship between in-line on-site machines and tools, of the forging workshop before closing are restored, as based on the principles of machine manufacturing, literature, and retired workers’ oral histories. Finally, an in situ exhibition plan of the forging workshop is put forward based on the results of the object research.

An efficient algorithm for non-rigid object registration

An efficient algorithm for registration of two non-rigid objects based on geometrical transformation of the template object to target object is proposed. The transformation is considered as warping of the template onto the target. To choose the most suitable transformation from all possible warps, a registration algorithm should satisfy deformation constraints referred to as regularization of non-rigid objects. In this work, we use variational functionals for affine transformations. With the help of computer simulation, the proposed method for searching the optimal geometrical transformation is compared with that of common algorithms.

Development of Spatio-Temporal Database Prototype For Management of 4-Dimensional Cadastre Object In Indonesia

The dynamics of the Indonesian population has increased causing the need for cadastral objects to increase. 2D and 3D cadastral objects change over time. Cadastral objects have spatial and juridical data changes every day. These changes can be caused by the transfer of rights, changes of rights, split and merging cadastral objects. Changes are recorded and stored as a history of cadastral objects (4-dimensional cadastre). Historical data on cadastral objects can be categorized as one of the big data in the cadastre sector, based on the frequency of recording data. The data can be used to track changes in cadastral objects so that they can avoid disputes. Spatial data in this case is very vulnerable data to cause disputes if the shape, position and size do not match the conditions in the field, and need special attention in integrating with the juridical data. This paper aims to identify methods for storing spatial data of 4D cadastral objects that are suitable for Indonesia. The importance of storing cadastral objects and their history causes researchers and cadastre experts in the world to formulate international standards in managing spatial and juridical data along with a history of cadastral objects (4D cadastre). LADM is an international standard conceptual model (ISO 19152) which can show the legacy of a cadastral object expressed in RRR (Rights, Restriction and Responsibility). In LADM, there is a VersionedObject class that represents various versions or a history of spatial units, object registration, owner and administration. Several studies conducted by researchers in the world were compared in this paper to find methods for applying LADM and VersionedObject classes. That methods were implemented in this paper to design a database of spatio-temporal 4D cadastre. Finally a prototype of spatial-temporal database will be produced to manage 4D cadastral objects.
