Цель статьи – построение комплексной методологии оценки оптимальной структуры формирования информационных кластеров и механизмов их эффективного функционирования. На основе преимуществ аутсорсинга в информационной экономике предложена использована новая форма сетевого взаимодействия – информационный кластер, разработан агломеративный иерархический алгоритм оценки максимальной эффективной сложности и однородности субъектов кластера по различным критериям (информационноемкость, интеллектуальный потенциал, социометрические характеристики и др.), построены модели распределения целей среди наиболее близких в институциональном плане субъектов кластера, которые позволяют решить большую область задач распределения проектов в партнерской сети информационных кластеров, организовывать сетевую распределенную работу и экономить ресурсы времени. The purpose of the article is to build a comprehensive methodology for assessing the optimal structure of the formation of information clusters and the mechanisms for their effective functioning. Based on the advantages of outsourcing in the information economy, a new form of network interaction is proposed - an information cluster, an agglomerative hierarchical algorithm has been developed to assess the maximum effective complexity and homogeneity of cluster subjects according to various criteria (information capacity, intellectual potential, sociometric characteristics, etc.), models for the distribution of goals among the closest in institutional terms of cluster subjects are built, which allow solving a large area of project distribution tasks in a partner network of information clusters, organizing network distributed work and saving time resources.

Abstract The paper considers a new approach to building models of nonstationary service systems based on: the formation of all possible states of a nonstationary service system with a finite number of applications and rules of transition between them; the formation of the coefficient matrix of Chapman-Kolmogorov differential equation system; the numbering procedure for all states. A critical analysis is made of the algorithms for the formation of the coefficient matrix and the numbering procedure for all states: sequential, recursive and recursive with grouping. Its comparison with the recursive algorithm is given, as well as the optimal structure for storing the list of states for the sequential algorithm. Recommendations for the practical application of software implementations of the considered algorithms are discussed. Theoretical foundations for building and calculating models of nonstationary service systems have been developed. It is compared to the recursive algorithm. The optimal structure for storing the list of states for a sequential algorithm is given.

Strong Mw 6.4 Petrinja earthquake from 29.12.2020. took 7 lives and caused catastrophic damage in the Banovina area. The paper presents and analyses the most important earthquake parameters and highlights their importance in understanding the damage and demolition of buildings, as well as creating an optimal structure for their reconstruction. A contribution is made to the understanding of the complex mechanism of earthquake formation through the analysis of the stress-strain state in a rock mass during tectonic plate conflict. The causes of demolition and damage to buildings are explained by the combination of the properties of their structure, soil and the earthquake itself. Solutions for optimal structure of new buildings, as well as solutions for structural renovation of damaged buildings are proposed and described.

Purpose of the study: The main goal of the article is to define the company's capital, the concept of which in the literature is insignificant and broad. The subject of the research is also the characteristics of the capital structure and the factors that determine it. Methodology: The main research method was a critical review of the literature in the field of shaping the capital structure of enterprises, also in the perspective of the evolution of the theory of the optimal capital structure and the factors determining it. Main findings: The most common definition of capital describes this concept as a source of financing for the activities of an enterprise, and therefore equates it with the balance sheet concept of liabilities. The sources of origin of funds financing business activities forces the managers to search for their optimal structure ensuring the proper relationship between the planned profit and the acceptable level of risk. The literature presents many theories of capital structure and factors shaping it. When shaping the share of equity and borrowed capital in the total of liabilities, one should take into account the business sector of the enterprise, its environment and the risk appetite of the managers. Application of the study: The presented attempt to define the company's capital is in line with the considerations on this subject so far and aims to standardize this concept in the literature. The cross-section of the theory of capital structure allows for a historical approach to this issue and confirmation of the multidimensionality of the presented issues. The presented factors shaping the capital structure of enterprises specify the areas on which managers should focus when looking for an optimal relationship of equity and foreign capital. Originality/Novelty of the study: The issue of defining capital and its optimal structure is not new in the literature. However, it requires permanent analysis, which is conditioned by the volatility of macroeconomic and microeconomic conditions. Difficulties in a universal approach to this subject also force detailed research in specific industries and economic conditions.

The mechanism of penetration of liquid and vapors of a simulator of toxic chemicals through samples of multilayer sorptionactive materials obtained by the method of double-sided duplication, differing in different structure and composition, has been determined.The optimal structure of a multilayer composite sorption-active material has been selected for the manufacture of personal protective equipment for the skin of a filtering type, which provides high hygienic and protective properties as close as possible to materials of an insulating type, as well as a technology for its production.
