How have astronomers and physicists responded to the challenge of getting “beyond the atmosphere” in the past century or so, and how did they go about making choices in how they did so? This case study examines a particularly poignant example of how an astronomer’s practice changed in the 1950s when that astronomer, Princeton theoretical astrophysicist Martin Schwarzschild, made a commitment to utilize newly improved balloon technology to answer a specific question arising from his own research agenda. Here we follow Schwarzschild’s efforts, which led initially to success, and then examine how, bolstered by his department Chairman, Lyman Spitzer, he built upon that success to generalize the new technology to try to provide a capability that might address a wider range of questions, and, aiding Spitzer’s plan, provide a stepping stone to an eventual Large Space Telescope. How he fared in making this decision reveals the challenges facing academic astronomers in the 1950s who attempted to send their telescopes aloft. It also reveals the complexities of taking on such projects, complexities that were unknown to the average mainstream astronomer.

This article encapsulates the career of Joshua Burn, whose work encouraged new lines of experimentation and paved the way for fundamental advances in our knowledge of the autonomic nervous system. His legacy also endures in his efforts as Department Chairman to oversee a very supportive environment which led to the development of many successful scientists. By producing a body of work that enabled the discipline of pharmacology to contribute in a major way to the advancement of clinical medicine, Joshua Burn stands out as a unique figure in the annals of true scientific pioneers.

English communication in Indonesian schools poses a lot of challenges. These are especially related to the factors involved in education as secondary school curriculum. Indonesia high school curriculums are usually constructed using top-down approach. This approach is suspected to contribute students’ communication development at later stage in university level. Communication courses at tertiary level are expected to equip students with more advanced communication level than at secondary school so the gradual development of students’ communication level can be attained. Several researches have been conducted to disclose those issues. However, a little attention is given to reveal the expectations and challenges from both students and teachers respectively. Due to that, this study is intended to examine factors inhibit the development of communication competence of the university students. An interpretive research paradigm was employed in this study. Speaking teachers at English Department (ED) were selected using convenient sampling. Expectation and challenges of developing communication level at DS University (DSU) are revealed from both students and teachers. Both cohorts expect the English Department Chairman to take serious steps to face upcoming globalization in which improving communication competence of ED graduates are urgent.

The resulting of system is a web based application executed, it can be accessed by many users at the same time trough each on computer from browser by accessing the specified address. The users of this system consists of a head, department chairman, the general secretary of the department and administration of department, this system is build using PHP programming language and MySql database server. Advantages of this system is that it can save paper (paperless) and storage physical space. On this system can monitor incoming mail, incoming mail was processed, outgoing mail and letters that have been in the disposition that is in Polytecnic with available in online then this system becomes more effective performance and efficiently
