Статья посвящена истории связи между развитием исторической науки и политической практики в России. В контексте этого развития представлены, с одной стороны, эволюция исторических исследований и их координации и, с другой стороны, трансформация подхода институциональных структур государства к выбору управленческой стратегии в руководстве работой историков. В качестве примера для исследования обозначенной проблемы выбран период с начала XVIII до начала XXI века, потому что в его рамках была сформирована практика профессиональной деятельности в сфере историографии как процесса человеческой деятельности. Особое внимание в статье адресовано к роли идеологии в формировании различных моделей связи между работой историков и политических деятелей по конструированию образа прошлого, настоящего и будущего развития российской истории. The article reveals the connection between the historical science development and evolution of political practice in Russia.In that context shown are the course of the historical research and the coordination and control strategies implemented by the state, including institutional transformations.As a subject of current research was taken the period from the XVIII – beginning of the XXI centuries, when historiography became a profession and was institutionalized.Special attention is driven to the role of ideology in adopting different models of interaction between historians and political actors, while framing the image of the past, the present and the future of Russia.

AbstractOn 15 October 1970, at 11:50AM, part of the West Gate Bridge in Melbourne, span 10-11 of 367 feet length, disintegrated and triggered the collapse of the bridge. Thirty-five men were killed in the disaster. The bridge was still under construction, all those killed were workers or engineers employed on the construction site. The investigation of a Royal Commission revealed a mismatch between an ambitious structural design of the bridge plus an unconventional method of erection and a fragmented, conflict-ridden construction management whose detrimental effects remained unchecked by public authorities. Regulatory powers and enforcement competence had been delegated to a QUANGO—a quasi-non-governmental organization—which diluted responsibility structures and decisively weakened the coordination and control capacity of the agency.

Background: The program for giving Fe tablets is one of the efforts to overcome anemia based on WHO recommendations, one of the targets is the adolescent girl. Indicators of the success of this program are decreasing the incidence of anemia in adolescent girls and increasing adherence to iron tablets consumption.  Objectives: This research aims to determine the implementation of the Fe tablets program for adolescent girls in 2019 in Pekanbaru City. Methods: This research uses a qualitative method which is then presented with a descriptive narrative. The data obtained are primary data obtained and collected by in-depth interviews with informants and secondary data by document review and then analyzed by content analysis. Results: The results showed that the implementation of the Fe tablets program for young women in Pekanbaru City has been running, but there are still many obstacles in its implementation so that the scope of success of this program has not reached the national target. Constraints in its implementation include the lack of coordination of cross-sectoral cooperation, the lack of provision of IEC media in socialization, and the low level of compliance of adolescent girls in consuming iron tablets.Conclusions: It is necessary to strengthen coordination and control in the implementation of the Fe tablets program for adolescent girls in Pekanbaru City, it is necessary to increase the procurement of IEC media to support the success of this program and there is a need for improvement providing education to the adolescent girl and even parents or guardians on the knowledge about the importance of this Fe tablets program.Keywords: Fe tablets, adolescent girl, IEC

Understanding the functions carried out by network subgraphs is important to revealing the organizing principles of diverse complex networks. Here, we study this question in the context of collaborative problem-solving, which is central to a variety of domains from engineering and medicine to economics and social planning. We analyze the frequency of all three- and four-node subgraphs in diverse real problem-solving networks. The results reveal a strong association between a dynamic property of network subgraphs—synchronizability—and the frequency and significance of these subgraphs in problem-solving networks. In particular, we show that highly-synchronizable subgraphs are overrepresented in the networks, while poorly-synchronizable subgraphs are underrepresented, suggesting that dynamical properties affect their prevalence, and thus the global structure of networks. We propose the possibility that selective pressures that favor more synchronizable subgraphs could account for their abundance in problem-solving networks. The empirical results also show that unrelated problem-solving networks display very similar local network structure, implying that network subgraphs could represent organizational routines that enable better coordination and control of problem-solving activities. The findings could also have potential implications in understanding the functionality of network subgraphs in other information-processing networks, including biological and social networks.

Over the years, many organisations adopted several types of Three Lines models for optimising risk management coordination and control. According to these models, first line risk ownership is required for routinely applying risk management in all of the organisation’s activities, which seems highly underdeveloped. From an exploratory and development research, which builds on conventional risk management approaches, three pragmatic suggestions are derived: (1) simplifying risk management by asking three specific OUD-questions about Objectives, Uncertainties and what to Do, (2) clarification of objectives at all organisational levels, and (3) connecting responsibility for objectives to risk responsibility. Routinely applying these suggestions by second line controllers and third line internal auditors may support first line risk ownership.

The purpose of this paper is to elucidate modern production systems in which coordination and control among companies have become widespread globally. In particular, the authors aim to test the Global Value Chain (GVC) governance theory empirically with a focus on the state of Apple’s GVC governance. More specifically, the authors attempt to determine whether the relationships theoretically explained in Gereffi, Humphrey and Sturgeon (2005) can be observed in Apple’s GVC and contribute toward understanding Apple’s state of coordination. This study shows the state of coordination in Apple’s GVC does not necessarily correspond to the theoretical types. Simply put, the three determinants do not reflect the state of coordination in Apple’s GVC. This paper adopts augmenting and complementary explanations from the resource-dependence perspective to elucidate Apple’s GVC governance by empirically illustrating how Apple’s GVC governance are achieved through the accompanying asymmetric power relationships between the company and its suppliers.

The purpose of the article is to carry out theoretical analysis and synthesis of prospects for the development of distance learning in Ukraine, to consider the main current problems of distance education in Ukraine, to analyze the main factors hindering the introduction of distance learning, to draw attention to the need for computer literacy distance learning methodologies, in particular a unified, systematic, nationwide approach to organization, coordination and control in this area. The research methodology consists in analytical method, method of structural-functional analysis, phenomenological method, method of content analysis, method of general philosophical reflection, basic sociological methods (questionnaires, interviews). The scientific novelty of the research lies in clarifying the current state of integration of distance learning in Ukrainian schools and clarifying the features of the process of introducing distance learning in general. The article also analyzed the works of foreign fundamentalist scientists in the field of distance learning and partially substantiated the feasibility of their implementation in the domestic system of distance learning. Based on the study, innovative hypotheses have been put forward regarding the factors (individual, collective and social) that inhibit the introduction of distance learning and often lead to its inefficiency and formalization, which in the future can be a reference point for future scientific research.

The coordination and control of hierarchically organized interacting agents is an important issue in many applications, e.g., harbor or warehouse automation. A formalism of agents as hierarchical input/output automata is proposed. A system of interacting agents is modeled as the parallel composition of their automata. We extend the usual parallel composition operation of I/O automata with a hierarchical composition operation for refining abstract tasks into lower-level subtasks. We provide an algorithm to synthesize hierarchically organized controllers to coordinate the agents' interactions in order to drive the system toward desired states. Our main contribution regards the formal definition, the representation, the theorems about its properties (i.e., the parallel and hierarchical composition are distributive operations), and the synthesis algorithm, proved to be complete and correct.

The article analyzes the state of legislation as for provisions on the interaction of bodies and units of the National Police with local self governments in the field of public safety and order. The main directions of improving the legal basis of interaction of these bodies in this area are substantiated. One of the factors influencing the state of public safety and order in settlements is the degree of interaction of bodies and subdivisions of the National Police with local self-government bodies representing the respective territorial communities. According to the results of the study, the following areas of improvement of the legal basis for the interaction of bodies and units of the National Police with local self governments in the field of public safety and order were proposed: 1) standardization of the terms of cooperation of the specified bodies concerning maintenance of public safety and order in connection with the organization and carrying out of peaceful meetings and other mass actions; 2) consolidation of the recommended order of interaction between these bodies during the development and implementation of program documents on public safety and order; 3) determining the procedure for coordination by local self governments and the National Police in the field of coordination and control over the activities of public formations with regard of protection of public order and the state border; 4) legislative consolidation of the possibility of concluding agreements on interaction and coordination of activities by territorial police bodies and local self-government bodies; 5) determining the procedures for approval by territorial bodies (subdivisions) of the National Police of decisions of local self-government bodies on the issues of traffic organization and functioning of public transport. Separate elaboration requires regulatory regulation of relations arising in connection with the conduct of joint raids by representatives of local governments and the National Police and inspections of compliance with legislation in the field of landscaping, trade rules, etc. The search for optimal solutions to this problem should be the subject of further research.

PurposeThe study develops a structure for procurement digitalisation by identifying its context drivers, technology interventions and performance-inducing mechanisms and exploring the linkages between these variables.Design/methodology/approachThe study draws on rich interview and workshop data on 48 digital intervention projects, as reflected by mental models of managers from 12 case organisations in manufacturing, retail and service sectors. Supported by an a priori structure, the study employs an abductive cross-case analysis approach.FindingsResults suggest several categories within the elements of context, intervention and mechanism to structure procurement digitalisation and the linkages between them. Seven propositions that reflect digitalisation strategy options in procurement are developed regarding the linkages. Internal complexity dominantly drives procurement digitalisation, motivating communication support and process structuring interventions, which in turn aim at procurement coordination and control as well as process improvement. External coercive pressure and external dynamism also drive interventions for information processing and decision aiding, which appear to be linked with supply market knowledge, strategic alignment and supplier capability assessment. Therefore, an internal–external dichotomy is observed as the main thrust of procurement digitalisation.Practical implicationsThe study supports decision makers in developing digitalisation strategy options for different procurement contexts. The results also raise awareness of a possible bias in existing strategies for procurement digitalisation.Originality/valueA novel forward-looking approach is employed to enable the design and construction of systems that do not yet exist by focusing on the mental models of managers in a systematic way.
