The article discusses the main directions of formation of regional system of training in the management of apartment buildings in the Altai Territory: personnel training for management organizations, homeowners associations (associations of property owners); independent evaluation of the qualifications of specialists in the field of housing; housing education for owners of apartment buildings, The issues of the use of professional standards in the development of educational programs for training in the management of multi-apartment buildings are considered. The necessity of creating a remote training system for specialists in the management of apartment buildings in the Altai Territory is substantiated. The concept of a cloud implementation of the distance learning system as a set of specialized web services is proposed. The questions of creating a system of independent assessment of qualifications in the field of apartment building management are considered. The issues of the development of housing education as a mandatory element of the training system in the management of multi-apartment buildings are discussed. The information and service portal “Housing Education in Altai” as a distance platform for housing education is proposed as a tool for self-organization of the population in addressing the management of multi-apartment buildings.

V.A.Yadov discussing the methods of documentary analysis noted that «the sociologist should show remarkable ingenuity in search of suitable documents, sometimes very unexpected». It was difficult to disagree with this, especially if it was an analysis of documents related to the activities of managing organizations and homeowners’ associations in order to study problems in the field of housing sociology. However, at the current stage of regional informatization and the development of housing and communal services in the Russian Federation, we can talk about increasing the transparency of the entire industry, which gave access to an unlimited circle of people to documents and information on managing condominiums, which at the moment can be the subject of empirical sociological research.

People working on water issues in the state of Florida, USA, recognize outdoor water conservation as an important area of focus. Social marketing has become increasingly accepted as a behavior change approach in Florida, but often the individuals who wish to use social marketing do not have access to the formative audience research needed. In addition to a lack of formative audience research, the prevalence of homeowners’ associations (HOAs) across the state further complicates outdoor water conservation initiatives. This study’s purpose was to evaluate how those who live in HOAs might be considered distinct segments for residential outdoor water conservation interventions. An electronic survey instrument was used to collect data to examine the relationship between theory of planned behavior variables and landscape water conservation behavioral intent in HOA and non-HOA segments. The model fits the two segments similarly. Then, descriptive norms drawn from four distinct referent groups (close-peer, neighborhood, state, and national) were introduced to the theory of planned behavior variables. None of the descriptive norms were significant in the non-HOA model, and close-peer, state, and national norms were significant in the HOA model. State norms had a negative relationship with behavioral intent. Findings revealed clear distinctions in factors relating to behavioral intent between the two segments. Social marketing efforts should treat non-HOA and HOA members as distinct segments and incorporate the normative beliefs that relate to intent among HOA dwellers.

In recent years, territorial public self-government has been used in various regions as an effective means of independent resolution of issues of local importance within a certain territory. This situation is preconditioned by the increasing State interference, including legal relations associated with the solution of issues of local importance, the development of management companies gradually expanding the range of their services, the existence and functioning of homeowners’ associations with varying degrees of effectiveness. In terms of creation and functioning of territorial public governments, the federal city Sevastopol has become a unique place in Russia. Prior to the accession of the region in question to the Russian Federation, the population actively participated in the solution of public issues, including issues of local importance, using the legal structures that were established under the Ukrainian legislation. It, in turn, granted quite a large amount of democratic freedoms to the residents of the city to which they are accustomed. With the beginning of the integration of Sevastopol into the Russian legal environment, some conditions for the implementation of direct democracy at the municipal level have changed taking into account the status of the region — the federal city with traditionally greater governmental influence on many issues due to the goal of preserving the unity of the urban economy. Another relevant aspect is that decision-making, including concerning the issues of local importance, in Sevastopol is carried out by officials, mostly from other regions, who lived in compliance with the Russian laws since the foundation of the Russian State and who bring their own understanding of local problems. As a result, a conflict arises between citizens seeking to implement forms of direct democracy and representatives of public authorities. The correctness of each of the parties in individual cases can be evaluated differently. The paper is devoted to considering one of them in legal practice.
