The purpose of this article is to show a new approach to measure competitiveness in organizations by introducing a measurement of processes capabilities index concerning meeting needs and expectation of essential stakeholders. The argument initiates of considering a logical syllogism that relates identifying and fulfilling stakeholders needs and expectations with organization competitiveness, second compare two-way investments and benefits received among stakeholders and organizations and then proposes the use of process capability index to measure the competitiveness regarding stakeholder’s management. An example of any given company is used to explain a quantitative approach and the use of a calculated cpk index to measure organizations capabilities regarding shared interest. The proposition shows a proposed general model of equilibrium in the shared benefit that can explain a quantitative approach of the capacity of the organization to manage stakeholders.

The article raises the issue of public interest concept as understood by E. V. Vaskovsky. In particular, it is demonstrated that the scientist proceeded from an idea that such a phenomenon as law exists within social benefit. He associated development of many institutions of law specifically with social needs. The article also provides insight into certain aspects of how E. V. Vaskovsky interpreted the social meaning of various civil law institutions, as well as different restrictions of legal rights to the shared benefit. It is shown that the scientist believed that court activities related to justice administration are of particular social importance. It is also underlined that E. V. Vaskovsky did not equate public and state interests. The author’s reflections on E. V. Vaskovsky’s views and the relevance of his ideas to date are also provided.

I begin by laying out the shifting context of public schools and the citizens and democracy they serve. I ground my discussion in a theory of participatory democracy influenced by the ideas of Progressive Era philosopher of education John Dewey and contemporary political theorist Benjamin Barber. I provide that theory as both a foil to analyze contemporary changes in democracy and a guide for how we might respond to and, at times, resist them. I then trace the history of educational accountability to illuminate key aspects of the current accountability crisis. Finally, I define the public and public goods, an important basis for my call to revitalize citizen support for public schools insofar as these concepts show us how schools not only serve as a shared benefit, but also are established and protected as such through our shared efforts.

This chapter describes two successful virtual organizations and tries to extract features that may have a role in their success. The first, TESA, is the oldest and was on the height of activity in the 80s. The second, RKK, is still increasing its activities. The chapter describes the lifecycle and recognized conditions for both cases. TESA is a network of private companies working for enhancing the competitiveness of the members, where RKK is a network of public schools working as a virtual vocational training vendor and enterprise. These cases seem to suggest that a “change agent” combined with a strategy of “open door” policy, relationship building, and shared benefit is important. ICT was never an issue with TESA but has an increasing importance for RKK, enabling a higher frequency of collaboration. Both cases seem to have an extensive relationship with surrounding infrastructure and mutual benefits.
