The researches results of the energy and dynamic characteristics for FYL-3014 and ARPL-1W LEDs with different spectral radiation when voltage rectangular pulses feds to LEDs are presented in the paper. On the basis of obtained oscilograms it is established that electrical circuits of pulsed supply of the LEDs contain hidden reactive elements of inductive and capacitive nature. The substitution schemes are proposed for these circuits and their parameters have been determined. In substitution schemes that are proposed for these circuits the LED is represented by a parallel RC link, the active component of which is determined by the heterojunction's active region resistance, and the reactive one by a capacity that is equal diffuse capacity of transition. On the basis of analysis of obtained transient processes equations for these circles it established the attenuation coefficient's dependence on the resistance of the heterojunction's active region. The influence of pulse frequency on the LEDs energy efficiency has been investigated. It is established that the maximum pulse frequency of the FYL-3014 and ARPL-1W LEDs is equal 700 kHz. It has been established that in comorbid (cardiopulmonary) pathology in horses with asthma patients develop a syndrome of airway obstruction, morphofunctional changes in the erythrocyte system, impaired blood gas transmission function, increased permeability of cell membranes, which leads to complications in the form of myocardiodystrophy and cardiac failure. The use of a complex treatment regimen for horses with asthma and complicated myocardiodystrophy contributed to reducing attacks of respiratory dysfunction and symptoms of heart failure, reducing the incidence of arrhythmias and valvular regurgitation, reducing the number of neutrophils in the BAL washings, and reducing indicators characteristic of tissue hypoxia, (decrease in the number of erythrocytes, hemoglobin, hematocrit, mean corpuscular volume and mean corpuscular hemoglobin), elimination of the inflammatory process in the respiratory tract (decrease in the number of leukocytes, stab and segmented neutrophils), a decrease in the indices characterizing the integrity of the cardiomyocyte membranes (decrease in the activity of CК, CК-MB, LDH, LDH-1), restoration of diffuse capacity of the lungs (decrease in pH and increase in pO2 and pCO2 of blood). The mechanism of the positive effect of drugs that were used to treatment of horses with asthma syndrome with complicated myocardiodystrophy, which is achieved due to the cardio metabolic (cytoprotective) effect and antihypoxic ability to improve the diffusion of gases through the alveolar-capillary membrane, is established. On the one hand, it improves metabolic processes in the myocardium and, accordingly, reduces the manifestations of heart failure, and on the other hand, reduces hypoxia and respiratory failure (respiratory dysfunction), as one of the central pathogenetic mechanisms of cardiorespiratory comorbidity.

In the Australian context, inter-organisational collaboration is complex because the Health and Welfare service delivery structure is fragmented and diffuse. Capacity building offers a way forward that values the diversity of organisations involved in the delivery of programs and services. The experience of attempting to build capacity in the inter-organisational field through the Rural Health Promotions Development Program, is examined with particular reference to issues of context, regulation, leadership, governance and sustainability.
