Leveraging Hazard, Exposure, and Social Vulnerability Data to Assess Flood Risk to Indigenous Communities in Canada

This study integrates novel data on 100-year flood hazard extents, exposure of residential properties, and place-based social vulnerability to comprehensively assess and compare flood risk between Indigenous communities living on 985 reserve lands and other Canadian communities across 3701 census subdivisions. National-scale exposure of residential properties to fluvial, pluvial, and coastal flooding was estimated at the 100-year return period. A social vulnerability index (SVI) was developed and included 49 variables from the national census that represent demographic, social, economic, cultural, and infrastructure/community indicators of vulnerability. Geographic information system-based bivariate choropleth mapping of the composite SVI scores and of flood exposure of residential properties and population was completed to assess the spatial variation of flood risk. We found that about 81% of the 985 Indigenous land reserves had some flood exposure that impacted either population or residential properties. Our analysis indicates that residential property-level flood exposure is similar between non-Indigenous and Indigenous communities, but socioeconomic vulnerability is higher on reserve lands, which confirms that the overall risk of Indigenous communities is higher. Findings suggest the need for more local verification of flood risk in Indigenous communities to address uncertainty in national scale analysis.

Increased Flooded Area and Exposure in the White Volta River Basin in Western Africa, Identified From Multi-source Remote Sensing Data

Accurate information on flood extent and exposure is critical for disaster management in data-scarce, vulnerable regions, such as Sub-Saharan Africa (SSA). However, uncertainties in flood extent affect flood exposure estimates. This study developed a framework to examine the spatiotemporal pattern of floods and to assess flood exposure through utilization of satellite images, ground-based participatory mapping of flood extent, and socio-economic data. Drawing on a case study in the White Volta basin in Western Africa, our results showed that synergetic use of multi-temporal radar and optical satellite data improved flood mapping accuracy (77% overall agreement with participatory mapping outputs), in comparison with existing global flood datasets (43% overall agreement for the moderate-resolution imaging spectroradiometer (MODIS) Near Real-Time (NRT) Global Flood Product). Increases in flood extent were observed according to our classified product, as well as two existing global flood products. Flood exposure estimates remain highly uncertain and sensitive to the input dataset used, with the greatest farmland and infrastructure exposure estimated using a composite flood map derived from three products, with lower exposure estimated from each flood product individually. While population exposure varied greatly depending on the population dataset used. The study shows that there is considerable scope to develop an accurate flood mapping system in SSA and thereby improve flood exposure assessment and develop mitigation and intervention plans.

Quantifying National-Scale Changes in Agricultural Land Exposure to Fluvial Flooding

This study quantifies the exposure of agricultural land in Aotearoa-New Zealand’s (A-NZ) flood hazard zones (FHZs). We developed a spatio-temporal flood exposure framework to quantify the extent of the area and yearly earnings before income and tax (EBIT) for arable, forestry, horticulture, sheep and beef, and dairy land in FHZs between 1990 and 2016. In 1990, ~1.57 million hectares of agricultural land were exposed, decreasing slightly to ~1.50 million hectares by 2016. However, there was a change in the lower-value types of agricultural land uses being exposed, such as for sheep and beef farming and forestry, toward dairy farming (from ~364,000 hectares in FHZs in 2008 to ~471,000 hectares in 2016). Dairy farming is more intensively staffed with larger amounts of fixed assets, making them less resilient to flood impacts. Despite this, conversion to dairy farming even within the identified FHZs has been driven by the increasing profitability of the enterprise. As a result of both the production value change and land area increases, the dairy EBIT values within FHZs rose rapidly from NZD 382 million to NZD 1.25 billion between 2008 and 2012, creating significantly more economic exposure for A-NZ. This trend is particularly evident in the Southland, Canterbury, and Waikato regions. Similarly, in the Marlborough, Tasman, and Hawke’s Bay regions, there was an increase in high-value horticultural land—predominantly viticulture—in FHZs (a increase of NZD 321 million in annual EBIT for exposed horticulture across the three regions). Identifying sub-national trends in agricultural flood exposure allows for a detailed analysis of the likely impacts in high-risk areas, which can inform emergency management plans and mitigative actions that diminish the economic impacts from flood events.

Brief communication: Western Europe flood in 2021: mapping agriculture flood exposure from SAR

In this communication, we present the exposure of agriculture lands to the flooding caused by extreme precipitation in western Europe from 12th to 15th of July 2021. Overlaying the flood inundation maps derived from the near-real-time RAdar-Produced Inundation Diary (RAPID) system on the CORINE land cover map we estimate a 2470 km2 area affected by the flooding, with 57 % representing agricultural land. Among the inundated agricultural land, 36 % of the area is pastures while 33 % is arable land. Most agricultural flood exposure is found in south-eastern France (~1680 km2) along Rhône River and the coastal area of Marseille and Montpellier.

Flood-Rings Production Modulated by River Regulation in Eastern Boreal Canada

In northeastern boreal Canada, the long-term perspective on spring flooding is hampered by the absence of long gage records. Changes in the tree-ring anatomy of periodically flooded trees have allowed the reconstruction of historical floods in unregulated hydrological systems. In regulated rivers, the study of flood rings could recover past flood history, assuming that the effects of hydrological regulation on their production can be understood. This study analyzes the effect of regulation on the flood-ring occurrence (visual intensity and relative frequency) and on ring widths in Fraxinus nigra trees growing at five sites distributed along the Driftwood River floodplain. Driftwood River was regulated by a dam in 1917 that was replaced at the same location in 1953. Ring width revealed little, to no evidence, of the impact of river regulation, in contrast to the flood rings. Prior to 1917, high relative frequencies of well-defined flood rings were recorded during known flood years, as indicated by significant correlations with reconstructed spring discharge of the nearby Harricana River. After the construction and the replacement of the dam, relative frequencies of flood rings and their intensities gradually decreased. Flood-ring relative frequencies after 1917, and particularly after 1953, were mostly composed of weakly defined (less distinct) flood rings with some corresponding to known flood years and others likely reflecting dam management. The strength of the correlations with the instrumental Harricana River discharge also gradually decrease starting after 1917. Compared with upper floodplain trees, shoreline trees at each site recorded flood rings less frequently following the construction of the first but especially of the second dam, indicating that water level regulation limited flooding in the floodplains. Compared with the downstream site to the dam, the upstream ones recorded significantly more flood rings in the postdam period, reemphasizing the importance of considering the position of the site along with the river continuum and site conditions in relation to flood exposure. The results demonstrated that sampling trees in multiple riparian stands and along with various hydrological contexts at a far distance of the dams could help disentangle the flooding signal from the dam management signal.
