This paper compares the legal verses of polygamy in Saudi Arabia, Pakistan, and Indonesia. Apart from the controversy considered as detrimental and degrading to women, term of polygamy is not as easy as Westerners think in the license process. This study compares legal verses, licensing procedures, fines, either imprisonment or punishment, to husbands who violate the applicable regulations. Therefore, this research serves as evidence talthough polygamy is permitted, the procedures and requirements regulated by Saudi Arabia, Pakistan, and Indonesia contain elements of protection and respect for women. The method is qualitative with the library type. This research is classified as a co-comparative approach, which is a study that compares one legal case between several countries. The results are: 1) in Saudi Arabia, polygamy is still based on the classical Islamic fiqh school of Imam Hambali. Therefore, polygamy is not so much a concern in parliament that there is no legal reform there. As a result, polygamy is very free and tends to harm women. 2) in Pakistan, polygamy is also based on Islamic teachings, it's just that there is a legal reform that states that there must be written permission from the Arbitration Council if a husband wants to do polygamy. 3) in Indonesia, polygamy is very complicated, because basically the Marriage Law No. 16 of 2019 concerning Marriage contains the principle of monogamy. In addition, polygamy can be carried out by the husband if  he has received permission from the wife and the board of judges in court.

Making of license process of roya mortgage right need the role of notary. The research Notary's role in the making of license deed of roya mortgage right because the debt elimination in perspective of legal certainty. The problem in this research  are 1) how did  the process of making Permit Roya Deed Rights due to debt removal, 2) notary role in making deed of Permit Roya Mortgage Rights due to the elimination of Debt in perspective of legal certainty and 3) what are  the Constraints and solutions in the role of notary in making the deed of Roya mortgage right due to the elimination of Debt in the perspective of legal certainty.Approach method used is juridical empirical method, juridical research with the object in the form of law, empirical research is the existence or results of research on the pouring of the applicable laws in the community.The result of this research is that the process of making Deed of Roya mortgage right due to debt removal is based on requests from interested parties and deletion based on the decision of the District Court. The role of a notary in the making of the deed of Roya mortgage right because of the elimination of Debt in the perspective of legal certainty is that roya can be processed if all the requirements are complete. One of them is Roya Letter. The problem is if the roya letter is lost or the certificate of mortgage is lost then the roya process can not be executed by the National Land Agency, then in this case the notary can help with the record in accordance with the rules of notary can issue or make Roya Permit or can be called as a roya concentrate in the form Notarial deed prior to the preparation of a loss report from the police to be issued a certificate of loss. The constraints of the notary's role in the making of the deed of Roya Hak Liability due to the elimination of Debt in the perspective of legal certainty are Roya period exceeds seven days from the date of application, Roya costs exceeds the provisions, Roya Partial Objects of Mortgage Rights which are Not Consist of Multiple Rights to Land and Completeness Roya Requirements Not Fulfilled. <em>Surabaya Single Window (SSW) is one of innovative program from the Government of Surabaya City as public service to issue license by online in actualizing the clean governance. The research results of the Investment Coordinator Body (</em>Badan Koordinasi Penanaman Modal/ BKPM<em>) Surabaya showed that 65% </em><em>of Surabaya people still use manual license system and 35% of them use online system. Therefore, it is necessary to identify factors that motivate and hinder the behavior of Surabaya people to use SSW program as online license system. This research use descriptive method by sampling 300 respondents who are spread with cluster system by dividing respondents proportionally in 4 areas of Surabaya. The data are gained through questionnaire to people of Surabaya who have processed license in Surabaya city. The result of the study shows that the level of Surabaya people understanding towards SSW program as online license system is good enough. However, their behavior shows that majority of the the people using SSW is still little. The hindrance factors were: 1) the procedure of SSW program is rated as complicated and complex; 2) license process is not free procedure, it need some fee to make the process faster; 3) Surabaya people has high context culture which make them feel that they need to meet to every need.</em>

The regulatory process covers health and safety issues in the context of large power reactors; this paper addresses how requirements on designers and owners might be scaled for small modular reactors (SMR) in proportion to the risks for the type of technology. Light water SMRs are designed to incorporate many of the fuel and passive safety features already described in the Design Control Documents and Final Safety Analysis Report (FSARs) for large power reactors. Regulations are written to principally address large and advanced power reactors. This paper proposes a several step process to simplify the process of getting design certification, a license to manufacture LWR type SMR, construct a SMR at multiple sites, and accelerate an applicant’s Early Site Review and Combined Operating License process. This paper looks at issues identified by the NRC Commissioners in SECY 10, 0034, 3/28/10, Potential Policy, Licensing, and Key Technical Issues for Small Modular Reactor Designs, from the industry perspective. Since the SMR issues are less complex and involve less risk than the corresponding issues for large reactors, this paper describes theoretical means of reducing the scope, schedule, and cost of a SMR.
