GEODETIC SOFT- AND HARDWARE SYSTEMS BASED ON PERSPECTIVE DOMESTIC GNSS RECEIVERS

In the article the current problems and the perspectives of compound monitoring and positioning systems based on domestic Russian GNSS receivers are considered. Modernized concepts of those systems are proposed for the issues solving by the perspective GNSS receivers and geodetic net software. The systems based on those technologies are also overviewed. The conclusions on specifications, form-factors and the features of potential receivers are made. Four models of potential GNSS receivers are given based on earlier research and experimental design developments of Russian Institute of Radio-navigation and Time (RIRT). The perspective software modifications for various-purpose GNSS networks are also overviewed. The propositions are summarized with conceptual systems of local automatized geodetic network and the system of plan-height position control. The structure and features of the systems are overviewed. The conclusions of the works were made and the future continuation of the works are given.

Scottish reform of the town and country planning system; Is it too little too late for post-Brexit Scotland?

The call for planning reform is never far from politicians’ lips as a solution to economic, social environmental and other problems in all parts of the UK. A planning Bill will be considered by the Scottish Parliament in the 2017–2018 session and modest reforms to the existing system of plan creation are expected. This opinion considers the planning system in Scotland at a time of inevitable change in environmental law due to Brexit. It concludes that a clearer and more open view of what used to be known as the town and country planning system needs to be adopted. This is required not only to bring about effective change on the ground but also to address the challenges and opportunities of the United Kingdom leaving the European Union.

Defining Plan Metrics for Multi-Agent Planning Within Mechatronic Systems

The paradigm of self-optimization introduces flexible systems of objectives to the area of mechatronics. From this flexiblity new coordination problems arise. Such a problem is the coordination of function modules in such a way that the overall system of objectives is met as good as possible. Multi-agent planning offers mechanisms to provide this coordination. In this paper we introduce the application of an established method from the area of decision analysis (value tree anaylsis) to define a common and coherent system of plan metrics for the multi-agent based coordination of function modules. The application of this approach is demonstrated on example of function modules within a railway vehicle.

Reconfigurable Manufacturing Execution Systems Based on Model-Driven Architecture

By analyzing the trend of MES (Manufacturing Execution Systems), the concept of RMES (Reconfigurable Manufacturing Execution Systems) is put forward, which takes information integration as groundwork, aims at optimization of production processes and supports organizations, resources and processes for flexible conFig.. MDA (Model-driven Architecture) is introduced to provide more flexible in the process of the development of RMES, which would adapt to different technology used by the bottom systems and provide a more effective method to build RMES. During the development of RMES, many models are created, such as the model of business analysis, the model of components and the model of deployment. An instance of the system of plan, part of RMES, is presented to show how MDA used in the process of the development of RMES. Later, an application is given to show that RMES based on MDA can decrease the costs of development and maintenance for fitting the evolution of the enterprise.
