The research problems about phenomena of the difficulty in seeing performance achievements and performance measurements at State Islamic University (UIN) Syarif Hidayatullah Jakarta. The UIN Syarif Hidayatullah Jakarta has difficulty making decisions in performance management, because before using the KPI, Its used budget management in performance appraisal and measurement. This research uses a qualitative method of field study with a phenomenological approach. Research objects are the experiences of the use of the Balanced Scorecard (BSC) pattern on the KPI of the UIN Syarif Hidayatullah Jakarta in 2018. After its existence of the Main KPI using the BSC. The results of the KPI are taken into consideration for performance evaluation by stakeholders at UIN Syarif Hidayatullah Jakarta in achieving the organization's vision. This performance appraisal and performance measurement can serve as a reference for performance achievements for Higher Education Rankings at the national and international level, Government Institution Performance Accountability Report (LAKIP), Strategic Plan (Renstra) and Campus Development Master Plan (RIBKA) or Milestones by looking at indicators, targets and size of the report. Keywords: Key Performance Indicators (KPI), Key Performance Indicators (KPI), Balanced Scorecard (BSC), Performance Measurement, Cascade

Purpose Unlike many other quantitative characteristics used to determine higher education rankings, opinion-based peer assessment scores and the factors that may influence them are not well understood. Using peer scores of US colleges of engineering as reported annually in US News and World Report (USNews) rankings, the purpose of this paper is to provide some insights into peer assessments by statistically identifying factors that influence them. Design/methodology/approach With highly detailed data, a random parameters linear regression is estimated to statistically identify the factors determining a college of engineering’s average USNews peer assessment score. Findings The findings show that a wide variety of college- and university-specific attributes influence average peer impressions of a university’s college of engineering including the size of the faculty, the quality of admitted students and the quality of the faculty measured by their citation data and other factors. Originality/value The paper demonstrates that average peer assessment scores can be readily and accurately predicted with observable data on the college of engineering and the university as a whole. In addition, the individual parameter estimates from the statistical modeling in this paper provide insights as to how specific college and university attributes can help guide policies to improve an individual college’s average peer assessment scores and its overall ranking.

This paper discusses the relevant literature on higher education rankings and its impact on higher education institutions across the globe. The literature suggests that global university rankings impact higher education institutions both in advanced economy and developing countries to build competence to race and exist. Universities in an advanced economy are building institutional competitive competence to race in the global university rankings under the umbrella term of ‘World Class University,’ whereas universities in developing countries are building institutional competence by pursuing to build research intensive universities. The essay argues that global university rankings are shaping the field of higher education institutions, and the capacity of resources dictates universities the type of competence to build to exist: institutional competitive competence and institutional competence.
