Abstract The article explores the extent to which experts from different countries share the same axiological approaches with regard to the dialogue among civilizations and international cooperation at governmental and grass-roots levels. The article shows how subject matter experts provide collaborative input into the features and limits that shape global universal values. Interactions among civilizations promoting their equality and partnership as opposed to clashes should be at the heart of the transformations of values. Such transformations are expected to foster mutual exchange and enrichment achieved through a deeper understanding of the inevitability of increasing global interconnectedness and mutual dependence.

Abstract. In article discusses the relationship between Iran and Kyrgyzstan in the field of culture and education. Attention is focused on the pragmatic course in the relations between the two countries, the cultural factor of mutual influence is noted. The article provides a brief overview of Iran’s cultural initiatives in relation to Kyrgyzstan. The importance and necessity of dialogue among civilizations, is revealing as an undeniable need of 21th century, from one perspective, the unlimited competitions for producing ultra-advanced weapons, seriously threaten the global peace, but fortunately from other viewpoint, the modern technology could prepare unprecedented opportunities for launching and continuity of dialogue in different levels. The biggest steps toward a better and more peaceful world will be taken up, when the rationality be the supporter of important decisions and the argument replace the violent emotions. In ancient theology and philosophy, human being has known as the rational animal, who has the ability of thinking and expression of what he/she thinks, this distinctive characteristic has recognized as the main character of human which shows the mentality of human being basically different and transcendental, comparing to other animals on the earth.

Dr Singhvi opines that the Islamic civilizational contribution to dialogue among civilizations is large, momentous, and versatile. He states that to restore to Islam and the people of Islam the dignity of their civilizational glory, it is necessary to delve into its heritage and history and to reinvigorate that sense of heritage, humanitarian ethos, and the rich legacy of science, art, philosophy, law, astronomy, and statecraft. Obviously, a few self-appointed fanatics and terrorists who claim to speak or act in the name of Islam cannot be taken to represent Islam, its message and its heritage, states Dr Singhvi.

Within present-day globalization processes, we witness internationalization of the state law order while constitutionalization of the international relations and international law gains more importance. The paper discusses the process of international law constitutionalization as an embodiment of general human values in the state law in accordance with the views of Academician T.Ya. Khabrieva. The author demonstrates that the international law constitutionalization must have the sources of state law as its basis and must take into account the world political and legal experience as well as the doctrinal items of the national legal studies. Kant’s «eternal peace» idealistic as it might seem, however devoid of illusions, may and must serve the basis for «the dialogue among civilizations» and the leading principle of the global world existence, stabilization of the foundations of world order declared by the League of Nations and the United Nations Organization. Immanuel Kant’s ideas that are stated in his writings stipulate the idea of peace. These ideas were in fact the basis of the most relevant international political and legal documents including those in human rights. The ideas are topical nowadays and are of interest in present-day theory and practice of international law and international relations. The author emphasizes the practical value of Kant’s categorical imperative for the law.
