The Indonesia Naval Technology College requires an organizational development strategy in order to produce professional student outcomes and master maritime technology. Based on this, we can choose the priority of development strategies by weighting based on expert choices. The problem in this research is how to determine the priority of strategies that can be implemented in the development of the Indonesian Naval Technology College. The purpose of this research is to weight some strategies in developing the Indonesian Naval Technology College. In this study, the SWOT analyst and Borda Analysis methods are used to determine the assessment of the strategy. The results of the study indicate that to be able to improve the professionalism of soldiers in the fields of science and technology, it is necessary to increase the quantity and quality of complete laboratory infrastructure facilities, publication of lecturer and student research in national and international journals, Changes in the structure of the ideal Indonesian Naval Technology college will be able to support operational education and development of new study programs and the regulation of curriculum changes in each study programs that leads to the field of science and technology in the rank of marine. Policies and programmes of higher education play an important role to make accomplishment of the higher education objectives. If the policies and schemes of government for higher education has a good strategy to implement them, then only they will accomplish the objectives of higher education which in turn will bring progress and quality education. In this article various policies and schemes of government for higher education are analysed and discussed. For this purpose, documentary analysis of various government documents, such as annual reports of Manipur University, acts and statutes of Manipur University, annual reports of Directorate of Higher Education, Manipur, college statistics published by College Development Council, Manipur University and State Higher Education Commission report, are done. It tries to identify the changes which the policies and schemes of government have brought for the development of higher education in the state. Towards the end, the article tries to find out the problems of implementation of higher education policies and the gap in its implementation.

<p>The development of rapid information technology makes learners freed in obtaining teaching materials. One of them is a web-based teaching materials. The purpose of the research is to produce a web-based teaching materials on the subjects of Environmental Sciences to enhance student motivation Budi Utomo Malang Teachers' Training College. Development of teaching materials based website using ADDIE models. Development research was conducted from April to December 2015. Based on the results of validation material obtained from the value of 80% and the media expert validation and design to get the value of 93.75% and 83.33%, it means that the teaching materials developed have been fit for use as an ingredient supporting<br />teaching Environmental Science course, but still be revised on the advice and comments from experts as well as students. Web-based teaching materials have been developed and tested on students can create and enhance motivation sebesar 85,75.%.</p>

Abstract One unintended consequence of Chinese higher education expansion is an increasing socioeconomic gap in college achievement. Using 2011 College Freshmen Development Survey data, this paper engages in an empirical analysis of the association between one’s socioeconomic status, high school preparation, and college performance. This study finds that well prepared and academically engaged high school graduates achieve a significantly higher level of college development than their less prepared peers. Moreover, low-ses students have a significantly lower level of core competence and civic participation, due to their lack of academic preparation, learning engagement, and parental support in high school. This study provides a critical evidence for the life cycle skill formation argument that the deficit in early human capital investment can impair adolescent and adult attainment.
