One of the requirements to be able to vote is to become a voter on the Final Voters List (DPT). In fact, this list is a classic problem that has never existed, including the DPT for the 2019 Concurrent Elections. Using qualitative methods, this thesis discusses why the DPT for the 2019 Election is still problematic, with the large number of voters in Medan City who vote using their KTP on polling day there are still voters who have not registered in the DPT who can reach more than 10% of the total number of DPT in Medan City and how to solve this problem. Even though Law no. 7/2017 concerning Election for voter registration using the registration registration method, the application of this method has not met the prerequisites. There are at least eleven prerequisites that must be met. The Election Law does not help who is responsible for implementing updating voter data in the post-election period. The current registration and updating formulation is more of an update on the system's ongoing periodic list. A timely voter registration formulation is implemented by the KPU by opening up spaces for cooperation between government agencies and institutions involved in updating population data. With a sustainable system, it is hoped that it can increase the degree of updating of data selectors.

AbstractDespite decades of research, there is no consensus as to the core correlates of national-level voter turnout. We argue that this is, in part, due to the lack of comprehensive, systematic empirical analysis. This paper conducts such an analysis. We identify 44 articles on turnout from 1986 to 2017. These articles include over 127 potential predictors of voter turnout, and we collect data on seventy of these variables. Using extreme bounds analysis, we run over 15 million regressions to determine which of these 70 variables are robustly associated with voter turnout in 579 elections in 80 democracies from 1945 to 2014. Overall, 22 variables are robustly associated with voter turnout, including compulsory voting, concurrent elections, competitive elections, inflation, previous turnout, and economic globalization.

The holding of concurrent elections on April 17 2019 is a new history in the general election process in Indonesia. This is the implication of the Constitutional Court Decision Number 14 /PUU/2013 on the review of Law Number 42 of 2008 concerning the Election of President and Vice President. Although simultaneous elections have been considered better than previous elections, it does not mean that there are no shortcomings in the implementation. The most appalling problem is the large number of fatalities by the election organizers who are seen as the impact of the 2019 concurrent elections as well as other technical problems. Looking at various aspects raised from the 2019 elections, the Association for Elections and Democracy (Perludem) conducted a review of the material of the Law on the 1945 Constitution to the Constitutional Court as outlined in the Constitutional Court Decision Number 55/PUU-XVII/2019. In their argument, the petitioner conveys a number of things related to the analysis that has been carried out in the holding of simultaneous elections held in 2019 yesterday. In the results of the decision, the Constitutional Court rejected the petition of the petitioner in its entirety because it was considered to be groundless. However, the Constitutional Court provides choices regarding election models that can be chosen and considered constitutional based on the 1945 Constitution.  Abstrak:Terselenggaranya pemilu serentak pada tanggal 17 April 2019 merupakan sejarah baru dalam proses pemilihan umum yang ada di Indonesia. Hal ini merupakan implikasi dari Putusan Mahkamah Konstitusi Nomor 14/PUU/2013 perkara pengujian Undang-Undang Nomor 42 Tahun 2008 Tentang Pemilihan Umum Presiden dan Wakil Presiden. Meskipun pemilu serentak sudah dinilai lebih baik dari pemilu-pemilu sebelummnya bukan berarti dalam pelaksaanannya tidak memiliki kekurangan. Masalah yang paling menggemparkan adalah banyaknya korban jiwa oleh penyelenggara pemilu yang dinilai sebagai dampak pelaksanaan pemilu serentak 2019 serta masalh masalah teknis lainnya. Melihat dari berbagai sisi yang ditumbulkan dari pemilu 2019, maka Perkumpulan Untuk Pemilu dan Demokrasi (Perludem) melakukan uji materiil Undang-undang terhadap Undang-Undang Dasar 1945 ke Mahkamah Konstitusi yang dituangkan kedalam Putusan Mahkamah Konstitusi Nomor 55/PUU-XVII/2019. Didalam argumentasinya, pemohon menyampaikan beberapa hal terkait dengan analisa yang telah dilakukan dalam penyelenggaraan pemilu serentak yang dilaksanakan pada tahun 2019 kemarin. Dalam hasil keputusan tersebut, Mahkamah Konstitusi menolak permohonan pemohon untuk seluruhnya karena dianggap permohonan tersebut tidak beralasan hukum. Akan tetapi Mahkamah Konstitusi memberikan pilihan terkait  model-model keserentakan pemilu yang dapat dipilih dan dinilai konstitusional berdasarkan UUD 1945.

Dalam konteks Indonesia yang sedang membangun peradaban politik yang sehat, penyelenggaraan pemilu tanpa kehadiran pengawasan struktural dan fungsional yang intens berpotensi mengakibatkan hilangnya hak pilih warga negara, bangkitnya politik uang, kampanye hitam, dan pemilu. yang tidak sesuai aturan. Tulisan ini bertujuan untuk mengetahui hasil pemungutan suara pemilu serentak di Indonesia tahun 2019. Penelitian ini menggunakan pendekatan deskriptif analitik. Berdasarkan hasil penelitian menunjukkaan bahwa pelaksanaan pemilu serentak merupakan sejarah baru di Indonesia karena pelaksanaan secara serentak mulai pemilihan cadidat tiangkat pusat hingga daerah.  Adanya pemilu serentak ini dapat memberikan catatan baru bila dibandingkan dengan pemilu sebelumnya, pemilu serentak ini menghasilkan beberapa hal penting terhadap pemilu Indonesia yaitu dapat mengefisiensi anggaran dana, partisipasi partai politik secara ketat, partisipasi peserta pemilu dan menghasilkan calon presdient dan wakil presiden, anggota legislative dan dewan perwakilan daerah yang terpilih sesuai pilihan rakyat.In the sense of Indonesia which is building a stable democratic civilization, it is possible to hold elections without intensive institutional and functional oversight that can result in the erosion of the rights of people to vote, an increase in money policy, black campaigns and elections. The rules don't suit. The goal of this paper is to determine the outcome of the 2019 simultaneous elections in Indonesia. This research uses an analytical-descriptive approach. The results show that the conduct of concurrent elections is a new history in Indonesia because the success begins at the same time from election of central to regional candidates. The simultaneous election will provide new records compared with previous elections, which will produce many critical elements in the Indonesian elections, namely the ability to simplify the budget, tight political party membership, participation of electoral participants and the presidential and vice-presidential candidates, parliamentarians and members of the Parliament.

This article wants to answer about how the amount and nominal budget of elected DPD candidates can be utilized for the effort to win seats for each elected candidate. This study takes a sample of all members of the DPD elected from the existing participation of 34 provinces in Indonesia. The type of data taken in the form of secondary data downloaded from the official KPU website consists of a Report on the Revenue and Expenditure of Campaign Funds. Based on the results of this study, there are two interesting things related to the funding of the DPD in the 2019 Concurrent Elections ago. First, there is no strong relationship when the campaign budget is large. The pair of elected DPD candidates can win seats at a relatively small campaign cost. Second, the amount and amount of campaign costs incurred by prospective DPD members varies. The campaign expenses spent by Adilla Azis from East Java amounted to IDR 75,000. Meanwhile, Jimly As-Shiddiqie from DKI Jakarta spent the largest cost of IDR 1,908,605,402. The average selected candidate issues an average price range of IDR 400 million with an average cost/vote of IDR 3,500.
