Significance The Liberal government of Prime Minister Justin Trudeau is beginning its third term with an emphasis on post-pandemic issues. While there was little new in the speech, which mostly signalled a continuation of existing policies, more action is likely on environmental and Indigenous reconciliation issues. Impacts New legislation will underpin the equality of the French language with English in federally regulated workplaces. Reform of the Broadcasting Act to cover online streaming services will require them to generate more Canadian content. Substantial increases in the foreign aid budget are likely, as are new diplomatic efforts in the Indo-Pacific region. Promises of renewed investment in defence are likely to be downgraded given the emphasis on social spending.

Canadian Policing and Body-Worn Cameras: Factors to Contemplate in Developing Body-Worn Camera Policy

Body-worn cameras (BWCs) are increasingly being used by police worldwide. This study demonstrates that, as of 2019, at least 36 percent of Canadian police services have considered or trialed BWCs. News reports suggest that this number continued to rise in 2020. In this article and the accompanying appendices, we strive to provide a comprehensive summary of all topics that Canadian police services should address in a BWC policy. These topics fall into six general categories: BWC program, users, supervisors, data management and retention, video disclosure, and other expectations. The summary was produced by situating the contents of existing Canadian BWC policies in relation to key international content (e.g., BWC research and policy guidelines) and Canadian content (e.g., domestic BWC research, policy recommendations, and legislation) relevant to BWC policy. The BWC policy summary we present is not prescriptive on topics that require further evidence or that would be best established by practitioners working in conjunction with key stakeholders (e.g., Canadian privacy organizations). We advocate for the continued development of increasingly standardized police BWC policy across Canada.

Canadian broadcasting policy has long pursued the belief that content produced by and for Canadians holds cultural value for its domestic audiences, in addition to economic significance for Canada's media industries. As the capabilities of wireless and mobile technologies have developed to allow consumption of content traditionally broadcast on television, stakeholders have questioned how to ensure culturally-rich, domestically-produced content is available for Canadian audiences by such means. As industry stakeholders have debated the potential value of Canadian content in an increasingly globalized media landscape, technologies have continued to advance, and Canadians have increasingly turned to new media to be informed and entertained. With a lengthy history of media regulation, this paper will demonstrate how the Canadian government's slow, uncoordinated response to developing new media policy effectively perpetuates inhibiting tensions between cultural and economic goals. Questions that frame this enquiry include: What role does Canadian content play as a reflection of Canadian culture and support of the production industry within Canada's traditional broadcasting system? Is regulation of new media important to maintain traditional policy goals? If so, what kinds of regulation might be implemented in this new context? And to what degree does current new media policy succeed in pursuing cultural and industrial goals historically common to Canadian media regulation? In pursuing these questions, this paper will draw conclusions regarding the benefits of federal new media policy, and how the government can better advance domestic digital media production, as technologies continue to evolve.

Distributing CanCon: CBC strategies for international distribution

This article tackles the evolution of Canadian Broadcasting Corporation international distribution strategies at the intersection of the contemporary television landscape, by providing a context and definition for Canadian content (CanCon) rules, so as to consider more recent debates on the positioning of foreign streaming services in Canada in relation to existing broadcasting companies. The aim is to problematize media policies, by outlining the present state of the debate and updating the conversation to include global streaming TV players. Key questions are explored, such as whether CanCon rules are outdated forms of cultural protectionism or still represent viable answers to the risks of media imperialism.
