Hybrid organizations face the fundamental challenge of building legitimacy. To deal with this challenge in administrative theory and practice, we apply an analytical framework following an organizational logic of legitimacy building to an exemplary case of hybridity—the Swiss Institute for Translational and Entrepreneurial Medicine. Our framework application illustrates that pragmatic legitimacy (i.e., establishing instrumental value) must be built before moral legitimacy (i.e., fostering normative evaluation) and cognitive legitimacy (i.e., creating comprehensibility), followed by an iterative process of mutual influence between the legitimacy forms. Originating in the management literature, the framework promises new insights for public administration research on hybrids.

Background: The government’s inability to ensure that both the local and the national markets adequately accommodate smallholder producers is inhibiting the sector’s ability to grow and expand.Aim: This article explored the influence of the governmental administrative processes on agro-smallholders’ ability to access municipal markets.Setting: The study is based in KwaZulu-Natal (KZN), specifically in the eThekwini Municipality. The target population is agricultural (agro-) smallholder producers who are located within the traditional leadership and government officials (KZN Department of Agriculture and Rural Development and eThekwini Municipality).Methods: A qualitative exploratory research methodology using semi-structured interviews was adopted for this study.Results: The results showed that the government structures and municipal markets do not provide substantial support to agro-smallholder producers who are seeking access to markets. The results further showed that there is no integration or relationship between the government institutions on the issues related to the promotion and development of agro-smallholder producers.Conclusion: Through the application of administrative theory, the article posited the recommendations that the government institutions should incorporate stakeholders’ insights, lay a policy foundation for a whole-of-government approach to planning and set the direction for agro-smallholder’s planned future. It is also recommended that the government departments create a single planning and coordination structure or forum that will be beneficial to the smallholder sub-sector and avoid duplication and resource wastage directed to this sub-sector.

This study is to compare the management style of NTA zonal centre Maiduguri and Radio Nigeria Peace FM Maiduguri. However, in order to set a stage for such comparative study, there are an indispensable need to look at concepts related to media management. The study adopted administrative theory of management as a guide. Survey method was adopted four people were interview. The findings shows that both the NTA Maiduguri and peace FM Maiduguri are using directed form of media management style and they are facing different sorts of challenges. The study concludes that the both the NTA and the peace FM shared the same form of media management and differed in some area of activities. The study recommends that, both organisation should give greater focus and emphasis on the general welfare of the staffs. Both NTA and peace FM Maiduguri stations should ensure that their programmes and activities are initiated and implemented for the success of the organisations.

The subject of this research is the mechanism of integrated cooperation of law enforcement authorities, which due to application of modern technologies and capabilities of mathematical modeling and with consideration of the current political, organizational and normative-legal factors of counteracting criminality, would allow eliminating the organizational and management contradictions between the virtually established vertical-subordination model of interaction of the law enforcement authorities and the framework of public administration. The goal of this work consists in introduction of the basic foundations of mathematical modeling of interaction of law enforcement authorities at the intersection of two scientific directions – game theory and social network analysis, in the process of improving social technologies of public administration in the law enforcement sphere. The article is prepared on the basis of law enforcement practice leaning on the positions of social administrative theory, cybernetics, information analysis, and most recent achievements in the area of cross-disciplinary studies. The scientific novelty is defined by the hypothesis on the network social structure. Due to this fact, the developed mechanism of network interaction of law enforcements authorities [4, p. 31-41] is an element of digital economy responsible for solution of economic-mathematical problems, which in turn, substantiates the mechanism of improvement of social technologies of public administration in the law enforcement sphere.

The emergent global administrative order includes more than 800 international and regional organizations. Just as the rise of the modern state placed greater importance on the study of public administration, the growth of multistate organizations, their agendas, and personnel require research that draws upon contemporary and classical public administrative thought. This article employs multiple lenses to explore the utility of public administrative theory and empirically based knowledge in analyzing the behavior of international and regional organizations. Specifically, while remaining cognizant of differences between international organizations and sovereign states, we consider the utility of the politics–administration dichotomy, representative bureaucracy, individual and employee due process and other rights, and broader questions of accountability in understanding the administrative life and influence of international organizations in global governance.

This chapter discusses the theoretical framework of complex adaptive systems. Risk is a social construct, one created by the human actors who seek to manage a stable world, and who, aware of potential catastrophe, seek to prevent or reduce it. The challenge is how to construct a mode of considering risk holistically, but systematically in a dynamic environment that is prone to recurring hazards. Over decades, inquiry into risk and strategies to manage it have reexamined and redefined risk in relation to changing environments. Three broad themes have shaped this continuing dialogue in administrative theory and public policy. The first theme focuses on the impact of technology on social institutions, and whether changes introduced by advances in technology exceeded human capacity to manage institutions in constructive ways. The second theme focuses on the organization of collective action as a strategy to counter risk. As a third theme, the continuing dialogue addressed the escalating impact of risk on social organizations and institutions.

Qual é a relação entre o conceito de trabalho e a ciência administrativa? Ou melhor, qual é sentido do trabalho na (ou para) sociedade atual? Essas são as questões que orientam esse ensaio teórico. Essa reflexão nos parece fundamental para a formação do administrador, a fim de que seja possível compreender a função social da ciência da administração no contexto atual da sociedade contemporânea, e principalmente sua atuação crítica e cidadã. O ensaio busca construir pontes entre o surgimento da Teoria Administrativa, a ideia do trabalho nas várias etapas da evolução do ocidente e o conceito atual do trabalho, objetivando promover e estimular um pensamento crítico acerca do sistema das relações de trabalho ao longo do tempo situando historicamente as perspectivas que a ciência da administração sobre, como forma de compreensão dos fenômenos existentes na sociedade e nas organizações. Nesse movimento, percebe-se que a conjuntura atual do trabalho vem se caracterizando pela precarização, informalidade, sobretrabalho, entre outros problemas que aumentam a exclusão social e fazem dos trabalhadores suas principais vítimas, tendo como aporte conhecimentos desenvolvidos dentro da área de administração. Essas transformações significativas apontam para ressignificações dos sentidos do trabalho na (ou para) sociedade atual influenciando nas relações concretas das formas de ser, nas identidades dos sujeitos incluídos e excluídos desse sistema, e também nas formas de ensino e formação desses profissionais, sempre permeadas por discursos ideológicos em consonância com sua época e com a classe que detém, de certa forma, o poder vigente. What is the relationship between the concept of work and administrative science? Or rather, what is the meaning of the work in (or for) the current society? These are the questions that guide this theoretical essay. This reflection seems to us fundamental for the formation of the administrator, so that it is possible to understand the social function of the science of administration in the current context of contemporary society, and especially its critical and citizen performance. The essay seeks to build bridges between the emergence of the Administrative Theory, the idea of work in the various stages of the evolution of the West and the current concept of work, aiming to promote and stimulate a critical thinking about the system of labor relations over time historically the perspectives that the science of the administration on as a way of understanding the phenomena existing in society and in organizations. In this movement, one can perceive that the current situation of work is characterized by precariousness, informality, overwork, among other problems that increase social exclusion and make the workers their main victims, having as contribution knowledge developed within the area of administration. These significant transformations point to the re-signification of the meanings of work in (or for) society influencing the concrete relationships of the forms of being, the identities of the subjects included and excluded from this system, and also in the forms of education and formation of these professionals, always permeated by ideological discourses in line with their times and with the class that holds, in a certain way, the prevailing power.

This chapter explores the relationship of U.S. defense management to public administration. It argues that public administration, as a field of study, plays a minor role in defense acquisition, because acquisition has unique characteristics that separate it from the mainstream of the field. The tenuous connections between acquisition and public administration have led to an issue of academic legitimacy in that the discipline has failed to respond to the needs of acquisition professionals. The chapter then presents a discussion and illustration of philosophical pragmatism as a potential contribution of administrative theory to acquisition practice, and it concludes with thoughts on the potential for acquisition to adopt pragmatism as a guiding way for thought and practice.
