The paper focuses on regional security, which has become a significant issue in situations where there has been a growth in the level of regional identity and the desire for relative autonomy in the general pro- cess of security system development. The approaches to security in the history of philosophy are analyzed in order to highlight the evolution of the concept of “regional security”. Comparative, systematic and her- meneutic methods are employed to reveal the aspects of regional security in terms of the problems of state, national and public security. The novelty of the research is associated with the development of the evolu- tion of ideas concerning regional security from abstract representations to the various aspects of regional practice. The conclusion is that modern regional security concepts are based on the synthesis of the meth- odology of systemic and constructivist approaches. This methodology is used to substantiate the claim that any state has to deal with the security problems of its regions and pay attention to any threats and regional interests, which may be constructible in nature, and pose a real danger associated with challenges from political, economic, military, environmental, and social spheres.

Aim. The presented study aims to examine strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests.Tasks. The authors define the role of the alignment of interests in the development of regional strategies; determine the global interests of the United Nations (UN), the International Labour Organization, and the national interests of Russia, which should be taken into account when formulating strategic priorities for regional development.Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint to describe strategic principles for developing regional strategic priorities with allowance for the alignment of global and national interests. Applied research is conducted through the example of Kuzbass.Results. The conceptual framework for substantiating the strategic priorities of regional development is determined as a result of the alignment of global, national and regional interests based on relevant trends. It is shown how the UN Sustainable Development Goals, the initiative of the Global Commission on the Future of Work, national goals, and strategic objectives for the development of the Russian Federation are reflected in the strategic contours of Kuzbass development until 2035 and beyond.Conclusions. When developing strategic priorities, aligned interests of all parties — from global to personal — make it easier to achieve a positive multiplier effect, increasing the effectiveness of initiatives and satisfaction of performers. Conflicting interests may lead to opportunistic behavior, a ban on holding any events, inefficient use of rare limited resources, and loss of confidence among performers in the implementation of their initiatives. Inconsistency with global and national interests may lead to sanctions, economic and political warfare.

The article deals with the problem of new, non-military challenges for the US in Europe. Previously Washington saw the main regional risks in the military-political sphere. Now serious challenges are emerging in issues of trade, technological and information security. It also appears to lack initiative for regional development. To a large extent, the risks can be associated with the activities of the PRC. The study analyzes the American policy in specific areas (trade, 5G networks, energy exports, relations between allies). The main approaches that Washington can apply to protect its regional interests are as follows: attempts to put pressure on allies by introducing new tariffs and reducing cooperation in several areas; the desire of the US to provide an alternative to the projects of the PRC in the region; deliberate militarization of several topics by the US. But still, the universal instrument is the emphasis on shared values and the issue of human rights. The resolution of bilateral problems between the US and the EU will not fully deal with new risks. Trying to fend off the challenges emanating from the PRC, the US has to partially repeat and duplicate Beijing's policy, creating alternative infrastructure projects or trying to promote its LNG instead of Russian gas.

The Council of Representatives of the Regions emerged through the 1945 Constitution third amendment. The Council of Representatives of the Regions intended to represent regional interests and regional society in the central legislation making processes and products, to perform checks and balances principle on The People’s Representative Council which is a political representation that brings and struggles the aspirations and interests of political parties at the central level. The Council of Representatives of the Regions also acts as a guardian of decentralization and regional autonomy. The most fundamental problem for The Council of Representatives of the Regions is its institutional weaknesses. In legislation weaknesses terms, budgeting, and supervision have affected The Council of Representatives of the Regions in maximizing its performances. The Law regarding Indonesia Legislative Branch does not mandate legislation as The Council of Representatives of the Regions tasks. This provision can not be used as a guideline to describe the scope of duties, which are the limits of their authority in The Council of Representatives of the Regions order. On the other hand, after the Constitutional Court Decision Number 92/PUU-X/2012 and Number 79/PUU-XII/2014 issued, the relations that were later present were the three-party discussion model of The People’s Representative Council-The Council of Representatives of the Regions-President (Tripartite). Based on those facts, this article focuses on the evaluation of 15 years of The Council of Representatives of the Regions establishment and strategy to strengthen it.

If we analyze the discourses on regionalism in India or even while trying to make sense of such a tendency, we may find that from a long time, even during the period of British colonialism, regional forces have had their impact at the level of organization of political system in their own ways. Needless to recall that when the Britishers entered India, they could sense the regional variations very well and therefore, established ‘divide and rule’ policy to suit their administration as well as to be fitted to the regional demands and peculiarities. It is, no wonder therefore, to find that the anti-colonial freedom struggle was not a process free of contradictions and variations over different regions.  The fact of the matter was that the ‘national’ issue, namely, to establish a free independent and sovereign India superseded all the parochial claims of various regions and their demands. And it is, needless to say that these regional interests and demands, which were subdued during the freedom struggle found an expression and were articulated even within the first decade of India’s independence, which has, in fact, grown both in its number and its intensity with every passage of time, which are reflected in various regional movements, over the period. In this paper, we discuss such a movement taking its stride with every passage of day, in the western part of Odisha—both in its historical as well as contemporary contexts. We make an attempt to bring out what have been the historical causes which have given birth to such a tendency and the contours and trajectories that such a movement is going through over the period, including the current state of affairs as regards Kosal Movement, which is increasingly becoming so vociferous that we can hardly ignore it—either as an observer, as an analyst or as an activist—for or against the call for a separate state in Western Odisha.

Maluku Province is one of the regions that has the potential for renewable energy resources which are quite abundant, but they have not been utilized properly due to various obstacles and challenges in the region. In order to overcome the existing problems, Maluku Province has established foreign relations with the Government of New Zealand through the New Zealand Booking program - Maluku Access to Renewable Energy Support (NZMATES) starting from April 2018 to June 2023. This research aims to describe how the efforts taken by the Maluku Provincial Government and the New Zealand Government in developing renewable energy in the Maluku region. By using qualitative methods with data techniques through literature studies and internet-based document searches, this article argues that through the establishment of foreign relations between Maluku Province and New Zealand through the formation of NZMATES it can help and facilitate the process of developing renewable energy in the Maluku region. NZMATES can create a more competent work environment by engaging with several agencies with regional interests to participate in developing renewable energy in Maluku Province.

The article describes the dynamics of the evolution of political thinking in international relations from binary oppositions to lateral thinking. This evolution is motivated by the new social reality of regional ecosystems that form the basis of globalization processes. Marlene Laruelle and Kazushige Kobayashi initiated an intellectual discussion on the specifics and prospects of transforming the thinking of political and economic elites at the beginning of the 21st century. The article shows that a new platform for the dialogue of non-like-minded people can play a constructive role in the implementation of the glocalization of ecosystems with the possibility of preserving the historically functioning international division of labor. In such a situation, relations between politics and economics are being transformed. The commercial priorities of transactions and the development of transnational digital platforms integrated into the space of the national regulator come to the fore. Groups of economic trans-regional interests can become the fundamental basis for the annihilation of the conflicting intentions of binary political thinking.

In the world of Realpolitik, Israel and Azerbaijan seem to have closer relations than just pragmatic ones. This article intends to shed light on the strategic and regional interests of Israel and Azerbaijan, while considering Iran’s efforts to maintain an alliance with Azerbaijan. From the Israeli side, these relations have multi-dimensional components that enable Israel to keep an eye on Iran without dragging Azerbaijan into the conflict. Azerbaijan and Iran, for their part, sharing a common religion and, partly, culture, both use Realpolitik in order to retain the Caucasus balance of power.

The purpose of this research is to study and analyze the Dilemma Problems of Regional Representative Institutions in the Indonesian State Administration System, in this case the DPD which is a State institution in the category of state institutions using normative juridical categories through licensing in accordance with the demand (statute approach) and conceptual (approach conceptual), thus the DPD obligation related to the implementation of regional autonomy which is limited to providing an assessment also shows the weakness of the DPD's function because it cannot fight for regional interests in increasing the DPD's consideration which is not followed up by the DPR Tujuan dari penelitian ini adalah untuk meninjau dan menganalisis Persoalan Dilematis Lembaga Perwakilan Daerah Dalam Sistem Ketatanegaraan Indonesia dalam hal ini DPD yang merupakan lembaga Negara yang masuk kategori main state organ dengan menggunakan metode yuridis normatif melalui pendekatan perundang-undangan (statute approach) dan pendekatan konseptual (conseptual approch), bahwa Kewenangan DPD berkaitan dengan penyelenggaraan otonomi daerah yang sebatas memberikan pertimbangan pun menampakkan kelemahan fungsi DPD karena tidak dapat memperjuangkan kepentingan daerah terhadap kemungkinan pertimbangan DPD yang tidak ditindaklanjuti oleh DPR

The relevance of the article is due to the increasing importance of the regional security factor in modern conditions, where the level of regional self-awareness and the desire for relative autonomy are growing within the framework of the general process of developing the security system. The article is devoted to the analysis of the security concepts existing in the history of philosophy in order to identify the evolution of ideas about “regional security”. The study uses comparative, systemic and hermeneutic methods, the action of which is aimed at identifying aspects of regional security in texts devoted to the problems of state, national and public security. The novelty of the research is associated with the development of the idea of the evolution of ideas about regional security from abstract ideas to various aspects of regional practice. The result of the study is evidence that, being originally one of the aspects of general management theory, the ideas of regional security at the end of the twentieth century became the core of the concept of “regional security complexes”. The next result was the substantiation that modern criticism of this concept is the basis of the theoretical constructions of regional security in the 21st century, which are based on a synthesis of ideas about the need to adopt rules adopted by states that support the stability of world security and the influence of regions with their own interests. The conclusion of the study is to assert that modern concepts of regional security are based on the synthesis of methodologies of the systemic and constructivist approaches. This methodology is used to substantiate the assertion that any state is forced to deal with the security problems of its regions, to pay attention to the existing threats and regional interests in them, which may be of a constructive nature and may pose a real danger associated with challenges from the political, economic, military, environmental, and social spheres.
