The regulatory detailed planning is substantive legal planning stage of urban planning in China. The first problem is the need to check and inheritance the indicators of total planning land about construction in the process of compiling. According to city zoning rules establishment work reality, the basic thought of the system analysis, the traffic engineering and urban planning in the related theory and method on the basis of macroscopic traffic flow classification, using the road network capacity calculation method and traffic distribution forecasting method proposed with interregional channel planning level of service and the internal road network planning level of service as the control target, proposes the method by using the master planning road network control to inversely calculate the total amount for the construction of district land use. The calculation example is also given. Studies show that the presented control rules compiled for checking algorithm can play check function about the amount of land used for construction master planning achieve under the premise of the control overall situation trunk road network level of service, to avoid the amount of unnecessary in the subsequent units, neighbourhood planning adjustments.

Regulatory plan becomes more important with the enaction of Urban-Rural Planning Law. Complete coverage of regulatory detailed planning is imperative. But the deficiencies and contradictions exhibit from planning and management practices in regulatory detailed planning have become increasingly prominent. At present, planning compilation is faced issues such as low elasticity, divorce of urban development. Abandon static control, using dynamic maintenance are the new directions to the development of regulatory detailed planning. Regulatory control system maintained dynamically regards action plan as guiding concept, regards GIS technology as data platform, which is a dynamic, phased, chronic planning process.

On the basis of analyzing the pros and cons of the current practice of full coverage of regulatory detailed planning, the paper aims to establish a dynamic regulatory detailed planning featuring a comprehensive regulation both macroscopically and microscopically. The paper holds the belief that the coverage scope of the regulatory detailed planning should be the short-term construction area; in case that the practice of “Full Coverage” needs to be conducted, it shall be compiled on the basis of time sequence by separating the short-term and long-term project. The compilation for short-term project should start from the region and go deeper into the block and land parcel, and the development intensity index should be worked out according to the stage of land leasing in specific project; the compilation for long-term project should focus on the region and block area, and the development intensity index should be formulated in line with the city’s specific development stage and then make adjustment accordingly.

In combination with the experience of Chongqing, the planning method is discussed on the actuality of the land under investigation and analysis, the protection and creation of the landscape features, the establishment of the harmonious relations between human and city as well as nature in respect of the actuality investigation & analysis and the planning layout exploration.
