Explanation of Law 1/1974, number 4 point e, obviously accentuates the principle of complicating divorce. It requires specific reasons beyond the lawsuit and, in line with article 115 of KHI (Kompilasi Hukum Islam; Islamic Compilation Book), obliges the process to take place in the court trial. This implies that divorce needs prevention from the whole parties both persons and institutions, including Islamic universities. Islamic universities have both academic and social responsibilities to prevent divorce due to their strategic duties and function in community development and empowerment, specifically for spreading knowledge. This research aims to identify how far Madurese Islamic universities perform their roles and function by designing fiqh munākaḥah (marriage jurisprudence) materials for students as prospective husbands and wives. It focuses on whether the materials get developed and are compatible with gender equality and divorce prevention efforts. Using a qualitative approach particularly its phenomenological type, this study took place in three Madurese Islamic universities. It revealed that the latest development of fiqh munākaḥah materials are still mostly about the normative perspective from classical fiqh literature with very little relevances to either gender equality spirit or divorce prevention effort.(Penjelasan UU Nomor I Tahun 1974, angka 4, huruf e, jelas menekankan prinsip untuk mempersukar perceraian dengan mewajibkan alasan-alasan tertentu serta, senada dengan KHI Pasal 115, mengharuskan proses perceraian terjadi di depan sidang pengadilan. Ini menunjukkan bahwa tugas mencegah perceraian harus dilakukan siapapun, baik perorangan ataupun instansi, termasuk Perguruan Tinggi Islam. Perguruan Tinggi Islam memiliki tanggung jawab akademik dan sosial karena tugas dan fungsinya yang strategis dalam pengembangan dan pemberdayaan masyarakat, terutama dalam penyebaran pengetahuan. Untuk mengetahui sejauh mana Perguruan Tinggi Islam di Madura menjalankan peran dan fungsinya tersebut, penelitian ini menelusuri kajian fiqh munākaḥah sebagai bahan konsumsi bagi calon-calon suami dan istri, khususnya apakah materi-materi tersebut sudah berkembang dan sesuai dengan wacana kesetaraan gender dan upaya pencegahan perceraian. Menggunakan pendekatan kualitatif berjenis fenomenologis, penelitian ini mengambil setting di 3 Perguruan Tinggi Islam di Madura. Hasil penelitian menunjukkan bahwa perkembangan terbaru kajian fiqh munākaḥah masih didominasi kajian normatif dari sumber fiqh klasik sehingga belum relevan dengan semangat kesetaraan gender maupun upaya pencegahan perceraian)

Abstrtak. Penelitian ini bertujuan untuk menemukan dan memetakan model pendidikan keluarga  sebagai upaya mencegah perceraian  pada masyarakat Suku Sasak. Pendekatan yang digunakan  adalah  penelitian kualitatif dengan metode studi kasus. Hasil penelitian menemukan bahwa model program pendidikan keluarga pada masyarakat dilakukan dengan tahapan sebagai berikut;  (1) Orientasi Program Pendidikan, meliputi; menyiapkan lembaga masyarakat, Orientasi Nara Sumber, Orientasi Obyek Sasaran. (2). Penetapan Program Pendidikan keluarga. Ada 3 tiga program yang dipilih masyarakat sebagai program pendidikan yang dapat mencegah  terjadinya perceraian : a) Program Pendidikan Gender dan Seksualitas. b) Program Pendidikan Hukum Keluarga. c) Program Pendidikan Konseling Sebelum Nikah. (3) Pelaksanaan Program. Untuk merealisasikan program pendidikan keluarga guna mencegah terjadinya perceraian dilaksanakan dengan pola pendidikan dan latihan keterampilan berkeluarga, workshop, dan klinik konsultasi pernikahan. Kata Kunci. <p>Penelitian ini bertujuan untuk mengetahui pelaksanaan konseling pernikahan yang sensitif gender untuk mencegah perceraian di lembaga P2TPA KK Rekso Dyah Utami. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Metode pengumpulan data dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Sedangkan teknik analisis data menggunakan analisis deskriptif kualitatif. Hasil penelitian ini menunjukkan terdapat empat tahap dalam proses konseling pernikahan dalam penanganan kasus perceraian yaitu: (1) mendengarkan (2) pemberian opsi; opsi renovasi atau memperbaiki hubungan, opsi terapi, menerima ketentuan dan takdir dan opsi perceraian (3) istirahat sejenak untuk mengambil keputusan (4) pemberian solusi yang terbaik sesuai keputusan konseli. Teknik konseling pernikahan yang sensitif gender yang dilakukan adalah dengan cara menghadirkan kedua belah pihak dalam sesi konseling atas dasar keutuhan dan keharmonisan rumah tangga adalah tanggung jawab bersama. Pelaksanaan konseling pernikahan yang sensitif gender yang dilakukan lembaga tersebut kurang lebih 80% berhasil mencegah perceraian dengan catatan kedua bilang pihak antara suami dan istri bersedia mengikuti proses konseling pernikahan yang diberikan.</p><p><strong>Kata Kunci</strong>: Pelaksanaan Konseling Pernikahan, Sensitif Gender, Pencegahan Perceraian</p><p> </p><p><em>THE IMPLEMENTATION OF MARRIAGE COUNSELLING BASED ON SENSITIVE GENDER TO PREVENT DIVORCE AT REKSO DYAH UTAMI. This</em><em> research aims to investigate the implementation of gender-sensitive marriage counseling to prevent divorce in P2TPA institution of KK Rekso Dyah Utami. It used qualitative approaches with descriptive methods. The data were collected through interview, observation and documentation. The techniques of data analysis used qualitative descriptive analysis. The results of this research confirmed that there are four stages in the process of marriage counseling in handling divorce cases: (1) listening both sides (husband-wife) (2) giving some options; an option for remodeling or improving the relationship, an option for doing therapy, accepting the terms and destiny or the option for committing divorce (3) giving short break to make a decision (4) giving the best solution according to the decision of the counselees. The techniques of gender-sensitive marriage counseling was implemented by inviting both sides at a counseling session on the basis of the household unity and harmony which becomes their shared responsibility. The implementation of gender-sensitive counseling marriage conducted in the institution indicated that more than 80% was successful in preventing divorce in the note that both sides were willing to follow the process of marriage counseling.</em></p><p><strong><em>Key Words</em></strong><em>: The Implementation of Marriage Counseling, Gender-Sensitive, Divorce Prevention</em></p>

The rising number of divorce in Purbalingga encourages the idea to optimize the divorce prevention effort by conducting family resilience counsulting. The target is neighbourhood association whose members are mostly men. Approach to them are necessary because they were rarely became the target of family counseling. As a social organization, activities within neighbourhood association are highly depends on its chairman. This research analyzes (1) neighbourhood association chairman's view regarding the divorces phenomena in Purbalingga Regency and (2) their roles in prevent divorces in their area. This research was conducted in District of Purbalingga which has high number of divorce cases. Sample locations for this research consist of four urban areas which purposively selected using chairman as responden. Data obtained through questionnaires and discussion groups, analyzed by simple quantitative techniques. The study shows that, firstly, most of respondents are lacking of awareness of the divorces phenomena in Purbalingga regency. This is because the association never receives the information or report of divorces. Second, there are several respondents that reported their cases to chairmen, but most of chairmen did not have the power to prevent it, because people who asked for divorce administration letter had their final decision to separate with their partner. Results lead to conclusion that the effort to decrease the number of divorce can be held by giving continual consultation to men about family resilience.
