This paper reports on a two-year, field-based study set in a charter management organization (CMO-LAX), a not-for-profit educational organization that operates 18 public schools exclusively in the Black and Latinx communities of South and East Los Angeles. At CMO-LAX, the nine-member Data Team pursues the organization's avowed mission of making public schools data-driven, primarily through the aggregation, analysis, and visualization of digital data derived from quotidian educational activities. This paper draws on the theory of racialized organizations to characterize aspects of data-driven management of public education as practiced by CMO-LAX. I explore two examples of how CMO-LAX shapes data to support racial projects: the reconstruction of the figure of chronic truants and the incorporation of this figure in a calculative regime of student accomplishment. Organizational uses of data support a strategy I call productive myopia, a way of pursuing racial projects via seemingly independent, objective quantifications. This strategy allows the organization to claim to mitigate racial projects and, simultaneously, to accommodate them. This paper concludes by arguing for approaches to research and practice that center racial projects, particularly when data-intensive tools and platforms are incorporated into the provision of public goods and services such as education.

This case study of one “no-excuses” charter management organization (CMO) uses teacher surveys and interviews with principals, central office staff, and teachers to examine how a realistic job preview is enacted during the hiring process, and how newly hired teachers perceive their fit with the job and the organization before and after starting the position. Findings show a strong emphasis on honestly and clearly communicating expectations during the hiring process. Consequently, teachers’ perceptions of the job and the organization were initially high at the time of hire. However, these perceptions decreased most significantly in views of student discipline, a key contextual feature of the no-excuses model.

In recent years, the federal government has invested billions of dollars to reform chronically low-performing schools. To fulfill their federal Race to the Top grant agreement, Tennessee implemented three turnaround strategies that adhered to the federal restart and transformation models: (a) placed schools under the auspices of the Achievement School District (ASD), which directly managed them; (b) placed schools under the ASD, which arranged for management by a charter management organization; and (c) placed schools under the management of a district Innovation Zone (iZone) with additional resources and autonomy. We examine the effects of each strategy and find that iZone schools, which were separately managed by three districts, substantially improved student achievement. In schools under the auspices of the ASD, student achievement did not improve or worsen. This suggests that it is possible to improve schools without removing them from the governance of a school district.

Background/Context The concept of scale has gained purchase across social sectors in recent years as organizational leaders and funders seek to maximize the impact of promising social innovations. Purpose/Objective We apply insights from recent scholarship on ideas as mechanisms for change to explain how the idea of “getting to scale” intersected with political opportunities and human and financial resources in the early diffusion of the charter management organization (CMO). Research Design As the birthplace and a political locus of the CMO form, California is an ideal vantage point from which to understand the early years of the form's diffusion. We conducted interviews with California CMO and non-CMO leaders, principals, and funders. Our interviews were designed to understand when and why CMO leaders thought about growth, the challenges and opportunities associated with growth, organizational goals and strategic priorities, and whether and how funders shaped CMO development and plans. In addition, we constructed a school-level panel dataset for the 1991–92 to 2006–07 school years using data from the National Center for Education Statistics Common Core of Data and the California Department of Education. We included charter organizational form, enrollment, and school founding and closure years. We also joined multiple Foundation Center datasets to create a grant-level dataset for the years 1999 to 2006 that includes grant amount, grant type, recipient, and funder. Finally, we conducted participant and nonpar-ticipant observations at CMO board meetings, foundation staff meetings and presentations, and charter school conferences and meetings. Findings/Results Understood and framed as the vehicle for getting to scale, the CMO form drew a disproportionate share of private philanthropy dollars, appealed to a new class of professionals from outside of education, and was successfully distinguished from alternative charter forms, all of which contributed to its early diffusion. Conclusions/Recommendations We develop a fuller understanding of the charter school movement, describing how the diffusion of the CMO form displaced ideas about school-level autonomy and decentralization in favor of ideas about getting to scale and tipping the system. The study also offers insight to scholars analyzing current and past efforts at educational reform by emphasizing the roles played by ideas, opportunities, and resources.
