In this paper, a novel high-performance and low-cost operator is proposed for the imperialist competitive algorithm (ICA). The operator, inspired by a sociopolitical movement called the color revolution that has recently arisen in some countries, is referred to as the color revolution operator (CRO). The improved ICA with CRO, denoted as ICACRO, is significantly more efficient than the ICA. On the other hand, cloud computing service composition is a high-dimensional optimization problem that has become more prominent in recent years due to the unprecedented increase in both the number of services in the service pool and the number of service providers. In this study, two different types of ICACRO, one that applies the CRO to all countries of the world (ICACRO-C) and one that applies the CRO solely to imperialist countries (ICACRO-I), were used for service time-cost optimization in cloud computing service composition. The ICACRO was evaluated using a large-scale dataset and five service time-cost optimization problems with different difficulty levels. Compared to the basic ICA and niching PSO, the experimental and statistical tests demonstrate that the ability of the ICACRO to approach an optimal solution is considerably higher and that the ICACRO can be considered an efficient and scalable approach. Furthermore, the ICACRO-C is stronger than the ICACRO-I in terms of the solution quality with respect to execution time. However, the differences are negligible when solving large-scale problems.

The color revolution, which is a “low-cost and high-return” method in regime change, has become the main mean and priority option for America to subvert dissident regimes. In recent years, with the raising strength of containing and suppressing between China with Russia by the United States, America has tried its best to plan “color revolution” not only around China and Russia, but also within the borders of the two countries. China and Russia have become the key target of America in implementing the “color revolution”, however, the situation of the two countries to prevent the “color revolution” is particularly urgent. The “color revolution” not only disrupts the balance of the international system and regional security, but also seriously affects the stability of the country's political power and the healthy development of the economy. In view of this, it is now necessary for China and Russia to work together to prevent “color revolution”. Regarding the new changes, methods changed from non-violent to violent me, more advanced organizational methods, the younger generation of the participants, and changes in manifestations by the “color revolution”, as well as the underlying causes of the “color revolution”, China and Russia should have uindividualized strategies. China and Russia can strengthen cooperation in different areas, such as politics, economy, culture, ideological education, and regional coordination. China and Russia should take advantages of their respective experiences in dealing with “color revolution”, strengthen sharing and communicating experience with other countries in the region, and jointly build a barrier to prevent “color revolution” and protect the security and stability in China and Russia and the surrounding areas.

Due to Beijing’s deep concern about its national security being undermined in Hong Kong, where the anti-extradition protests from June to December 2019 not only challenged the legitimacy of both the central and Hong Kong governments but also constituted an attempt at initiating a “color revolution,” a national security law was enacted in late June 2020. The new law aims at demonstrating its immediate deterrent effects on protestors and dissidents by empowering the Hong Kong authorities to pursue suspected offenders. The results were the escape, arrest, and imprisonment of some local political activists. The year 2020 marked the immediate impacts of the national security law on Hong Kong’s political development, resulting in the territory’s truncated autonomy and exerting controls over the society, education, and the judiciary.

The аrticle is devoted to the issues of using the opportunities of Western public diplomacy to form the operational environment of modern confl icts-hybrid war and color revolution, and to create "gray zones" as instruments of aggression for this purpose. The concept of "theater of hybrid war" is introduced and the conceptual documents of the United States and NATO defi ning strategies for subversive activities against Russia, its allies and partners are studied.
