How to Gamify E-Government Services?

Although gamification has been applied to the e-government domain for the past 20 years, the literature shows that the field still lacks formal definitions to support the design of gamified strategies on these types of platforms and services, and that game element selection is often a subjective matter. This chapter provides a useful taxonomy of game elements to support the design of e-government initiatives, elaborated from the analysis of the literature on gamification frameworks and models applied to this domain. This work was additionally validated by gamification experts from public and private organizations during a series of workshops. A total of 30 commonly used game elements were selected, conceptualized, and classified into six dimensions. Gamification experts agreed that this work contributes to standardizing the game elements employed in e-government services, while the authors also believe this taxonomy can be a useful tool to analyze already existing frameworks.

Legacy Economics and Meta-Management of Creativity in Destinations

The concept of “Legacy” might have many interpretations, going from tangible to intangible, and accordingly, it can include a series of items that can be bequeathed to different kind of “heirs.” Either the giver or the community as main role players involved, the legacy is a bond for public administrations and destination managers. Legacy economics will be here connected to the innovative management of cultural destinations, where several and multi-goals-holders connect in order to provide resilience of villas, museums, and cultural assets together with increasing audiences and tourists. The collection of data about resilient creativity in Como (in the North of Italy) will show connections between legacy and management of public-private organizations for the last decade. A versatile and wide range of public and private interests together with national and international relevance will emerge. Community-type destinations will result as an original and innovative governance for resilience of culture and creativity connected with legacies and meta-management.

Effects of Difficult Coworkers on Employees’ Responses in Macao’s Public Organizations—The Mediating Role of Perceived Stress

Difficult coworkers can be found in almost every workplace, including public and private organizations. This paper investigates the effects of difficult coworkers on employees’ responses including intention to leave and mental health through attitude towards difficult coworkers and perceived stress in public organizations. Data were collected from 307 public sector employees in Macao SAR, China. Results of partial least squares–structural equation modeling indicated that difficult coworkers significantly influenced their coworkers’ attitude towards them. Additionally, perceived stress partially mediated the relationship between employees’ attitudes towards difficult coworkers and intention to leave, while employees’ attitudes towards difficult coworkers did not have a significant effect on mental health. The study’s findings shed light on how difficult coworkers impacted employees’ attitudes, perceptions, and responses in Chinese public organizations.

Culture Management through Prism Achievements of Kazakhstan Art

2021 year has become time for drawing the bottom line under the achievements in the field of culture and science for 30 years of independence of Kazakhstan. The high level of modern cultural potential, rich cultural heritage have become one of the leading factors in the formation of a positive image of Kazakhstan as a country with a distinctive culture and spiritual traditions that go deep into history. Creative personalities, public policy and private organizations contribute to the development and promotion of Kazakhstan’s art in the world, which invariably arouses interest of the world community. However, a problem of the popularization of Kazakh music, art, film and theater art is still relevant. In addition to examples of achievements and successful cases of Kazakhstan’s culture, in this article the authors try to consider the problem from the point of view of management in culture and show importance of the position of an art manager in the modern world of arts. To implement this issue, the authors studied publications on the achievements of various types of arts in recent years and also took into account reaction of domestic and foreign audiences to cultural products and projects from this area. This article lists specific achievements in the field of academic art. As the analysis of publications on this topic has shown, most of them were implemented by cultural figures in the last decade of independence of the republic. At the forefront is the question of the consistency and well-coordinated interaction of cultural management with the creative component of the academic sphere of art in Kazakhstan. And the most striking examples of successful cases of such interaction are given as well. This study has analytical value and can be presented at seminars and conferences as a demonstration of examples of achievements for reporting presentations in the year of the celebration of the thirtieth anniversary of Kazakhstan's independence.

DOMESTIC AND FOREIGN TYPES OF REDEVELOPMENT OBJECTS FOR HOUSING

Manufacturing has historically been the driving force behind economic growth and structural change. During the financial and economic crisis, governments in Europe provided short-term assistance to industries that had fallen into disrepair by converting them into market-oriented industries (such as steelmakers and car manufacturers). As cities grow and the density of megacities increases, the need for their "renewal" began to appear, which is characterized by the transformation of non-functional buildings and old abandoned buildings for the purpose of further operation. The state and private organizations were interested in the transformation of such territories and actively invest in these projects. Industrial complexes are transformed into areas with residential apartment buildings and offices, their own social infrastructure, transport, entertainment reflecting the needs of modern society. In the future, urban areas can benefit greatly from new opportunities. All over the world, industrial territories are an integral part of cities. The article discusses the experience of reconstruction of industrial zones in Russia and abroad. The industrial heritage is adapting to the new context of the city, using the principles of sustainability, economy and aesthetics

JUSTICE AND ISLAMIC WORK ETHICS A FRAMEWORK FOR LEADERS OF PUBLIC AND PRIVATE ORGANIZATIONS

Immorality in the public/private service has been a great concern to various governments and researchers throughout the world because of its complexity. Despite all the existing laws, rules and regulations pertaining to the public service, the policy makers have failed to arrest the situation that is multiplying day by day. This may not be unconnected with the neglect of religious ethics that control the heart of an individual as it affects the public service. Islam provides comprehensive ethical guidelines for the running of public service which can be achieved through Islamic justice and fairness. To have faithful leaders, it is of great importance for the policy makers to ensure the manifestation of religious ethics and justice in the public service through the public awareness. Using proposed methodology this paper presents a conceptual review of the leader’s work ethics based on Islamic perspectives as well as its application in modern business toward sustaining the performance of the public and private organizations. This research is significant as there is a lack of Islamic code of ethics that guides the public and private organizations effectively. There is need for empirical test in the future as this research is conceptual in nature.

CONSTRAINTS FACED BY WOMEN IN EMPOWERMENT THROUGH INCOME GENERATING ACTIVITIES IN VISAKHAPATNAM DISTRICT OF ANDHRA PRADESH

Women are the builder and moulder of nation's destiny. Though delicate and soft as lily, she has a heart, far stronger and bolder than of man. She is supreme inspiration of man's onward march. Empowerment comes from Women's groups who seek to empower themselves through greater self-reliance. They have right to determine their own choices in life. They also seek to gain control and access to resources. The present study was conducted to find out the “Constraints Faced by Women in Empowerment through Income Generating Activities in Visakhapatnam District of Andhra Pradesh.” In Vishakhapatnam District Anakapalli Mandal was selected for data collection. Data was collected from 120 respondents randomly from 6 villages using pre-tested structured interview schedule and analyzed using frequency, percentage, scoring and coefficient of correlation. From this present study the major constraints faced by the respondents are Family restriction, Lack of education, Proper marketing facilities, Lack of proper guidance and financial limitations, Lack of resources, Lack of training and Lack of knowledge, skills and Mismanagement. It was suggested that Family should support to women for participating in different type of income generating activities followed by Women farmers should focus on increasing their education, Govt. should focus on increasing the Proper marketing facilities, Women empowerment organization should focus on proper guidance and different training programmes and Govt. & private organizations should provide funds for financial supports.

THE INCREASE IN THE NUMBER OF FRAUD CASES DURING THE PERIOD OF SELF-ISOLATION AND ORGANIZATIONAL AND PRACTICAL METHODS OF COMBATING FRAUDSTERS

Статья посвящена рассмотрению проблем, связанных с ростом числа мошенничества в период новой коронавирусной инфекции COVID-19. Рассмотрены тенденции роста мошенничества в период пандемии и самоизоляции, связанные с распространением новой коронавирусной инфекции COVID-19 и методы борьбы с правонарушителями. Разобраны такие явления, как мошенничество, фишинг как одна из самых распространенных интернет-угроз. Представлены примеры разнообразных действий мошенников в период самоизоляции, а также механизмы осуществления правонарушителями своих преступных деяний. В статье проведен сравнительный анализ показателей числа мошенничеств в период с апреля по июнь 2019 и 2020 г., основанный на открытых статистических данных портала Генеральной прокуратуры Российской Федерации. В работе даны рекомендации, соблюдение которых позволит потенциальным потерпевшим противостоять новым инструментам воздействия мошенников в период распространения коронавирусной инфекции COVID-19. The article is devoted to the problems connected with the increase in the number of fraud during the new coronavirus infection COVID-19. This article considers the trends in the growth of fraud during the pandemic and self-isolation related to the spread of the new coronavirus infection COVID-19 and organizational and legal methods of fighting, ways to resist intruders. The author analyzes such phenomena as fraud, phishing as one of the most common Internet threats. Specific examples of various actions of fraudsters during the period of self-isolation introduced in connection with the spread of the new coronavirus infection COVID-19 are presented, as well as the mechanisms by which attackers carry out their machinations against ordinary citizens and contrary to the activities of state bodies and private organizations. This article presents a graph of comparison of indicators of the number of fraud in a certain period, based on open statistical data of the portal of the Prosecutor General's Office of the Russian Federation. The article provides recommendations, compliance with which allows each potential victim to resist new tools of influence of intruders during the spread of the COVID-19 coronavirus infection, when the implementation of the main processes of vital activity takes place remotely.

Journey of a Thousand Miles Begins with a Single Step: Transparity A Web-based Job Portal

Gender based discrimination is still common and one of the biggest issues in Pakistan. Transgender are ignored in almost every lifestyle. They face biasedness while finding for a job and are forced to earn money using unrespectable ways such as begging and dancing. Although, Pakistani law declares them equal citizen and many government as well as private organizations offer them jobs. Most of the transgender people remain unaware of these job offers due to the lack of an existing information propagation channel. This paper has proposed Transparity; which a dedicated online job portal for transgender. Transparity is also equipped with supportive features such as CV creation, online courses and motivational profiles to make it effective and helpful. Our study reveals that no such dedicated portal exists in Pakistan. This study focuses on the improvement of employment issues of transgender through.

Stakeholders and their view on forest-based bioeconomy in Slovakia

Within the concept of bioeconomy at Slovak level, forestry is often seen as a key sector. For that reason, the concept of forest-based bioeconomy gained a specific importance. To this concept is on the European level already paid increasing attention not only in research, but also in politics. Whether or not the forest-based bioeconomy will have a success in Slovakia is greatly dependent on stakeholders´ perception and attitude towards the concept. Therefore, the objective of this paper is to identify stakeholders´ perception of forest-based bioeconomy. To achieve this, we identified 13 stakeholders from various, bioeconomy-related, sectors that were suitable for qualitative interviewing. The respondents are representants of public and private organizations and are active in relevant areas. The study was conducted using structured interview consisting of 12 questions. Respondents in general tend to lean towards forest-based bioeconomy, as they feel that it brings more opportunities (for the forest and wood-processing sector, economy, industry, nature protection) than risks. However, a threat has presented itself during the study, being the fact that forest stakeholders do not feel to be sufficiently involved in bioeconomy discussion. For the bioeconomy to fulfil its role as an all-purpose weapon, there is an urgent need for more precise policy guidance and for involving of all relevant stakeholders into discussion.
