Abstract This article explores grassroots practices of community safety and security in Brooklyn, New York through a framework that centers the abolitionist practices imbedded in Black neighborhood collective action. Literature on safety and security often conflates the two concepts, not considering how grounded applications of the two may produce different outcomes and approaches to community well-being. Additionally, we know little about how Black communities build safety and security from the ground up. And while academic scholarship on abolition provides a robust theoretical foundation, more examples of how communities could and do employ police abolition are needed. Utilizing archival research and oral history interviews, I argue that a crisis of police legitimacy compelled alternatives to formal policing in New York City during the urban crisis, or the postwar period of massive urban divestment and hyper-ghettoization. These efforts included masculinized security practices such as neighborhood patrols and protests, while community safety practices included forms of neighborhood sociality grounded in feminized and queer relationships of care and concern. These efforts, which critiqued institutional racism and neglect and emerged from the indigenous knowledge base and social networks of community members, provide considerations for recovering abolitionist practices in Black neighborhood collective action and implications for building alternatives to policing. This article contributes to literature on Black communities, collective action, and abolition by offering an intersectional analysis of the various ways Black social and political engagement centers on practices of safety and security and does not always fixate on conscripting a police response.

Gentrification and subsequent displacement are common problems in cities, and result in the removal of poor communities and communities of color from urban areas as they move to cheaper locations in the metropolitan region. Here we describe a community-based approach to redevelopment by historic Black churches that seeks to counter such displacement and cultural removal. We explain the history of a historically Black neighborhood in Seattle and the founding and rationale for a church-led project called the Nehemiah Initiative. Our perspective is that of participants in the work of the Nehemiah Initiative and as faculty and students from a local university partner supporting it. We conclude with policy strategies that can be used to support such redevelopment in Seattle, with understanding that some may be broadly applicable to other cities.

White Americans tend to stereotype a Black neighborhood as lower class and less desirable than a similar White neighborhood. A strong mental image of Black areas, in general, as lower class and undesirable contributes to this perceptual race-gap. The present studies show that a weak mental image of middle-class Black space as middle class and desirable may also contribute. First, stereotype content analyses reveal how Whites’ diffuse mental image of middle-class Black space— rundown, suburban, clean, crime-ridden—overlaps with both Black and middle-class space stereotypes. Second, the more difficulty Whites experience imagining middle-class Black space as invariably middle class and desirable, the more likely they are to stereotype a Black (vs. White) neighborhood as low quality, feel less connected to it, and devalue a house there. Whites’ diffuse mental image of middle-class Black space may thus contribute to ongoing racial injustices (e.g., wealth disparities, residential segregation).

To what degree can race relations, driven by media perception or inadvertent errors in speaking, be overcome by personal, positive, interactions? In this work of philosophical short story fiction, a retired, white, widowed woman lives in a predominately black neighborhood. Her African-American husband is long dead and she has made every effort to integrate herself into her black community. She is longtime friends with her neighbors, particularly the 16-year-old boy, Zion, who comes over daily to give her dog a diabetes shot and assist her with chores around the house to make extra money. However, as the Black Lives Matter protests escalate in the community, the narrator increasingly becomes the target of hate, sometimes for no reason, sometimes because of her thoughtlessness. Her relationship with Zion continues to falter until he sheepishly takes the side of those in the community and separates all ties with the narrator. He returns the various gifts she has given him over his life because he wishes to leave his childhood behind and take up the fight against oppression. This story, like all After Dinner Conversation stories, has suggested discussion questions at the end.

This chapter provides an historical overview of Deanwood, a predominantly Black neighborhood in Washington, D.C. It details several key periods in the neighborhood’s development and the role food played in each, arguing that self-reliance was integral to the early sustainability of the neighborhood, as it undergirded the development of schools, small businesses, and small grocery stores. Secondly, this chapter explores the systematic decline of supermarkets in the poorest and blackest areas of Washington, D.C., and examines what that decline meant for residents and the city.

AbstractGentrification makes trash a discursive and material index of degeneration, mobilizing projects to “clean” and “better” neighborhoods and people. This ethnographic article explores how trash's movements and labor reveal the spatialized and temporalized racial histories of neighborhood transformation in the historically black neighborhood of Bedford-Stuyvesant (Bed-Stuy), Brooklyn and the gentrified town of Norfolk, Virginia. Foregrounding the objects and people whose value(s) are called into question as the context around them changes, I draw on two key interlocutors whose scavenging is conditioned by the “betterment”—community revitalization and “clean up”—programs that seek to displace them. As Sal “saves” Bed-Stuy by directing the flow of the dismembered ghetto, Superfly redirects coffee shop ephemera to black barbershops. By attending to how trash moves, Sal's and Superfly's labor make visible the material conditions of gentrification and point to how race and time are spatialized under racial capitalism.

In The Chosen Ones, sociologist and feminist scholar Nikki Jones shares the compelling story of a group of Black men living in San Francisco's historically Black neighborhood, the Fillmore. Against all odds, these men work to atone for past crimes by reaching out to other Black men, young and old, with the hope of guiding them towards a better life. Yet despite their genuine efforts, they struggle to find a new place in their old neighborhood. With a poignant yet hopeful voice, Jones illustrates how neighborhood politics, everyday interactions with the police, and conservative Black gender ideologies shape the men’s ability to make good and forgive themselves—and how the double-edged sword of community shapes the work of redemption.
