Pursuant to the Geodetic and Cartographic Law, the soil science based classification of land should be understood as the division of soils into valuation classes due to their productive quality, determined on the basis of soil genetic features. Pursuant to the above-mentioned Act, the task of the starosta (district administrator) is to maintain both the soil science classification of land, and the land and building records (cadastral records). The data that is the subject of the decision issued by the authority in the field of soil science classification of land constitute elements of the essential information set within land and building records, in accordance with Article 23 section 3 point 1 g of the Geodetic and Cartographic Law [PGiK]. The aim of this publication was to present the irregularities resulting from the failure to update land and building records, as well as from the lack of uniform administrative procedures in the field of soil science classification of land, which translates into the quality of the works performed. The research method used is the case study. The method was supported by the analysis of legislation in the above-mentioned subject matter.

Educators in PK–12 schools were surveyed to seek their perceptions of colleagues who they considered informal teacher leaders, defined as leaders who were not appointed to a leadership role by a school or district administrator. The survey asked administrators, educational specialists, and teachers working in PK–12 schools across four states to share their perceptions of informal teacher leaders’ leadership activities, personal and professional attributes, relationships with other educators, and impact. Open, axial, and selective coding were used to analyze the respondents’ open-ended survey responses, and themes were developed relative to research topics. The respondents reported that the informal teacher leaders they identified engaged in important leadership activities at the individual, team, and school levels. The informal teacher leaders were described by respondents as passionate, caring, efficient, open to others, and professional. A variety of specific types of leadership knowledge and skills were attributed to the informal teacher leaders. Relationships of the informal teacher leaders with other educators were characterized as respectful, trusting, and warm, and the informal leaders’ working relationships with other teachers and school administrators were considered positive. The respondents reported a variety of positive impacts of informal teacher leaders on students, teachers, and the school. Although many of the leadership activities, attributes, relationships, and impacts of informal teacher leaders parallel those of formal teacher leaders, a number of distinctions also were identified indicating some differentiation of roles and functions. Recommendations are made for educator programs, principals, and future research.

ABSTRACT As a journal, entitled “The effectiveness of system e-performance in supporting the performance of employees in Gununganyar Distri Surabaya City East Java Province the province of east java”, the purpose is to understand how effective and efficiency of e-performance application in supporting activities and outputs of employees that called performance by using qualitative methods and types of descriptive research where data retrieval is performed with interviews, observation and documentation. In the informant determination of research this time using purposive sampling technique and snowball, there are Head of District, Administrator of e-Performance, and Staffs on that dictrict. The researchers used a Qualitative analysis with data reduction steps, the presentation of the data, and draw conclusions. Analysis result has indicated that there are significant qualifications of e-performance systems in supporting the output and activities of employees. The conclusion that obtained from the research this time was more effectiveness from implementation of the e-performance program in Gununganyar District. The author would suggest that the government should provide assistance in the form of infrastructure, socializing on a regular basis, the rules regarding e-Performance Openness which should be increased and the need for evaluation of it. Ms. Barnard is faced with a complex dilemma. The district administrator in charge of lesbian, gay, bisexual, and transgender (LGBT) initiatives and support was presented with a case of a transgender student who wished to attend an overnight field trip and share a room with other students based on her gender identity. Although the district had made previous headway in formatting district policies to fit the needs of transgender students, no procedural directive was available to respond to this new situation. In addition, the superintendent of the district was unsupportive of transgender students. The case was developed for an educational leadership course so that students can discuss the legal issues, role and value conflicts, and theoretical perspective informing policy and practice.

Two years into implementation, this policy brief examines how California’s Local Control Funding Formula (LCFF) and its accompanying Local Control Accountability Plan (LCAP) meet the needs of English Learners (ELs). Researchers seek to understand district administrator perspectives on the impact of LCFF for ELs through interviews and focus groups with administrators that represent districts from Northern, Central, and Southern California. Findings reveal that although the LCAP serves as a mechanism to increase personnel and PD efforts to address EL needs, it is still largely viewed as a compliance document that requires alignment with other strategic documents and is sensitive to changes in leadership. The following policy recommendations are made as a result of these findings: 1) re-design the LCAP to support districts in specifying EL learning goals, services, assessments and expected outcomes; 2) differentiate support for district administrators; and 3) invest (long-term) in district-level and site-level professional development with a focus on EL success.
