Organizational wrongdoing: Um ensaio teórico sobre a maleabilidade do curso de ação das decisões éticas

Neste ensaio teórico, apresentamos uma reflexão sobre irregularidades organizacionais (wrongdoing), tratando ética e moralidade a partir de uma perspectiva sociológica, explorando as regras que atores constroem para orientar seu comportamento no ambiente organizacional. Teoricamente, nos baseamos em uma revisão não exaustiva sobre as perspectivas sociológicas dominantes e emergentes para organizational wrongdoing; ética comportamental; e a racionalização do comportamento antiético nas organizações. Nessa reflexão, nos afastamos do pensamento implícito de que os participantes da organização são regulados, apenas, por agentes de controle externos e da visão dicotômica das decisões éticas, concedendo um papel protagonista para uma terceira alternativa: a das escolhas justificáveis socialmente, que constitui uma nova possibilidade de análise do wrongdoing, ainda pouco compreendida e com implicações à teoria organizacional.

The Impact of Predisposed Traits and Organizational Factors on the U.S. Federal Employee Perception of Whistleblowing

Whistleblowers play a critical role in revealing organizational wrongdoing. Even after the passage of the 1989 Whistleblower Protection Act and the 2012 Whistleblower Protection Enhancement Act, numerous studies find that public employees are still reluctant to report wrongdoing due to various forms of retaliation. Drawing on insights from a framework of predisposition and environmental perspectives, this study examines which type of factors—predisposed characteristics or organizational/environmental factors—are more influential and consistent in increasing the favorable perception of public employees about whistleblowing. To test the model, this study uses multiple waves of data including the 2013, 2014, 2015, and 2016 Federal Employee Viewpoint Surveys to perform agency-level analyses. The findings suggest that organizational/environmental factors increase favorable federal employee perception of whistleblowing over time while predisposed characteristics show inconsistent influence.

Searching for a Sign: CEO Successor Selection in the Wake of Corporate Misconduct

We theorize about board decision making by introducing image theory, a descriptive theory of selection for decisions of more than routine importance, to research on CEO successor selection. We contend that directors’ current and future images of the firm typically revolve around their main responsibility, maximizing shareholder wealth. However, following discovery of misconduct, those images shift to the misconduct and to how it might be prevented. As such, ethical leadership dominates their criteria for a CEO successor. Evaluating candidates’ moral principles is nontrivial; there are few observable indicators. We develop arguments that, following organizational wrongdoing, directors are more likely to choose a CEO successor with a degree from a religiously affiliated university than they would under other conditions. We also find their intuition is correct: Choosing a CEO with a degree from a religious university reduces the likelihood of misconduct. In moderating analyses, we uncover a hidden irony: Directors in industries where misconduct is common are the least likely to choose, but the most likely to need, a CEO with a degree from a religious university. Results from analyses of S&P 1500 firms and a policy capturing study of actual directors support our hypotheses.

Práticas não adequadas nos tribunais de contas

Resumo Os tribunais de contas brasileiros como organizações de auditoria governamental têm sido historicamente questionados pela continua revelação de práticas socialmente contestadas atribuídas aos conselheiros. Este artigo analisa a manutenção dessas más práticas (organizational wrongdoing), sustentadas e apoiadas pela atuação de conselheiros, assessores, diretores de auditoria e apoiadores do escalão técnico, os quais detém maior influência e poder em uma organização tipicamente permeada por lógicas institucionais incompatíveis e conflitantes. Utilizou-se o caso do Tribunal de Contas do Estado do Rio de Janeiro para analisar as práticas ilegítimas largamente utilizadas que se tornaram públicas recentemente. O caso foi analisado em uma abordagem qualitativa, a partir de entrevistas (com auditores e conselheiros da organização) trianguladas com documentos públicos. A análise conclui que a lógica institucional elite-patrimonialista que opera naquela organização induziu o amplo uso de más práticas naquele tribunal, as quais foram legitimadas por estratégias de poder (episódico e sistêmico) e por trocas recíprocas em todos os níveis organizacionais. Ainda, a análise identificou más práticas de suporte que surgem ao longo da hierarquia, operadas sob influência de poder sistêmico em geral, que são desdobramentos de estratégias para sustentar as más práticas embrionárias.

Stakeholders’ Attributions of Whistleblowers: The Effects of Complicity and Motives on Perceptions of Likeability, Credibility, and Legitimacy

Organizational wrongdoing remains a persistent, prevalent problem, one that leads to exponentially more injuries, deaths, and cost than street crime in the United States each year. Whistleblowing has become one of the primary ways in which wrongdoing is exposed and investigated, but without support from key stakeholders, whistleblowing may not affect constructive change. This study used an attribution theory framework to explore relationships between stakeholders’ perceptions of different types of whistleblowers. Specifically, we varied whistleblowers’ motives (altruistic and selfish) and involvement in wrongdoing (complicit or innocence) to test their effects on stakeholders’ intentions to ostracize the whistleblower and their perceptions of the whistleblower’s likeability, legitimacy, and three dimensions of credibility (goodwill, trustworthiness, and competence). Respondents were composed of two stakeholder groups, fraternity and sorority members and university alumni. Results indicate that both stakeholder groups found the innocent whistleblower more likeable and credible than the complicit whistleblower, while the fraternity/sorority respondents found the altruistic whistleblowers more likeable, credible, and legitimate, than their selfish counterparts. The article concludes with implications of the findings for whistleblowers, and limitations and directions for future research.
