This study was pointed to decide: employees’ transfer, work inspiration, performance, the impact of representatives transfer on the performance; work inspiration towards the performance; workers transfer and work inspiration towards the employees’ performance of BPK Representative of JawaTimur Province. This investigate employments quantitative approach with clear affiliated inquire about. The information examination method utilized in this considers is path analysis. The comes about of this ponder demonstrate that: recognition of workers transfers in BPK Representative of JawaTimur province is moo, the work inspiration of representatives is exceptionally sufficient, the performance is sufficient, workers transfer isn’t noteworthy to workers performance. The conclusion from this study is that employees’ exchange doesn’t have noteworthy impact on employees’ performance somewhat. Work inspiration has positive and noteworthy impact on employees’ performance. Workers exchange and work inspiration together have a critical commitment on representatives performance.

Human Resources (HR) development through education and training is not effective in shaping the character of the technology-based State Civil Apparatus. Technology-based human resource development, the Ministry of Law and Human Rights (Kemenkumham) built a Personnel Management Information System (SIMPEG). This study aims to determine how the effectiveness of SIMPEG at the Regional Office of the Ministry of Law and Human Rights of North Sumatra and how to realize e-government at the Regional Office of the Ministry of Law and Human Rights of North Sumatra, precisely at the Class II Immigration Office of TPI Belawan. The research approach used is a qualitative approach, which focuses on problems that exist at the time of the research or actual problems, and describes the facts about the problem being investigated along with their interpretation. Based on the research, it is found that SIMPEG of the Ministry of Law and Human Rights in its implementation has not been effective in improving employee professionalism, has not been used in the context of assigning employees according to their competence, and has not been used in the context of making employee transfer decisions and making decisions for promotion. The use of the Ministry of Law and Human Rights Simpeg is one form of e-government implementation at the Ministry of Law and Human Rights, especially the Class II TPI Belawan Imgrasi Office, where all employment processes are carried out electronically through the Ministry of Law and Human Rights Human Rights Management Information System application.

This study aims to explain the alleged relationship between job rotation and job transfer on employee performance in 4 import companies in North Jakarta. The sample data taken was 96 respondents. By using the Structural Equation method or SEM the data processing and analysis were carried out. The findings of this study indicate that there is a significant positive relationship between employee rotation and employee performance partially, but it does not show a significant effect on employee transfer on employee performance.
