Police transformation policy to carry out community security functions is very adaptive in addressing the changing times. The research aims to map the transformation and strengthening of police infrastructure in response to the era of digitalization. The research uses a qualitative type of research with a literature study approach and policy analysis programmed by the Police. The results showed that the transformation policy consisting of organizational transformation, operation transformation, public service transformation, and supervise transformation is needed by the Police, especially in the current digital transition. Moreover, it can be carried out correctly if the Police have internally and externally owned by POLRI. The research concludes that transformative efforts and strengthening of police infrastructure strongly support the duties and functions of the National Police in securing the community.

The article analyzes an aggregate indicator consisting of 10 components of governance (sub-indices) to assess the competitiveness of cities. The competitiveness of cities is ranked by 10 components. Under conditions of decentralization, the role of local government in economic development is growing, and it is not countries and regions that are competing, but enterprises and their clusters. To assess the business climate in cities, the article summarizes the data of the US Agency for International Development's Report "Competitive Economy of Ukraine" in partnership with Info Sapiens and the Institute for Economic Research and Policy Consulting introducing the Index of Competitiveness of Ukrainian Cities developed through personal interviews with business representatives in Ukrainian cities and with the help of desk research. Indicators and obstacles to increasing the competitiveness of the regions of Ukraine are summarized. The conducted analysis made it possible to establish the negative dynamics of reducing the level of competitiveness of Ukrainian regions and to identify the reasons associated with a significant decline in economic indicators of the regions. Given modernity, among the strategic steps to improve the state regional policy, the article suggests motivating the creation of a favorable environment for business development in the regions; simplifying the business access to finance and the tax administration system; promoting the acquisition of skills, the development of a culture of entrepreneurship, and the formation of responsible behavior; improving the legal framework for compliance with EU standards; promoting the export of business products and services and their internationalization; promoting the process of competitiveness and innovation development, supporting the transfer of knowledge and technology, modernizing the existing infrastructure; strengthening the institutional framework for creating a favorable environment for business growth, monitoring the current business support activities, and their innovation activities.

The management of state borders between Indonesia and PNG holds potential problems in the form of differences in socio-economic conditions between the two countries. While socially and culturally, people in the two countries have close kinship ties. This paper intends to recommend an asymmetric policy for managing national border areas, especially between Merauke and PNG. The conclusion of this study is that the adoption of the ChinaVietnam border management model can be applied in the management of the Indonesia-PNG border. This adoption is accompanied by several strategies in the form of: acceleration of construction of facilities and infrastructure, strengthening the socio-economic conditions of border communities, human resource development and strengthening of good institutional aspects.

This study were aimed at analyzemaize producer’s household level of market participation, determinants of maize producer household’s degree of market participationand determinants of maize producer households level of commercialization in the study area. The study used a cross sectional data collected from 345 randomly selected households from four kebeles through semi-structured household questionnaires. Tobit model was used to analyze determinants of level of market participation of maize producers and ordered logit model was used to assess the factors affecting household maize commercialization.Based on Tobit result family size and distance from nearest market affected market participation of maize producers significantly and negatively, and land allocated for maize, access to improved seed, raw planting, amount of credit received and membership of cooperative affected market participation of maize producers significantly and positively. The result of ordered logit revealed that Marital status, Household size, distance from nearest market and age of household head significantly and negatively affected level of commercialization. Whereas, Household labor supply, access to improved seed, amount of fertilizer, credit amount, and household head education class positively and significantly affected level of commercialization. Policies that give more emphasis to family planning, improving and strengthening rural infrastructure, strengthening institutional arrangement like cooperatives have paramount implications to speed up the move from subsistence and semi commercial towards commercial oriented production.

ABSTRACTObjectives:The aim of this study was to analyze pharmacy functionality, or the volume of operational pharmacies, among areas in North Carolina and South Carolina affected by Hurricane Florence.Methods:Using geographic information system software and data from the Federal Emergency Management Agency and Healthcare Ready, we computed, mapped, and analyzed pharmacy functionality measures for the period of September 12, 2018, through September 20, 2018, among counties in North Carolina and South Carolina to examine health-care–related disaster readiness for and response to Hurricane Florence.Results:In the Hurricane Florence-impacted region, counties located along the coast had the most suboptimal pharmacy functionality, whereas counties located more centrally within North Carolina and South Carolina had more optimal pharmacy functionality throughout the disaster. Generally, functionality was high at Hurricane Florence’s landfall on September 14, 2018, for which operating pharmacy capacity was reported at 85% in North Carolina and 88% in South Carolina. Both states had the lowest functionality on September 16, 2018, at 71% for North Carolina and 62% for South Carolina.Conclusions:During the Hurricane Florence event, suboptimal pharmacy functionality was detected for coastal areas and during the disaster response period. Hurricane readiness plans and infrastructure strengthening should be emphasized for community pharmacies in hurricane-prone areas.

The development of tourism in Badung Regency which is focused in South Badung needs to be equalized by developing the potentials of the rural areas, one of which is Pangsan Village, as superiority in North Badung; otherwise, tourism will never equally benefit all the areas. However, the potentials the Pangsan Village has in tourism have not been developed yet. This study aims at (1) identifying the potentials as a tourist attraction; (2) analyzing the internal and external environment, and (3) formulating the strategies used and programs created to develop Pangsan Village as a tourist destination. The result of analysis of internal and external environment indicated that Pangsan Village was categorized as fair (on cell V), that is using the general strategies of market penetration and product development. From the SWOT analysis, the alternative strategies were the SO (Strengths Opportunities) strategy which could be tourism product development and market penetration; the ST (Strengths Threats) which could be applied by improving security and comfort, and strengthening the specific characteristics of Pangsan Village; the WO (Weaknesses Opportunities) strategy which could be applied by developing the basic and supporting facilities and infrastructure, strengthening collaboration and promotion; the WT strategy (Weaknesses Threats) which could be applied by developing the human resources and the groups that were aware of tourism “Kelompok Sadar Wisata”. Basalt Fibre Reinforced Polymer (BFRP) is a new material in civil engineering and has shown to be a promising material for infrastructure strengthening. In comparison to carbon fiber, glass fiber and other composites, it has some advantages such as high-temperature resistance and low cost. At the Structural and Composite Laboratory at Reykjavik University (SEL) several research projects involving strengthening concrete beams and columns by using FRP materials have been on-going in recent years. These tests have shown improvements in strength and durability compared to unstrengthened concrete members. The benefit of using basalt fiber or other FRP material is that they are non-corrosive, which is a good choice for reinforcing concrete structure exposed to de-icing salts, for examples in bridge decks and parking garage elements. Also for concrete exposed to marine environment, such as seawalls, water breaks and buildings or other structures located near a waterfront. Two research projects are presented in this paper; a test of prestressed concrete with internal basalt rods instead of steel and a test of columns strengthened by wrapping fibre-reinforced composite sheets around the columns to increase their strength and ductility. These experimental tests show increasing strength and ductile for both the beams and the columns.
