The article deals with the problems faced by the regional television market in the context of the growing popularity of new media and the transition of Russia to a digital broadcasting format. Regional and municipal television broadcasting, having lost traditional platforms for promoting their content, faced the necessity to develop new platforms in a short time. The new media environment required regional TV companies to review the promotion concepts. The author of the article is the developer of one of such concepts of rebranding and relaunching a regional television studio in a new format, and, based on practical experience, analyzes the factors and difficulties of transformation of media strategies of regional TV companies.  Five blocks of problems were identified as a result of testing of the concept of a new regional broadcasting. They include: project management, its staffing and financial support, analysis and interpretation of modern media measurements, transition to new video content formats adapted to digital platforms.

In the past few decades, the video broadcast ecosystem has gone through major changes; Originally transmitted using analog signals, it has been more and more transitioned toward digital, leveraging compression technologies and transport protocols, principally developed by MPEG. Along this way, the introduction of new video formats was achieved with standardization of new compression technologies for their better bandwidth preservation. Notably, SD with MPEG-2, HD with H.264, 4K/UHD with HEVC. In Brazil, the successive generations of digital broadcasting systems were developed by the SBTVD Forum, from TV-1.0 to TV-3.0 nowadays. The ambition of TV-3.0 is significantly higher than that of previous generations as it targets the delivery of IPbased signals for applications, such as 8K, HDR, virtual and augmented reality. To deliver such services, compressed video signals shall fit into a limited bandwidth, requiring even more advanced compression technologies. The Versatile Video Coding standard (H.266/VVC), has been finalized by the JVET committee in 2021 and is a relevant candidate to address the TV3.0 requirements. VVC is versatile by nature thanks to its dedicated tools for efficient compression of various formats, from 8K to 360°, and provides around 50% of bitrate saving compared to its predecessor HEVC. This paper presents the VVC-based compression system that has been proposed to the SBTVD call for proposals for TV-3.0. A technical description of VVC and an evaluation of its coding performance is provided. In addition, an end-to-end live transmission chain is demonstrated, supporting 4K real-time encoding and decoding with a low glass-to-glass latency.

Under the name “TV 3.0 Project”, the Brazilian Terrestrial Television System Forum (SBTVD) has issued the Call for Proposals (CfP) for a next generation Brazilian digital TV system, in July 2020. The MPEG-H Audio system, based on the open international standard ISO/IEC 23008-3, has been proposed by Fraunhofer IIS, ATEME, the Digital Broadcasting Experts Group (DiBEG) and the Advanced Television Systems Committee (ATSC). This paper provides an overview of the MPEG-H Audio system and the TV 3.0 Project requirements for the audio component. The TV 3.0 Project specifies a detailed test and evaluation procedure for verifying the fulfillment of the requirements. With wide industry support, the MPEG-H Audio system brings immersive sound, advanced interactivity, and accessibility options, as well as advanced features like hybrid delivery, consistent loudness after user interaction, connectivity options for external sound devices and seamless configuration changes. The MPEG-H Audio proponents have submitted a complete production and broadcast real-time chain to the SBTVD Forum which demonstrates the most advanced features.

In this work we seek to approach the choice of the Republic of Angola for the ISDB-T telebroadcasting system. The experimental results of the ISDB-T digital transmission system in the Republic of Angola are Execelente. Currently, the Japanese terrestrial digital broadcasting system (ISDB-T) is used in 14 countries around the world (Argentina, Bolivia, Brazil, Chile, Costa Rica, Japan, Peru, Paraguay, El Salvador, Uruguay, Honduras, Venezuela, Philippines, Botswana) and 6 more countries (Angola, Maldives, Sri Lanka, Guatemala, Ecuador, Nicaragua) have adopted this system. The study shows that ISDB-T is a system applicable in our country, as even with the transmitter operating at 50% of its maximum power, the signal is received in a large part of the city of Luanda, with failures only in regions far from the center urban. The implementation of a fully digital transmitter that is foreseen, the increase of the transmitter's power, among other changes, may provide better advantages in implementing the ISDBT in the Republic of Angola. The commitment comes at a time when Angola plans to cover the entire national territory, starting in 2023.

Broadcast media had become a prospective business. The practice of the broadcast media business had surpassed legislation authority, resulting in currently utilized technology unaccommodated in Law No. 32/2002 on Broadcasting. The release of Law No. 11/2020 on Job Creation to merge existing laws into a simple regulation package did not make the broadcast media industry visionary. How are the current law maps of analog and digital broadcasting in Indonesia? How is the current practice of digital broadcast media business in Indonesia? The type of research is descriptive. This study used a legal positivism approach. The data collecting technique was conducted through literature study and legal study. As for the result, the current analog broadcasting regulation complied with Law No. 32/2002 concerning Broadcasting and Law No. 11/2020 concerning Job Creation. In practice, TV stations that broadcast on digital-internet channels did not possess a formidable legal basis.

We live in the world of digital technologies – everyone has a digital phone, television has switched to a digital broadcasting format as it is more noise-immune, digital processes are literally in every household appliance, from the iron to the computer on which this article was written. Digital technologies simplify our lives, some operations performed by humans require large material costs, for example, writing text on a typewriter and computer vary greatly. The gain of the computer is especially evident when editing the test. They brought us comfort – how nice it is when the processor that monitors the temperature in the house increased the heat supply during a cold snap or reduced it in order to save money in the absence of people in the house.But in order for the digital system to perform this or that action, it needs a command coming from the sensor. It can be a temperature, humidity, pressure sensor. Or maybe a microphone used in voice control systems. All these sensors, without which the operation of a digital system is impossible, give an analog signal that changes its value over time. The digital system is not sensitive to such a signal. It “does not understand” the signal. The problem is solved by ADC (analog-to-digital converters). They have a different structure, varying degrees of complexity, the device, depending on the parameters of the digitized signal. For example, the temperature in the house changes very slowly, even when warming up or when the heating is turned off in frost, the temperature rises or, accordingly, does not fall faster than one degree per hour. The ADC speed requirements for the temperature sensor are very low. Instead, a microphone is used to receive voice commands. In order to distinguish the voices of people and to carry out the commands of some people and not to carry out commands from others, processing of the signal spectrum with a width of kilohertz is required - which means that the signal level will change at a frequency of thousands of times per second. This is a very high demand. The different types of ADCs, their design and application will be discussed in this article.

Cinema, which started to digitalize in the 20th century, continues to be integrated with digital publishing platforms that emerged with the development of new media technologies in the 21st century. With the coronavirus pandemic that affected the whole world in 2019, digital broadcasting platforms became popular as an alternative cinema event in the quarantine process. Various precautions have been taken around the world for the coronavirus pandemic. As a result of the quarantine precaution, the local and global cinema industry was negatively affected. Cinema industry which is a collective production and screening process, has been interrupted by the suspension of the filming and the closing of the movie theaters during the quarantine. New media created a movement area for the cinema industry in this process. In this sense, the aim of this study is examining the researches on the effect of the coronavirus pandemic on the cinema and the effect of new media tools and opportunities on the cinema sector.

In the traditional layered division multiplexing (LDM) system, by simply adjusting the injection level, the reception performance of the core layer (CL) mobile services will be decreased significantly, resulting in the deterioration of system coverage performance. Thus, it is necessary to improve the performance of the enhanced layer (EL) service reception without affecting the reception threshold of CL service. To achieve this, in this paper, an enhanced LDM (En-LDM) scheme that supports multi-service transmission is proposed for the next-generation broadcasting network. In this scheme, at the transmitter end, part of the low-density parity-check (LDPC) coded data stream of fixed service conveyed in the EL will be extracted out through puncturing, and then, it will be transmitted over the CL of the LDM signal along with the original CL data in a frequency domain multiplexing (FDM) manner. At the receiving end, the punctured data of the EL fixed service will be recovered with a higher signal-to-noise ratio (SNR). Compared to the traditional LDM scheme, the proposed En-LDM scheme can significantly improve the reception performance of fixed services without decreasing the SNR threshold of mobile services. Moreover, the En-LDM can achieve a higher channel capacity than that of the traditional LDM for both the fixed services and the overall services. The superiority of the proposed En-LDM scheme over the traditional LDM scheme is validated by the simulation under the additive white Gaussian noise (AWGN) and fading channels.
