KOMPETENSI APARATUR DALAM UPAYA MELAYANI PERIZINAN ELEKTRONIK DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU KABUPATEN BARITO UTARA PROVINSI KALIMANTAN TENGAH

ABSTRAK Salah satu kebijakan strategis pemerintah dalam bidang penanaman modal dan investasi adalah dengan menyelenggarakan layanan perizinan melalui suatu sistem yang terintegrasi secara elektronik (online). Penerapan layanan perizinan yang baik, salah satunya didukung oleh kompetensi aparatur sebagai pelaksana pelayanan. Tujuan penelitian adalah menganalisis dan mendeskripsikan kompetensi aparatur dalam melayani perizinan elektronik, hambatan dan upaya mengatasinya. Metode yang digunakan adalah deskriptif kualitatif. Dalam hal ini dilakukan analisis Kompetensi Aparatur dengan aspek yang diteliti, antara lain: Motives, Traits, Self Concept, Knowledge dan Skills. Penelitian ini memperoleh hasil bahwa kompetensi aparatur dalam upaya melayani perizinan elektronik dinilai cukup baik, namun masih memerlukan peningkatan dalam aspek Knowledge(pengetahuan) dan Skills(keterampilan). Hambatan Kompetensi Aparatur dalam melayani perizinan elektronik, yaitu: (1) keterbatasan anggaran, (2) Masih terbatasnya pemberian kuota peserta Diklat dan Bimtek, (3) keterbatasan jumlah tenaga teknis, (4) kurang memadainya sarana dan prasarana yang tersedia. Upaya mengatasi hambatan kompetensi aparatur, yaitu: (1) Menyiapkan anggaran khusus untuk Diklat dan Bimtek, (2) Memberikan rekomendasi izin belajar bagi pegawai, (3) Mengajukan usul pengadaan formasi tenaga teknis, (4) Menambah sarana dan prasarana yang dibutuhkan.Saran dari penelitian: (1) Perlunya pemaksimalan ajuan anggaran dalam kegiatan Diklat dan Bimtek, (2) Perlunya diadakan kegiatan Diklat dan Bimtek yang bersifat kontinu. (3) Perlunya sosialisasi kepada masyarakat mengenai tahapan prosedur sistem perizinan berbasis elektronik (4) Perlunya pengoptimalan pemeliharaan sarana dan prasarana yang telah ada. This study obtained the results that the competence of the apparatus in an effort to serve electronic licensing was considered quite good, but still needed improvements in the aspects of Knowledge (knowledge) and Skills (skills). Barriers to Apparatus Competence in serving electronic licensing, namely: (1) budget constraints, (2) still limited quotas for training and technical guidance participants, (3) limited number of technical personnel, (4) inadequate facilities and infrastructure available. Efforts to overcome obstacles to the competence of the apparatus, namely: (1) Proposing additional budgets, (2) Providing recommendations for study permits for employees, (3) Proposing the procurement of technical personnel formations, (4) Adding and replacing facilities and infrastructure that are no longer functioning. Suggestions from the research: (1) The need for maximizing budget proposals in training and technical guidance activities, (2) the need for continuous training and technical guidance activities. (3) The need for socialization to the public regarding the stages of the electronic-based licensing system procedure (4) The need for optimizing the maintenance of existing facilities and infrastructure. A Subconscious Ascent: Exploring the Architecture of the Metaphoric Staircase

<p>This research explores the significance of the stair as a spatial and symbolic architectural experience. The stepped form integrated with architecture. The stair is an integral feature of architecture which has the potential to be specifically designed to enhance space and create particular experiences. A stair is not only a functional object, but a medium for design. Metaphorical staircases are absent in contemporary architecture as a loss of meaning has resulted in monotonous designs devoid of figurative or poetic significance. The staircase has been a fundamental component of architecture since Neolithic times, however has recently been neglected. The stepped form has represented many themes including hierarchy, transcendence, or authority. In contrast, the contemporary staircase has embraced pragmatics. Safety restrictions, efficiency, and budget constraints, result in disregard for aesthetics and meaning. Film provides a behavioural setting in which to analyse how people move, behave, interact, and experience staircases. A range of films will be analysed to identify techniques for meaningful stair design. The influence of surreal qualities will also be determined to enhance an experience. Surreal imagery offers the opportunity to create dreamlike space, activating the subconscious. The metaphoric connotations of staircases will be explored through six research categories; the stair as Symbolic, Illusive, Transitional, Kinetic, Psychological, and Iconic. Design case studies will then investigate the intersection of the staircase as architecture, filmic representation, and surreal experience. The stepped building Casa Malaparte in Italy acts as a reference model for the successful integration of these concepts. With influence of these themes, the staircase can once again become widely acknowledged as architecture.</p>

Core Pricing in Combinatorial Exchanges with Financially Constrained Buyers: Computational Hardness and Algorithmic Solutions

The computation of market equilibria is a fundamental and practically relevant problem. Although we know the computational complexity and the types of price functions necessary for combinatorial exchanges with quasilinear preferences, the respective literature does not consider financially constrained buyers. We show that computing market outcomes that respect budget constraints but are core stable is a problem in the second level of the polynomial hierarchy. Problems in this complexity class are rare, but ignoring budget constraints can lead to significant efficiency losses and instability. We introduce mixed integer bilevel linear programs (MIBLP) to compute core-stable market outcomes and provide effective column and constraint generation algorithms to solve these problems. Although full core stability quickly becomes intractable, we show that realistic problem sizes can actually be solved if the designer limits attention to deviations of small coalitions. This n-coalition stability is a practical approach to tame the computational complexity of the general problem and at the same time provides a reasonable level of stability for markets in the field where buyers have budget constraints.

PERAN BADAN NARKOTIKA NASIONAL KABUPATEN KARAWANG DALAM PROGRAM (P4GN) BERDASARKAN INSTRUKSI PRESIDEN REPUBLIK INDONESIA NOMOR 6 TAHUN 2018 TENTANG RENCANA AKSI NASIONAL PENCEGAHAN DAN PEMBERANTASAN PENYALAHGUNAAN DAN PEREDARAN GELAP NARKOTIKA DAN PREKURS

Penyalahgunaan narkotika sudah menjadi salah satu fenomena yang sangat meresahkan, terutama di kalangan remaja. Penyalahgunaan ini diatur dalam pasal 55 ayat (1) Undang- Undang Nomor 35 Tahun 2009 Tentang Narkotika menegaskan bahwa untuk membantupemerintah dalam menanggulanggi masalah dan bahaya penyalahgunaan Narkotika, penyalahgunaan dan peredaran gelap narkotika yang semakin tak terkendali membuat BadanNarkotika Nasional (BNN) membentuk Badan Narkotika Nasional Kabupaten, termasukBNN Kabupaten Karawang. BNN Kabupaten Karawang mempunyai tugas, fungsi, danwewenang yang sama dengan Badan Narkotika Nasional. Adapun permasalahan dalampenelitian ini tentang peran Badan Narkotika Nasional Kabupaten Karawang dalammengimplementasikan program pencegahan dan pemberantasan penyalahgunaan danperedaran gelap narkotika (P4GN) terhadap pelajar dan mahasiswa di Kabupaten Karawang, serta kendala-kendala yang di hadapi oleh Badan Narkotika Nasional Kabupaten Karawangterkait peran dalam mengimplementasikan program pencegahan dan pemberantasanpenyalahgunaan dan peredaran gelap narkotika (P4GN). Metode Penelitian menggunakanpendekatan Yuridis Empiris karena data yang digunakan adalah data Primer yang diperolehmelalui studi lapangan dan wawancara. Adapun hasil dari penelitian ini adalah BadanNarkotika Nasional Kabupaten Karawang dalam implementasi program pencegahanpemberantasan penyalahgunaan dan peredaran gelap narkotika (P4GN) di KabupatenKarawang, telah sesuai dengan Instruksi Presiden Nomor 6 Tahun 2018 Tentang RencanaAksi Nasional pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkotikadan Prekursor Narkotika walaupun belum maksimal. REALITA BUDGET CONSTRAINT DAN TRADE-OFF SEBAGAI KONSEKUENSI BAGI PEMERINTAH DAERAH BALI DALAM PENGIMPLEMENTASIAN KEBIJAKAN DI MASA PANDEMI COVID-19

<p><em>The determination of a public policy is of course always faced with the problem of budget constraints which often puts the government in a trade-off situation which is defined as a dilemma condition that makes it difficult to make choices in determining priorities. This is what makes many policies that are not effectively implemented. The neglect of community expectations has resulted in negative reactions ranging from acts of violation even to anarchy that leads to crime. For this reason, it is deemed very important for the government to have a strategy in setting a priority scale so that a policy is more beneficial to people's lives, not just focusing on legal certainty. An Experimental Pricing Framework for E-Commerce

Characterizing the demand curve of products is important for pricing them optimally. However, in deriving empirical demand curves, econometricians have to contend with identification issues. Furthermore, theoretical demand curves derived using standard economic theory are divorced from empirical realities: firms rarely have information on customers’ budget constraints; theoretical utility functions are seldom derived empirically. Recognizing these issues, we propose an experimental approach for determining a product’s demand curve and, in turn, its profit-maximizing price in online environments. The proposed approach yields precise estimates and is quick and inexpensive to implement.
