This chapter examines some of the central issues associated with voting and electoral systems, along with the functions of legislatures. It begins by discussing the two paradoxes of voting. First, the huge number of citizens in any modern state means that no individual’s vote is likely to make the difference between two or more choices, making it potentially ‘irrational’ for any individual to bother to vote at all. Yet votes make democracy possible. The second voting paradox concerns the difficulty of relying upon votes to determine the objective preferences of the public. The chapter proceeds by considering measures that aim to establish quotas to increase gender equality in legislative recruitment. It also describes different types of legislatures and the internal structure of legislatures. Finally, it analyses trends in the backgrounds of legislators in various countries, specifically focusing upon the criticism that they constitute a ‘political class’.

AbstractThe voting paradox occurs when a democratic society seeking to aggregate individual preferences into a social preference reaches an intransitive ordering. However it is not widely known that the paradox may also manifest for an individual aggregating over attributes of risky objects to form a preference over those objects. When this occurs, the relation ‘stochastically greater than’ is not always transitive and so transitivity need not hold between those objects. We discuss the impact of other decision paradoxes to address a series of philosophical and economic arguments against intransitive (cyclical) choice, before concluding that intransitive choices can be justified.

This chapter addresses a series of objections to the claimed epistemic properties of majority rule and, more generally, aggregation of judgments. It first considers a general objection to the epistemic approach to voting, which supposedly does not take seriously enough the possibility that politics is about aggregation of interests, rather than aggregation of judgments. The chapter also considers the objection from Arrow's Impossibility Theorem and the doctrinal paradox (or discursive dilemma). Next, the chapter addresses the problem of informational free riding supposedly afflicting citizens in mass democracies, as well as the problem of the voting paradox (as a by-product). Finally, the chapter turns to a refutation of the objection that citizens suffer from systematic biases that are amplified at the collective level.
