This paper describes the implementation of a large-scale systemic participatory action research program which was designed to encourage community-based solutions to bonded labor in India. The program focuses on workers in brick kilns and stone quarries and, to some extent, on sex workers in Bihar and Uttar Pradesh, and on cotton-mill workers in Tamil Nadu. It runs in parallel to programmatic interventions by local NGOs. The paper looks at the methodological challenges of fully engaging a mostly illiterate, extremely marginalized population on a highly political and complex issue in order to generate community-led solutions, and the process of taking that to scale. The program resulted in extensive methodological innovation and substantive changes to the lives of villagers.

Abstract This article discusses bonded labor relations and their changes through the example of Slavic migrant workers in late medieval Ragusa (Dubrovnik). Over roughly 150 years, Ragusa changed from a site of localized, endemic labor exploitation to a commodified labor market with transregional implications. Based on a close examination of notary deeds and legislative acts, the article presents an empirically grounded approach to category formation and a careful reconstruction of the Ragusan grammar of coericon. While labels and classification systems for unskilled Slavic migrants changed over time, they remained the “maids-of-all-work”—a nonspecialist labor force that could be taken into service for a variety of tasks wherever they were needed.

Bonded labor is the most widespread form of slavery in the world. It is at once the most ancient and most contemporary face of human servitude. In India, 'labor' is more a social category than economics, where the division of labor and laborer is defined according to the caste. The caste system is not a scientific division of labor, which is, after all, necessary for the efficient functioning of any economy. It is an arbitrary, birth-determined hierarchy in which different types of laborers are graded one above the other and subject to a descending scale of civil disabilities that have nothing to do with efficiency or productivity. It is not a division based on choice, as individual sentiment, preference, or even actual skill, have no place in it. Caste slavery was an oppressive, discriminative, and exploitive system which existed in Kerala from an early medieval period onwards. In the social structure of Kerala, the bonded or forced labor system was an unavoidable factor of slavery. As the system of bonded labor was associated with feudalism, land-based social relations were formed in the state. The oozhiyam or bonded labor system, therefore strictly connected with the caste oriented slavery in Kerala. Under the system of oozhiyam, the economically under-privileged servants were obliged to render bonded services on all days of the week as required by the government officials and the higher castes. The main force behind this system was the coercive authority of the government and the privileged class. Nobody dared to evade the services demanded by the government. Only on the days of the oozhiyam services, the laborers received a minimum quantity of food to keep their body and soul together. This essay mainly focuses on the ameliorating activities of the Christian missionaries, such as the London Missionary Society (LMS) and Church Missionary Society (CMS), among the oppressed sections of the society of Kerala. In addition to the social legislations of the government, the intervention of Christian missionaries also helped in the permanent abolition of the system of oozhiyam in Kerala.

A large number of children are engaged in child labour as domestic worker and this trend is common in developing countries. Child domestic labor is usually practiced in rural and urban areas across Pakistan. Even educated and well-to-do people frequently engage young children to work in their homes as domestics, kitchen assistants or baby-sitters. In worse forms, child domestic labor takes place over very unfair tools, counting child trafficking and bonded labor. The aim of the present study is to examine the Socio-economic characteristics of respondent’s causes of child domestic labor. Universe of the study was Quetta city and 120 respondents were selected through snow ball sampling. According to findings of the study the child laborers work for longer hours on low wages. They often face physical abuse and some time sexual abuse by their employers. The need is to implement the labour laws so that children can be protected from domestic labour.

Climate change brings new burdens to people working outdoors. Migrant populations working at brick kilns in India are one such group facing dangerously overheated working conditions. Many migrate to the kilns from rural areas under bonded labor conditions. We argue that solutions need to go beyond industry-oriented technology-based solutions and focus on the social problem and take a people focused stance. In addition to adopting more locally appropriate technologies to reduce greenhouse gas emissions and heat in the work environment, solutions focusing on the workers situation must be considered from a human rights perspective.

AbstractIn late 1837 and early 1838 the British imperial government was preparing for an empire-wide transition from bonded to nominally free labor. This article builds upon recent scholarship that promotes a holistic, global approach to this transition, by narrowing the temporal frame and expanding the spatial. We emphasize interconnectivity and simultaneity rather than chronological succession, and we analyze the governance, rather than the experience, of this transition. Our approach is founded upon analysis of correspondence passing from every British colonial site through the Colonial Office in 1837–1838. We suggest that this hub of imperial government sought to reconcile the persistence of different conditions in each colony with the pursuit of three overarching policy objectives: redistributing labor globally; distinguishing between the moral debts owed to different kinds of bonded labor, and managing tradeoffs between security, economy, and morality. We conclude that the governance of the transition to free labor is best conceived as an assemblage of material and expressive elements of different spatial scales, whose interactions were complex and indeterminate. Through these specific governmental priorities and a particular communications infrastructure, these elements were brought into critical alignment at this moment to shape a significant transition in relations between people across the world.

AbstractIt is thought that workers under capitalism enjoy the freedom of changing employment at will, but studies show that unfree labor has historically existed alongside capitalist development. One explanation for the use of unfree labor under capitalism highlights the functional needs of production. However, the baoshengong, a form of bonded labor that was used in cotton mills in Shanghai from 1927 to 1937, problematizes this approach. Though the baoshengong system was not an efficient mode of labor control, it was put in place. Rejecting the functionalist account, I show that capitalist unfree labor is not necessarily spurred by production requirements. As the Shanghai case will demonstrate, unfree labor was used when the power dynamics in the larger socio-political context outside the immediate abode of production—namely, the conflict and collaboration between different forms of domination such as gang, patriarchal, capitalist, and state powers—superseded the functional considerations of the capitalists.
