Denne undersøkinga handlar om korleis studentar opplever og vurderer den språklege praksisen dei møter gjennom utdanningsløpet. Under­søkinga fokuserer på studentane sine opplevingar og vurderingar knytt til bruk og meistring av engelsk og dei lokale språka i undervisinga. Først skildrar eg språkpolitiske retningslinjer i dei nordiske landa, der parallell­språk har vore den føretrekte språkpolitikken i høgare utdanning. Så gjer eg ein tematisk analyse av studentkommentarar frå ei spørjeundersøking som blei gjennomført på fem universitet i tre av dei nordiske landa. Trass i at studentane i hovudsak er positive til å bruke både engelsk og dei lokale språka, etterspør dei meir fokus på handteringa av dei ulike språka gjennom utdanningsløpet. Studentkommentarane syner at det kan vere utfordrande å lukkast med parallellspråkpolitikken. Nokre vanskar som studentane fortel om, knyter dei til eigne utfordringar med å forstå og bruke andre språk enn førstespråket, medan andre vanskar vert knytt til opplevinga av at førelesarar manglar ferdigheiter i språka. Desse utfordr­ing­ane vert diskutert i lys av Fricker (2007) sitt omgrep epistemisk urett. Til slutt argumenterer eg for at språkpolitikken i større grad må formulere tydelege kompetansemålsettingar (‘acquisition planning’), i tillegg til statusplanlegging.

Land Acquisition  Law Article 15 Paragraph (1) of Law Number 2 of 2012 concerning Land Acquisition  for  Development in  the  Public  Interest  regulates  the  Land  Acquisition  Planning Document (DPPT) which at least contains the purpose and objectives of the development plan, conformity with the the spatial plan and National and Regional Development Plans, land layout, land area needed, general description of land status, estimated time of land acquisition, estimated time of construction, estimated land value and budgeting plan. DPPT documents became the basic of Land  Acquisition for location determination and anvancing process. Karian Land Aqcuisition is taken as an case study in this research. Karian Dam whose land acquisition began in 2007, until 2020 land acquisition has not yet been completed. Government regulations Number 37 Year 2010 regulating about dams will also be used as material for evaluations. DPPT Karian Dam was compiled in 2016. The purpose of this study was to evaluate the suitability of the 2016 Karian Dam (DPPT) with 73 Criteria for Land Acquisition and  Government Regulations. This research uses a qualitative research method with a descriptive approach. The results of this study 14 criteria are suitable and 59 criteria are not suitable. With dominant points that are not appropriate, namely: (a) General Description of Land Status, (b) Estimated Time of Land Acquisition, (c) Estimated Time of Development Implementation; (d) Estimated Land Value, (e) Budgeting Plan.Keywords: Land Acquisition, Conformity, Dams, Evaluations. Intisari: Pasal 15 Ayat (1) Undang-Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum mengatur tentang Dokumen Perencanaan Pengadaan Tanah (DPPT) yang paling sedikit memuat maksud dan tujuan rencana pembangunan, kesesuaian dengan RTRW dan Rencana Pembangunan Nasional dan Daerah, letak tanah, luas tanah yang dibutuhkan, gambaran umum status tanah, perkiraan waktu pelaksanaan pengadaan tanah, perkiraan jangka waktu pelaksanaan pembangunan, perkiraan nilai tanah dan rencana penganggaran. DPPT tersebut yang akan menjadi dasar bagi pelaksanaan Penetapan Lokasi dan proses lanjutan pengadaan tanah. Sebagai studi kasus maka diambil pelaksanaan pengadaan tanah Bendungan Karian. Bendungan Karian yang pengadaan tanahnya dimulai dari tahun 2007, sampai dengan tahun 2020 belum dapat diselesaikan pengadaan tanahnya. PP Nomor 37 Tahun 2010 mengatur tentang Bendungan akan digunakan sebagai bahan untuk melakukan evaluasi. DPPT Bendungan Karian disusun pada tahun 2016. Tujuan dari penelitian ini adalah mengevaluasi Kesesuaian DPPT Bendungan Karian Tahun 2016 dengan 73 Kriteria Peraturan Perundang- Undangan Pengadaan Tanah dan PP tentang Bendungan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan dekriptif. Hasil dari penelitian ini 14 kriteria sesuai dan 59 kriteria tidak sesuai. Dengan poin dominan yang tidak sesuai yaitu: (a) Gambaran Umum Status Tanah, (b) Perkiraan Waktu Pelaksanaan Pengadaan Tanah, (c) Perkiraan Waktu Pelaksanaan Pembangunan; (d) Perkiraan Nilai Tanah, (e) Rencana Penganggaran.Kata Kunci: Pengadaan Tanah, Kesesuaian, Bendungan, Evaluasi.

This study aims to examine and analyze the evaluation of the implementation of land acquisition for the public interest in Konawe Islands Regency. The method in this research is descriptive qualitative with a case study approach. The research focus is in Langara City, with research informants namely parties involved in evaluating land acquisition such as: regional supervisory apparatus, DPRD members, land office officials, land acquisition committees, village/sub-district government officials, community leaders, non-governmental organizations, and other stakeholders. The data were collected using in-depth interviews, observation, and document studies, while the data analysis techniques were carried out qualitatively. The results showed that: a. Evaluation of land acquisition planning needs to adjust the RT/RW and RPJM of the Regional Government, encourage feasibility studies, complete land planning documents, and adjust agency work plans; b. Evaluation of land acquisition preparation is carried out by encouraging transparent public consultation, public notification and announcement, and eliminating citizen objections in the acquisition process; c. Evaluating the implementation of land acquisition, namely encouraging land identification and inventory activities, conducting assessments and submitting the results of land acquisition in an open manner, as well as a fair compensation mechanism to the owner; and d) Evaluation in the submission of results, namely: it is necessary that the timeliness of the submission of land documents and the provision of fair compensation and compensation is required.Abstrak Penelitian ini bertujuan untuk mengkaji dan menganalisis evaluasi pelaksanaan pengadaan tanah untuk kepentingan umum di Kabupaten Konawe Kepulauan. Metode dalam penelitian adalah deskriptif kualitatif dengan pendekatan studi kasus. Lokus penelitian di Kota Langara, dengan informan penelitian yakni pihak-pihak yang terlibat dalam evaluasi pengadaan tanah seperti: aparatur pengawasan daerah, anggota DPRD, aparatur kantor pertanahan, panitia pengadaan tanah, aparat Pemerintah Desa/Kelurahan, tokoh masyarakat, lembaga swadaya masyarakat, dan pemangku kepentingan lainnya. Pengumpulan data dilakukan dengan teknik wawancara mendalam, observasi, dan studi dokumen, sedangkan teknik analisis data dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa: a. Evaluasi perencanaan pengadaan tanah perlu menyesuaikan RTRW dan RPJM Pemerintah Daerah, mendorong studi kelayakan, melengkapi dokumen perencanaan tanah, dan menyesuaikan rencana kerja instansi; b. Evaluasi persiapan pengadaan tanah dilakukan dengan mendorong konsultasi publik secara transparan, pemberitahuan dan pengumuman ke publik secara terbuka, dan mengeliminir keberatan warga dalam proses pembebasan; c. Evaluasi implementasi pengadaan tanah yakni mendorong kegiatan identifikasi dan inventarisasi tanah, melakukan penilaian dan penyerahan hasil pengadaan tanah secara terbuka, serta mekanisme ganti rugi yang adil kepada pemilik; dan d) Evaluasi dalam penyerahan hasil yakni: diperlukan ketepatan waktu dalam penyerahan dokumen pertanahan serta pemberian ganti rugi dan kompensasi yang berkeadilan.Kata Kunci: Evaluasi; Kepentingan umum; Pengadaan tanah

The TanDEM-X mission is acquiring a new dataset to provide a temporally independent DEM, called "TanDEM-X Change DEM". This set of acquisitions taken between 2017 and 2020 has a clear temporal separation to the TanDEM-X global DEM data which were acquired between 2010 and 2015. Therefore, this new DEM aims to enable the characterization of terrain changes. Improvements in the acquisition planning and the data processing were necessary to generate this Change DEM with fewer acquisitions but still very high accuracy. For this, the use of an edited TanDEM-X DEM as a "starting point" for the interferometric processing is mandatory.

Regional indigenous heritage languages (RIHLs) are in decline in Indonesia, and this problem needs attention from language policy and planning. This study explores a subset of the Indonesian language policy, namely, its acquisition planning. Content analysis and doctrinal method were employed. The sample included national legislations and some regional legislations. The results are as follows. As subjects taught in schools, Indonesian is “compulsory” at all levels; RIHLs are “optional” at primary and secondary levels and “absent” at the tertiary level; English is “compulsory” at the secondary level and “optional” at the tertiary level. As the media of instruction, Indonesian is “compulsory” at all levels; RIHLs are “optional” in very limited cases; English is “optional” at the tertiary level. As languages for mass media, Indonesian is “compulsory”; English is “optional” for specific aims or audience; RIHLs are “optional” for local communities. There are possible “incoherences” among various legislations, that is, the Constitution, some national laws and regulations, and some regional bylaws. To implement constitutional mandate, the acquisition planning may need revision. In the revision, RIHLs may need to be included as mandatory subjects, while some RIHLs may need to be used as the media of instruction and in mass media. Further studies for the revision are recommended.
