Abstract John Stuart Mill claims that free institutions are next to impossible in a multinational state. According to Will Kymlicka, this leads him to embrace policies kindred to those of Friedrich Engels, aimed at promoting mononational states in Europe through coercive assimilation. Given Mill’s harm principle, such coercive assimilation would have to be justified either paternalistically, in terms of its civilizing effects upon the would-be assimilated, or non-paternalistically, with reference to the danger that their non-assimilation would pose to others. However, neither possible interpretation is plausible; Mill takes Europe’s civilized status to shield Europeans from paternalistic coercion, and he opposes coercive assimilation where it could conceivably be justified in the name of defense. Although this much suggests that Kymlicka misinterprets Mill by ignoring his definition of nationality, it leaves scope for Kymlicka to argue that Mill favors policies that promote mononationality through neglecting the languages and cultures of national minorities.

As asserted by Will Kymlicka, the recognition and accommodation of national minorities leads to a dilemma. Indeed, if denying them these rights can contribute to their willingness to secede, allowing them to self-govern can also ultimately lead to the weakening of their ties with the state in which they are integrated. This tension well described in Kymlicka’s Multicultural Citizenship and in his later works remains nonetheless without an explicit solution. This text addresses this question by suggesting that the dialogical dynamic behind the recognition and accommodation of national minorities hides a purely political patriotism stemming from the neo-republican tradition that is complementary to the nationalist sense of attachment that members of national minorities will inevitably come to feel toward their societal culture.

This essay conceptualized the integration of immigrants vis-à-vis a liberal state's nation-building practices, which heavily condition and configure the terms of integration. It focuses on Canada which has engaged in two kinds of nation building: ethnic nation building which creates a political community based on the reproduction of a particular ethnonational identity, and civic nation building which aspires to a political community based on common principles and is thought to be culturally neutral. Fair terms of integration need to begin with how nation building practices are necessarily built into the structure of a liberal state and privilege citizens. Immigrant multiculturalism as proposed by liberal theorist, Will Kymlicka is one way for liberalism to achieve fair terms of integration in light of nation building; however, it is ill equipped to deal with the complexity of cultural identity and because it leaves the common societal cultural intact.

Abstract                                                                                                          This article contains multiculturalism in the city of Cilegon which does not work well because of discrimination which causes the struggle for the rights of Christians who are a minority in the city of Cilegon due to discrimination from the majority in the city of Cilegon who are Muslims. Therefore, there are many factors underlying the sense of intolerance that should not have occurred in Indonesia because it opposes the 1945 Constitution. This intolerance can be seen from the rejection of the construction of Christian Greja which is a place of worship that should exist in every region because it is one of the reflections of the 1945 Constitution. This conflict will also dissect this conflict by using the theory of identity politics, precisely the theory of Minority Rights in multicultural society proposed by Will Kymlicka. Therefore, many factors have become the author's curiosity about the intolerance and struggle for the rights of Christian minorities in the City of Cilegon.
