This chapter argues that family immigration policies should be expanded to encompass caregiving duties performed by family members and fictive kin for dependents, including disabled and elderly adults. To make this case, it applies a public ethic of care to revalue caregiving services as socially necessary work and a civic duty that merits an earned pathway to citizenship for immigrants. A public ethic of care ensures that the polity’s most vulnerable members are continually cared for by their ongoing primary caregivers in their communities. It also provides a basis for recognizing the value of care work provided by immigrant caregivers. This chapter contends that immigrant caregivers of dependent citizens are providing a service to society that might otherwise have to be undertaken less attentively by the state at the taxpayers’ expense. For their services, those who care for dependents deserve a pathway to legalization and citizenship.

Abstrak Penelitian ini bertujuan untuk mengetahui persepsi Calon Pegawai Negeri Sipil mengenai pelanggaran etika. Metode penelitian yaitu dengan survey, data yang diambil dari Calon Pegawai Negeri Sipil yang sedang melakukan Pelatihan Dasar setelah berakhirnya mata ajar etika publik. Variabel instrument survey adalah persepsi dan pelanggaran etika. Hasil penelitian menemukan bahwa secara keseluruhan Calon Pegawai Negeri Sipil yang menjadi responden dalam penelitian ini dapat mengenal, memahami, dan menyatakan tidak setuju dengan berbagai contoh pelanggaran etika yang seringkali terjadi di lingkungan instansinya. Dua faktor utama yang mungkin menyebabkan orang berperilaku tidak etis adalah standar etika orang tersebut berbeda dengan masyarakat pada umumnya, dan Orang tersebut secara sengaja bertindak tidak etis untuk keuntungan sendiri.  Kata Kunci : Persepsi, Etika, Pelanggaran Etika Civil Servants Candidate’s perception on Ethical Violations Abstract This research aims to determine Civil Servants Candidate’s perception on ethical violations. This research applies a survey, data taken from Civil Servants Candidate which doing basic training in the end of subject public ethic. This research focuses on two elements namely perception and ethical violation. The  results of this research indicated that generally Civil Servants Candidate recognize, understand, and disagree with various examples of ethical violations that often occur in the office environment. The two main factors that may cause a person to behave unethically are that the person's ethical standards are different from the general public, and that person intentionally acts unethically for his own benefit Keywords: Perception; Ethics; Ethical Violation

The objective of this research was to obtain the application of the administration  country ethic in the service of position improvement in the office of Badan Kepegawaian dan Diklat in Gowa regency. That was based on the government rule number 10 in 1979 about the employee job action measurement. The kind of the research used was the descriptive qualitative with the fenomenology type. The research informants were nine people with the deep interview, focus observation, and documentation as the data collecting technique. Besides, the data analysis qualitatively sistematic through data redcuction, data serving, verification and conclusion. The research result in the aplication of employee ethic codes showed that there were three things related, they were: loyalty, responsibility, and faithfully. Further, in the aplication of public ethic modality showed that there were three things related, they were: accountabilty, transparancy, and netrality.Keywords: Ethics of Administration, Promotion Service  Tujuan dari penelitian ini adalah untuk mengetahui penerapan etika administrasi Negara dalam pelayanan kenaikan pangkat di Kantor Badan Kepegawaian dan Diklat di Kabupaten Gowa. Hal ini sesuai dengan Peraturan Pemerintah Nomor 10 Tahun 1979 tentang Penilaian Pelaksanaan Pekerjaan Pegawai. Jenis penelitian yang digunakan deskriptif kualitatif dengan tipe penelitian fenomenologi. Informan penelitian berjumlah sembilan orang dengan teknik pengumpulan data menggunakan wawancara mendalam, observasi terfokus, dan dokumentasi. Sementara analisa data secara kualitatif dilakukan secara sistematis yakni reduksi data, penyajian data, verifikasi dan kesimpulan.. Hasil penelitian pada penerapan kode etik pegawai menunjukkan bahwa ada tiga yang terkait dalam hal tersebut yakni kesetiaan, tanggungjawab dan ketaatan. Sedangkan pada penerapan modalitas etika publik menunjukkan ada tiga hal yang terkait dalam hal tersebut yakni : akuntabilitas, transparansi dan netralitas.Kata kunci: Etika Administrasi, Kenaikan Pangkat
