The article outlines a concept for the system supporting analyses of threats related to contamination and alarming (WAZkA), for the purpose of the National System for Detection of Contamination and Alarming (Krajowy System Wykrywania Skażeń i Alarmowania, KSWSiA) in Poland. The selected modules included in the WAZkA system: Event Tree Analyzer, visualization module and emulators of the threats monitoring systems, were described as well as the idea of using the system for the purpose of training, including the designed emulators of the risk monitoring systems together with the scenario editor. Earthquake is a small probability of unexpected events. Most of the emergency management personals did not experience the earthquake. They may cause flaws in the post-earthquake emergency response process, if they do not take part in earthquake emergency exercise. Traditional tabletop exercise, however, cannot provide a relatively realistic earthquake disaster scenes and vivid emergency background, so they need the virtual simulation exercises and drills for emergency management personnel to provide a real disaster site that is very similar to a drill. This paper presents system structure, function composition, scenario editing process of virtual reality simulation of earthquake emergency exercise and discusses a scenario editor based on OSG. Scenario Editor of earthquake emergency can control the drill and quickly rebuild the drill scene and improve emergency management personnel to design urban 3D scenes and earthquake and secondary disasters events.

Military Scenario Definition Language (MSDL) is intended to provide a standard mechanism for loading Military Scenarios independent of the applications. Some customized scenario specifications lack scalability and interoperability with Command and Control (C2) applications. And how to integrate MSDL with simulation models still needs further implementation. This paper extended and modified MSDL to propose a feasible simulation scenario specification based on our existed CGF (Computer Generated Force) model system. A CGF-SDP (Scenario Development tool) was also developed to facilitate generating course of action (COA) of a military scenario graphically based on a GIS system. A simulation scenario was generated by this editor and it was effectively used in a combat simulation system’s execution process.
