Moving Beyond Geopolitical Boundaries to Secure Democracy in Southeast Asia: Projecting EU in The QUAD

COVID-19 Pandemic has changed state’s view about development. After several economic damages, the plan to bounce back from pandemic impacts is by adopting GDP-ism development which sacrificing democracy. In Southeast Asia, The trend of deconsolidation of democracy indicated by several events such as military coup in Myanmar and protest against Omnibus Law in Indonesia. At the same time, 2020 also marked a revival of Quadrilateral talk between US, Australia, Japan, and India concerning China’s growing influence in Indo-Pacific region. Many scholars observe this cooperation is involving security strategy to contain China’s influence. But yet there are not many writings about democratization process as a way to hold China’s influence especially in Southeast Asia region. This paper is aimed to show that maintaining democracy is important for QUAD to secure their interests and this effort can involve parties beyond geopolitical boundaries. Hence, this paper would like to seek how EU engagement in QUAD can support democratization process in Southeast Asia by considering its economic influence and domestic politic situation in the region. Furthermore, as post-COVID-19 development is concerned in this paper, It is important to seek how democracy can contribute to foster state economic development and become alternative to Chinese development.

Opportunities, Challenges and Strategies: A Current Overview of Commentaries Towards the Singapore Convention Within China

Even though the Singapore Convention is recognized as a landmark in the history of the international dispute resolution area, it is still in its infancy. Given China's economic influence and Hong Kong's position in the Asia-Pacific commercial dispute resolution market, China's ratification would greatly enhance the Singapore Convention's impact in international commercial dispute resolution market and hence promote the use of commercial mediation. However, it remains uncertain as to whether, when and how the Singapore Convention would enter into force in China, even though China's one of the first signatories. Current commentaries within China towards Singapore Convention do not only reflect the potential benefits for China to ratify the Singapore Convention, but also difficulties that China might face and strategies to overcome these difficulties, which might form the basis for future decision-makings related to commercial mediation in China.

The geopolitics of South Asia attracts both China and India. South Asia has been a region in which, for many years, India and China have tried to achieve political and economic influence. India’s forefront policy to deal with its neighbours since independence has been its ‘Neighbourhood First’ policy. Even if there have been inconsistency and different approaches adopted by the Indian leadership to implement this policy in the region, India has always aimed to avoid major geopolitical changes in South Asia. Moreover, Eurasian integration, in which Russia actively participates, is viewed by them as a factor of expansion and expansion of Russian political and economic influence. This exacerbates disputes about the prospects for European integration not only in the political establishment of these countries, but also among ordinary citizens who will finance the European aspirations of national elites. Cooperation with the EU and NATO is seen as a tool to overcome the possible "temptation of Eurasian integration" and the military superiority of Russia and its partners. At the same time, the question remains open - whether this desire corresponds to the positions of citizens or is an elite project. The purpose of the article is to analyze the grounds for uniting the efforts of Georgia, Moldova, and Ukraine in promoting the idea of European integration and joining NATO, correlating them with the readiness of both the EU and NATO to admit the three post-Soviet countries into their ranks.
