There are multiple indicators that suggest there is a shift in the foundational principles and practices in rehabilitation counseling that have created professional identity concerns. These concerns relate to (a) philosophical differences in the role and function of rehabilitation counseling professionals, (b) professional counselor licensure laws mandating eligibility standards for practice, (c) a variety of professional counseling associations' divergent agendas for communicating the professional counselor's identity, and (d) perceptions and observations made by our colleagues from the other counseling specialty areas about our identity.

We study the effect of application costs on the targeting of disability programs. We identify these effects using the closings of Social Security Administration field offices, which provide assistance with filing disability applications. Closings lead to a persistent 16 percent decline in the number of disability recipients in surrounding areas, with the largest effects for applicants with moderately severe conditions and low education levels. Disability applications fall by only 10 percent, implying that the closings reduce targeting efficiency based on current eligibility standards. Increased congestion at neighboring offices appears more important as a channel than higher travel or information costs. (JEL H55, I13, I18, J14)

The aims of this study are to compare the feasibility of levels of Nitrogen, Phospor and Kallium liquid organic fertilizers resulting from anaerobic and aerobic, The results of 30 days of decomposition of organic waste made from raw water tofu and anchovy produce liquid organic fertilizer with levels of Nitrogen 0,30%, Phospor 0,18% and Kallium 0,10%. The Phospor content of liquid organic fertilizer produced from the decomposition of organic waste made from raw water tofu and anchovies has met the SNI 19-7030-2004 eligibility standards set by the ministry of agriculture so it is suitable for use on plants. Nitrogen and Kallium levels of liquid organic fertilizer obtained from the decomposition of organic waste made from water tofu, vegetables and fruit water with organic waste made from raw water tofu and anchovies not meet SNI 19-7030-2004 eligibility standards.Keywords: Nitrogen,Phospor,Kallium,Liqiud organic Fertilizers,SNI 19-7030-2004

This chapter explains how lawmakers and administrators, at the state and federal levels, attempted to narrate and respond to the worsening policy conditions. The landmark welfare reforms that Ronald Reagan spearheaded as governor of California in the early 1970s constricted eligibility standards, heightened bureaucratic scrutiny, instituted work requirements, and enlisted the penal system to handle fraud and child-support collections. Restrictive welfare reforms and anti-AFDC rhetoric mobilized a host of racially charged frustrations to halt the tentative steps toward a broader economic citizenship. The tangled, dialogical (or perhaps caustic) interaction between elites and the grassroots gave these issues force and propelled their course. Animosity toward recipients intensified during the highly publicized efforts to shrink welfare rolls through work requirements, surveillance, and fraud prosecutions.

Various kinds of health problems that commonly occur in restaurants include food poisoning and diarrhea outbreaks caused by negligence in the process of organizing food. Therefore, the fulfillment of food hygiene and sanitation is needed in testing the feasibility of organizing food according to the provisions stipulated based on Permenkes RI No. 1096 / Menkes / PER / VI / 2011 concerning Jasaboga Sanitation Hygiene. This research was conducted to assess the feasibility of serving food in a restaurant. The study was conducted descriptively through an experimental and observational design. The instrument used was a physical test by interview and observation as well as laboratory test of food samples and tableware. Physical test includes requirements for food hygiene and sanitation consisting of building elements, sanitation facilities, personnel / handlers, equipment and food. The results of the feasibility assessment at the Jibsteak Restaurant were 70.08%, where the eligibility standard for the A3 class restaurants was 74%. This means that the restaurant has not met the feasibility of physically organizing food. Likewise, the results of laboratory tests on eating utensils and food were still found to be contaminated with E. coli bacteria. This means that the restaurant also has not met the eligibility standards by laboratory tests which require the E. coli germ count 0 / gr of food samples. ABSTRAK Berbagai macam masalah kesehatan yang biasa terjadi di rumah makan diantaranya adalah keracunan makanan dan wabah penyakit diare yang diakibatkan karena kelalaian dalam proses penyelenggaraan makanan. Oleh karena itu terpenuhinya higiene dan sanitasi makanan sangat diperlukan dalam uji kelaikan penyelenggaraan makanan sesuai ketentuan yang diatur dalam Permenkes RI No. 1096/Menkes/PER/VI/2011 tentang Higiene Sanitasi Jasaboga. Penelitian ini bertujuan menilai kelaikan penyelenggaraan makanan di rumah makan. Metode: Penelitian dilakukan secara deskriptif melalui pendekatan analisa kualitatif. Instrumen yang digunakan adalah pemeriksaan fisik dengan wawancara dan observasi serta pemeriksaan laboratorium terhadap sampel makanan dan peralatan makan. Hasil: Pemeriksaan fisik meliputi persyaratan higiene dan sanitasi makanan yang terdiri atas unsur bangunan, fasilitas sanitasi, ketenagaan/penjamah, peralatan dan makanan. Hasil penilaian kelaikan pada Rumah Makan Jibsteak sebesar 70,08% dimana standar kelaikan untuk rumah makan golongan A3 sebesar 74%. Hal ini berarti rumah makan tersebut belum memenuhi kelaikan penyelenggaraan makanan secara fisik. Begitu pula hasil pemeriksaan laboratorium pada peralatan makan dan makanan masih ditemukan kontaminasi bakteri E. coli. Hal ini berarti rumah makan tersebut juga belum memenuhi standar kelaikan secara pemeriksaan laboratorium yang mensyaratkan angka kuman E. coli 0/gr sampel makanan.

Abstract Do nonprofit hospitals provide enough community benefits to justify their tax exemptions? States have sought to enhance nonprofit hospitals' accountability and oversight through regulation, including requirements to report community benefits, conduct community health needs assessments, provide minimum levels of community benefits, and adhere to minimum income eligibility standards for charity care. However, little research has assessed these regulations' impact on community benefits. Using 2009–11 Internal Revenue Service data on community benefit spending for more than eighteen hundred hospitals and the Hilltop Institute's data on community benefit regulation, we investigated the relationship between these four types of regulation and the level and types of hospital-provided community benefits. Our multivariate regression analyses showed that only community health needs assessments were consistently associated with greater community benefit spending. The results for reporting and minimum spending requirements were mixed, while minimum income eligibility standards for charity care were unrelated to community benefit spending. State adoption of multiple types of regulation was consistently associated with higher levels of hospital-provided community benefits, possibly because regulatory intensity conveys a strong signal to the hospital community that more spending is expected. This study can inform efforts to design regulations that will encourage hospitals to provide community benefits consistent with policy makers' goals.

Children with significant disabilities may qualify for Medicaid benefits, regardless of household income, if their state elects to offer the Tax Equity Fiscal Responsibility Act (TEFRA) option. However, a significant number of children with serious medical problems presently are being denied eligibility for, or terminated from, this Medicaid program. This Article describes the ways in which the existing health insurance system inadequately meets the needs of children with significant disabilities, recounts the history and development of the TEFRA Medicaid coverage option, and analyzes the eligibility criteria used by the various states. It proceeds to consider how disability should be legally defined in the health care context and proposes reforms to modernize the eligibility standards so that these benefits can be more effectively, efficiently, and fairly allocated. To accomplish this goal, the federal statute and regulation that define disability, as well as corresponding state laws, must be reformed so that the law can keep pace with advances in modern medical science, and people with disabilities are not, in effect, penalized for receiving currently accepted preventative care that maintains health but will never cure the underlying disease.
