Welsh language place names risk being forgotten as people choose to use English versions of street names, properties, towns and villages and even rename properties with English names. Many official datasets for historic buildings in Wales do not record the original Welsh names. This presentation will look at how we have adapted our projects to work online during the Pandemic, and how we are crowdsourcing Welsh names of Wales' built heritage and adding them to Wikidata. The talk will focus on the activities of our recent Wicipics project which saw the public contribute remotely, creating Welsh language data and sharing their openly licenced images of historic sites in their area. This session will also look at how we might use this data to enrich our historic record. For example, by combining with OpenStreetMap to develop a Welsh language map interface and by sharing our crowdsourced data with 3rd party websites and other Welsh heritage organisations.

Abstract Preventive Conservation is argued to improve preservation of heritage at large. The UNESCO chair on Preventive Conservation, monitoring and maintenance of monuments and sites (PRECOM3OS) has pushed research and collaboration to understand the nature of preventive conservation in the field of built heritage. The study of the concepts and practices of prevention in public health helps to understand the systemic nature of prevention and how they can be transferred to the conservation world.

The problem of the decay and conservation of stone-built heritage is a complex one, requiring input across many disciplines to identify appropriate remedial steps and management strategies. Over the past few decades, earth scientists have brought a unique perspective to this challenging area, drawing on traditions and knowledge obtained from research into landscape development and the natural environment. This paper reviews the crucial themes that have arisen particularly, although not exclusively, from the work of physical geographers — themes that have sought to correct common misconceptions held by the public, as well as those directly engaged in construction and conservation, regarding the nature, causes and controls of building stone decay. It also looks to the future, suggesting how the behaviour of building stones (and hence the work of stone decay scientists) might alter in response to the looming challenge of climate change.

Currently, the commercial market offers several tools for digital documentation of historic sites and buildings. Photogrammetry and laser scanning play a fundamental role in the acquisition of metric information, which is then processed to generate reliable records particularly useful also in the built heritage conservation field. Although potentially very fast and accurate, such techniques require expert operators to produce reliable results, especially in the case of complex and large sites.<br><br> The aim of this paper is to present the digital workflow developed for data acquisition and processing of the Shaikh Isa Bin Ali house in Muharraq, Bahrain. This historic structure is an outstanding example of Bahrain architecture as well as tangible memory of the country history, with strong connotations in the Bahrain cultural identity. The building has been documented employing several digital techniques, including: aerial (drone) and terrestrial photogrammetry, rectifying photography, total station and laser scanning. The documentation project has been developed for the Bahrain Authority for Culture and Antiquities (BACA) by a multidisciplinary team of experts from Carleton Immersive Media Studio (CIMS, Carleton University, Canada) and Gicarus Lab (Politecnico di Milano, Italy).

It is the purpose of this paper to highlight the relation between official toponymy in comparative and domestic law. Toponymy is legally regulated. After the analyzing of the position of official toponymy in the comparative law, selected legal aspects of its regulation in the Bosnia and Herzegovina and the Republic of Srpska legal systems are presented: the constitutional regulation of the names of country, constitutive unites and capitals, the constitutional and law regulation of the official use of language and script, the legal regulation of the local-self-government unit names and official place names, as well as the administrative procedure of the place names change.

Typical traditional software development models are initially designed for company-style software project teams. They also assume a typical software project that has somewhat clear goals, scope, budget, and plan. Even Agile development models that are very flexible in considering previous project parameters assume somewhat stable team and project structures. However, in recent years, the authors have noticed expansion in software projects that are developed in a very illusive flexible team, scope, budget, and plan structures. Examples of such projects are those projects offered in open competition (also called crowd sourcing) structure for software developers to be part of. In typical open competition projects, initial, high level project ideas are submitted to the public through the Internet. The project initiators give their initial requirements, constraints, and conditions for successful products or submissions. Teams can be organized before or through the competition. Submission and evaluation of deliverables from teams are subjected to project initiator evaluation along with evaluation teams organized through the open competition host. This chapter investigates all traditional project characteristics. The authors elaborate on all those elements that should be modified to fit the open competition agile structure. They use several case studies to demonstrate management issues related to managing software projects in open competitions.

The article analyzes the social state of countries experiencing economic convergence in the European Community on the basis of rating indicators of the level of happiness of the population. It is noted that the main problem of weak socialization in these countries is inadequate financing of measures for implementing me general social policy, including construction of social facilities. The article substantiates the idea that it is possible to solve the problem of financing the construction of social facilities with the help of crowd funding, which is not popular in this industry yet. Based on the study of crowd funding, the purpose of the article is to determine the organizational mechanism for the successful implementation of social projects with the help of crowd-hosting platforms. Since the basis of crowded platforms development in the social sphere is trust and motivation, the article suggests using crowd-sourcing, which would help a wider circle of the public pay attention to the social project.The authors are the first to form an organizational mechanism for supporting and implementing projects for the construction of social facilities with the help of crowd-funding platforms and proposed a mixed technology for implementing a social project; this technology is an advanced combination of creating experimental objects and active implementation of projects through advertising and crowd-sourcing. The support for the project on the crowd-diving platform was described by the authors as crowd-shipping development. The emphasis was placed on the need to train active and enterprising people in technologies and prospects of crowd finding for projects of construction of social facilities, as well as the population awareness of crowd funding advantages and possibilities for the development of regions (territories) of the country. It is noted that this will allow creating objective conditions for the formation of citizens' attitudes towards the socialization of relations in society, envolving the population into social activity, and forming a social culture in society.

A rapidly increasing growth of social networks and the propensity of users to communicate their physical activities, thoughts, expressions, and viewpoints in text, visual, and audio material have opened up new possibilities and opportunities in sentiment and activity analysis. Although sentiment and activity analysis of text streams has been extensively studied in the literature, it is relatively recent yet challenging to evaluate sentiment and physical activities together from visuals such as photographs and videos. This paper emphasizes human sentiment in a socially crucial field, namely social media disaster/catastrophe analysis, with associated physical activity analysis. We suggest multi-tagging sentiment and associated activity analyzer fused with a a deep human count tracker, a pragmatic technique for multiple object tracking, and count in occluded circumstances with a reduced number of identity switches in disaster-related videos and images. A crowd-sourcing study has been conducted to analyze and annotate human activity and sentiments towards natural disasters and related images in social networks. The crowdsourcing study outcome into a large-scale benchmark dataset with three annotations sets each resolves distinct tasks. The presented analysis and dataset will anchor a baseline for future research in the domain. We believe that the proposed system will contribute to more viable communities by benefiting different stakeholders, such as news broadcasters, emergency relief organizations, and the public in general.

Four years ago Peter Draper, as your recently retired president, described his lecture as valedictory and therefore self-indulgent in its choice of topic. What a useful precedent. I hope I am not over self-indulgent to the extent of being too autobiographical, but the subject does relate to my personal experience of the practice of architectural history in the conservation of historic buildings. The history of building conservation is now developing its own quite substantial literature to which this is a small contribution. To some extent this lecture is as much about bureaucracy as about architecture, for much of my life has been spent as an official in the public service. But, so that the lecture is properly historical, most of what I will talk about happened before I was involved.One major difference between the British and American Societies of Architectural Historians is that the American Society has always involved itself in building preservation issues, whereas the Society of Architectural Historians of Great Britain does not. This recognizes the different circumstances in each country. In Great Britain we have many amenity societies directed to conservation matters; most of us will belong to one or more of them and they are centres of quite extraordinary expertise. But in view of what I will say later, it is notable that in an account of a meeting in March 1941 in Washington, reported in the first volume of the American Society’s journal, Henry-Russell Hitchcock commented on the merits of the Historic American Buildings Survey, but added that selections by local groups often lacked historical perspective and ignored anything later than the Greek Revival; that there was excessive preservation of seventeenth- and eighteenth-century houses in New England without regard to architectural merit; and that primary monuments of modern architectural history were wantonly destroyed. As concerns the latter, he cited, among others, Richardson’s Marshall Field Warehouse, and a threat to Wright’s Robie House. The representative of the National Parks Service said that 1870 was about the date limit for a building to be regarded as of interest, though the Vanderbilt House of 1895 had recently been acquired, and that attention was also being paid to groups of buildings.

Purpose – Scotland’s built heritage (pre-1919 building stock) is exhibiting varying levels of disrepair, in particular for stonemasonry works, despite the government’s on-going efforts for promoting higher standards of repair and maintenance (R & M) of historic buildings. The purpose of this paper is to examine the problems associated with the R & M of historic buildings. Design/methodology/approach – Two case studies (Projects A and B) exhibiting critical disrepair are reported. Site surveying was carried-out on both projects, to identify site features and R & M problems along with proposed solutions drawing on the lead author’s extensive industry experience as a stonemasonry consultant. Three semi-structured interviews were conducted with professionals involved in each project to elicit views on the challenges faced. Additionally, three industry experts were interviewed to provide a wider perspective of the R & M challenges facing historic buildings. Findings – Neglect and poor practice resulted in both projects becoming more challenging and expensive than they needed to be, which was attributed to generic and advanced skills 6deficiencies of the workforce. There is an urgent need for a multi-disciplinary approach to the development of a method statement for R & M, drawing on the expertise of professionals and contractors, particularly when specifying repairs to structural elements. Originality/value – This paper has provided original and valuable information on R & M problems, highlighting the importance of continued investment in skills development for historic building R & M to enhance existing current training provision and practice. There is a need for further similar project-based data to inform skills development strategies for the R & M of historic buildings as well as enhancing existing qualification frameworks.
