We examined the public process used to develop the 1996—2001 Fortymile Caribou (Rangifer tarandus) Herd Management Plan adopted by state and federal management boards. The process differed from most government-supported planning processes because it was initiated by residents of Alaska and Yukon, and not by an agency. State, federal, and territorial agencies were asked to participate in and support development of a management plan that would include a broad range of interest groups. We describe the planning effort, issues addressed by the planning team that posed significant challenges during both the planning and implementation phases, and then identify unforeseen costs and benefits derived from the process. Critical decision points in plan development and implementation are discussed.

A diverse, international Fortymile Planning Team wrote a novel Fortymile caribou herd {Rangifer tarandus granti) Management Plan in 1995 (Boertje & Gardner, 1996: 56-77). The primary goal of this plan is to begin restoring the Fortymile herd to its former range; >70% of the herd's former range was abandoned as herd size declined. Specific objectives call for increasing the Fortymile herd by at least 5-10% annually from 1998-2002. We describe demographics of the herd, factors limiting the herd, and condition of the herd and range during 1992-1997. These data were useful in proposing management actions for the herd and should be instrumental in future evaluations of the plan's actions. The following points summarize herd biology relevant to management proposed by the Fortymile Planning Team: 1. Herd numbers remained relatively stable during 1990-1995 (about 22 000-23 000 caribou). On 21 June 1996 we counted about 900 additional caribou in the herd, probably a result of increased pregnancy rates in 1996. On 26 June 1997 we counted about 2500 additional caribou in the herd, probably a result of recruitment of the abundant 1996 calves and excellent early survival of the 1997 calves. The Team deemed that implementing management actions during a period of natural growth would be opportune. 2. Wolf (Canis lupus) and grizzly bear (Ursus arctos) predation were the most important sources of mortality, despite over a decade of the most liberal regulations in the state for harvesting of wolves and grizzly bears. Wolves were the most important predator. Wolves killed between 2000 and 3000 caribou calves annually during this study and between 1000 and 2300 older caribou; 1200-1900 calves were killed from May through September. No significant differences in annual wolf predation rates on calves or adults were observed between 1994 and early winter 1997. Reducing wolf predation was judged by the Team to be the most manageable way to help hasten or stimulate significant herd growth. To reduce wolf predation, the Team envisioned state-sponsored wolf translocations and fertility control in 15 key wolf packs during November 1997-May 2001. Also, wolf trappers were encouraged to shift their efforts to specific areas. 3. To increase social acceptance of the management plan, the Fortymile Team proposed reducing the annual caribou harvest to 150 bulls for 5 years beginning in 1996. Reducing annual harvests from 200-500 bulls (<2% of the herd, 1990-1995) to 150 bulls (<1% of the herd, 1996-2000) will not result in the desired 5-10% annual rates of herd increase. 4. We found consistent evidence for moderate to high nutritional status in the Fortymile herd when indices were compared with other Alaskan herds (Whitten et al, 1992; Valkenburg, 1997). The single evidence for malnutrition during 1992-1997 was the low pregnancy rate during 1993 following the abnormally short growing season of 1992. However, this low pregnancy rate resulted in no strong decline in Fortymile herd numbers, as occurred in the Delta and Denali herds (Boertje et al, 1996). No significant diseases were found among Fortymile caribou. 5. Winter range can support elevated caribou numbers both in regards to lichen availability on currently used winter range and the availability of vast expanses of winter range formerly used by the herd.

Risk as, an uncertain event, or condition that if it occurs, has a positive or negative effect on a project's objective. Risk analysis is done via interviews and brainstorming considering the available and extensive experience of the involved stakeholders. Each identified risk is prioritized through a qualitative risk analysis process considering the probability of occurrence and the impact by project stakeholders. The results of risk management planning processes are used to update/re-plan the project management plan to consider the risk effect on the project. The biodiesel project is very profitable, the economic indicators for the project are very high, and the execution of such a project will strengthen the national economy. Therefore, a biodiesel risk analysis is performed to achieve security for the plant. The depletion of fossil fuel forces the world to look for alternative ways for energy production. The most common way is the production of biodiesel from waste cooking oil. This paper presents a detailed cost analysis for a biodiesel plant with capacity 100,000 ton/year.


Citizens are political simpletons—that is only a modest exaggeration of a common characterization of voters. Certainly, there is no shortage of evidence of citizens' limited political knowledge, even about matters of the highest importance, along with inconsistencies in their thinking, some glaring by any standard. But this picture of citizens all too often approaches caricature. This book brings together leading political scientists who offer new insights into the political thinking of the public, the causes of party polarization, the motivations for political participation, and the paradoxical relationship between turnout and democratic representation. These studies propel a foundational argument about democracy. Voters can only do as well as the alternatives on offer. These alternatives are constrained by third players, in particular activists, interest groups, and financial contributors. The result: voters often appear to be shortsighted, extreme, and inconsistent because the alternatives they must choose between are shortsighted, extreme, and inconsistent.

The current study examines the importance of planning and management documents (notably the forest management plan and the regional forest plan) for public relations purposes. 17 people (15 forest engineers and 2 forest guards) were interviewed using a semi-structured questionnaire. The results of our survey show that some of the information used for public relations is taken from the planning documents. The forest management plan is primarily considered to be an internal document, but it also provides information on the objectives of forest enterprises, justifications of the planned measures, numbers and maps. The regional forest plan contributes to the public relations in three ways: its content provides information about objectives, description of forest functions, projects and measures. In addition, the participation of the public in the process of elaborating this plan is an ideal opportunity to heighten awareness in society and further public understanding of the forest and forestry services. Finally, as the regional forest management plan is in the public domain, it functions as a type of «show case» of the forest service.

Urban planning is, in many countries, increasingly becoming intertwined with local climate ambitions, investments in urban attractiveness and “smart city” innovation measures. In the intersection between these trends, urban experimentation has developed as a process where actors are granted action space to test innovations in a collaborative setting. One arena for urban experimentation is urban testbeds. Testbeds are sites of urban development, in which experimentation constitutes an integral part of planning and developing the area. This article introduces the notion of testbed planning as a way to conceptualize planning processes in delimited sites where planning is combined with processes of urban experimentation. We define testbed planning as a multi-actor, collaborative planning process in a delimited area, with the ambition to generate and disseminate learning while simultaneously developing the site. The aim of this article is to explore processes of testbed planning with regard to the role of urban planners. Using an institutional logics perspective we conceptualize planners as navigating between a public sector—and an experimental logic. The public sector logic constitutes the formal structure of “traditional” urban planning, and the experimental logic a collaborative and testing governance structure. Using examples from three Nordic municipalities, this article explores planning roles in experiments with autonomous buses in testbeds. The analysis shows that planners negotiate these logics in three different ways, combining and merging them, separating and moving between them or acting within a conflictual process where the public sector logic dominates.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The Lincolnshire lowlands owe their existence to a long-term programme of formal and informal drainage, by which the landscape has been managed since the Roman period. The public bodies that have held responsibility for this drainage, namely the Commissions of Sewers followed by the Internal Drainage Boards (IDBs) from 1930, are often perceived as solely aiming to remove water from the land as quickly as possible. Recent water management planning in Lincolnshire has begun to explore the idea of water retention, but, as this article will show, this is not a new idea. Far from keeping water out at all costs, Lincolnshire’s drained, farmed landscape is a porous one, which has benefited from a long history of deliberate, managed flooding and small-scale sacrifice of valuable agricultural land to water. This is a lacuna which exists in both the academic literature, and in the stories people involved in the drainage boards tell about themselves.

Festivals have been around, and will always be around; no matter the political context they are embedded in, supported by, or hindered by. Why? Simply because society develops, it transforms, it is dynamic and it needs space for reflection and inspiration. Festivals are platforms for people to meet, and for artists to present their work, their creations. This gives festivals an enduring, quite independent mission and reason to exist: as long as festivals strive to offer a biotope for artists and audiences alike and point to questions which concern the way we live and want to live, they will be a fertile ground for a meaningful development of society – and an offer for serving the public wellbeing. What are the challenges festivals are facing today? There are a series of very complex questions related to festivals’ positioning us as human beings in an interconnected, global society, our relation to nature and the immediate surroundings, our stories of life so that as many citizens as possible can be part of the societal discourse, can be enriched, can be touched, can be heard, can be moved. Individuals, interest groups, nationalities, countries, even continents are interconnected. What does this mean for a festival? Travelling across Europe for work and pleasure and meeting citizens from all walks of life has taught me that citizens, a term that connects individuals to some larger constructed community, are just people, everyday people, going about their lives. People connect with other humans and their human stories, real life encounters. Abstract theory and jargon are meaningless when they lack real life connections. Meaningful festivals of the future will offer possibilities for new connections among people: they invite people to travel in time and in space; they inspire to connect human stories, enriching them with new, unexpected, colourful stories!

This epilogue tracks the more recent developments in the land use versus land preservation debate, including further controversies surrounding Point Reyes. A new lawsuit was filed against the NPS in Point Reyes, with demands that the ongoing ranch management planning process be suspended until the thirty-six-year-old PRNS General Management Plan can finally be updated with studies of the environmental impacts of grazing. Elsewhere in the United States, the chapter covers the aftermath of an armed standoff at Malheur National Wildlife Refuge. However, the chapter goes on to outline more hopeful changes across the country, such as the fact that more and more people are beginning to compromise on “what a park is for.”
