The issue of developing and improving the system of protectionand rescue in the Republic of Srpska is the topic that initiates constantdiscussions, especially after the floods in 2014. One of the most significantissues raised is financing the system of protection and rescue. The aim of thispaper is to propose a new approach and a new model of financing the protectionand rescue system in the Republic of Srpska. The idea is to form the Fundfor protection and rescue that would basically be funded by interbank transactionsin the Republic of Srpska and funds raised from games of chance.

The gradual suspension of the institutions of the Republic of Serbia in the area of Kosovo and Metohija is the result of the dialogue that the representatives of the Albanian national minority are having with the Serbian political leadership. The first agreement, signed in 2013, formally and legally calls into question the survival and functioning of a number of institutions that function in accordance with the legislation of the RS and are of vital importance for the security of the local population. As an important part of the institutional arrangement and organization of the protection and rescue system, civil protection units were formed within four municipalities in the north of Kosmet, as well as in other parts south of the river Ibar. The main task of the trained and trained general purpose units was to protect people, material and cultural goods and the environment from natural disasters and technical-technological accidents. However, a section of the international community, along with Albanian political leaders, views the unit as a "paramilitary organization" (despite their humanitarian character), demanding their immediate disbandment and involvement in Kosovo's provisional institutions. The aim of this paper is a systematic description and analysis of the current security situation in the southern Serbian province as well as the role of civil protection units in maintaining a stable security situation. The paper uses the method of content analysis of a number of relevant documents describing the attempt to include members of civil protection units in the work of Kosovo's provisional institutions.

The article analyzes the current situation with the access of farms to credit resources in the country and the world, a new approach to facilitating farmers ' access to credit resources is proposed. Surveys within the framework of the farm data monitoring system on the information base of the Center for Agrarian Research under the Ministry of Agriculture of the Republic of Azerbaijan revealed the current state of access of agricul-tural producers to financial and credit resources. The new approach addresses issues related to the imple-mentation of intermediary and guarantee functions by research institutes of the agricultural sector. The posi-tive influence of the latter on creditworthiness is shown due to the mediation between the bank and the farmer.

Post-fall of the New Order regime, the action of Islamic radicalism spreads out fast in Indonesia. Unluckily, actors and the perpetrators are mostly Muslimand claiming graduated from Islamic educational institutions. Radical Islamic movements nowadays are worrying the people and threaten the life of the nation that contains the values of pluralism, tolerance, and acculturative, including in religion. According to way of life on Indonesian, Pancasila, and the 1945 Constitution and the Republic of Indonesia which is the basics of nation and state are also threatened. even their movement tends to do with violence. Proven by the presence of several violent incidents that resulted in deaths were not counted. (National Agency for Counter of Terrorism, 28/8/2002). Therefore, Indonesia  (and even the world) needs strategies to prevent the anti-radicalism and terrorism. Learning the last fact, education that be designed by conforming new model of learning for Moslem Teacher is absolutely needed. The approach to the handle the Islamic radicalism must always be strived, One of models is through character education. Education is partly done by reconstructing the Islamic Religious Education (PAI) that is taught in educational institutions. Reconstruction of PAI should be able to produce learners that possess attitude of tolerant, moderate and inclusive. In short, there is a tendency of systematic efforts made by certain religious groups to teach the doctrine of religious hardliners among students of Elementary School (SD), that often reborn radicalization. Here, the writer will show how Moslem teacher can take anti-radicalims learing by some new models that can be implemented, namely the de-radicalization preventive, de-radicalization preservative against moderate Islam, and  curative deradicalised.

In the Republic of Tatarstan from 1995 to the first half of 1999, there were 18,376 road traffic accidents (RTAs). They affected 23558 people, killed 3525 and injured 20033. The accident severity index averaged 14.8 during that period. Downward trends in the severity of accidents in 1995, 1996, 1997, 1998 were rather telling: 26.9; 17.6; 16.9; 13.7; 11.8. In spite of that, Tatarstan looks unfavorable against the background of other territories of the Russian Federation. In order to identify the cause-and-effect relations of the severity of traffic accidents, we conducted an in-depth study of them in the territory of cities and agricultural districts during this period.

A study of condensate retention is presented for plain-fin-and-tube heat exchangers typical to those used in air-cooling applications. An experiment in which the retained mass of air-side condensate was measured under dynamic conditions is described, and the results are analyzed using conventional thermal-hydraulic measurements of j and f. With the coupling between condensate retention and thermal performance established, a new model for predicting the mass of retained condensate is described and compared to the steady-state retention data. The model is successful in predicting retained condensate under relatively restricted conditions. The promise of this new approach, and possible refinements that will add engineering value are discussed.
