The network of permanent GNSS stations of the Republic of Srpska is located in a fairly seismic area and belongs to different sides of regional faults. This paper provides an overview of the stability tests for fifteen permanent stations of the SRPOS network using the published precise ephemeris of the International GNSS Service (IGS) and the downloaded RINEX data from the permanent GNSS stations of the SRPOS network. The research was conducted for the data taken during the period from April 2015 to March 2016. The paper presents position vectors for permanent stations ranging from 0.71 mm (permanent station Srbac) to 22 mm (permanent station Nevesinje).

The aim of this study was to compare the stability and texture of three zinc oxide suspensions with different additives. Suspension 1 was made as official magistral formulation Suspensio album 7.5% from Formulae magistrales 2008. Suspension 2 was prepared when 1% carbomer gel was added to suspension 1 and suspension 3 was prepared when polysorbate 20 was added to suspension 2. After stability tests, texture analysis was performed on all suspensions. Following parameters were measured: hardness cycle 1, hardness cycle 2, cohesiveness, adhesiveness, resilience and springiness. The study showed that suspension 3 had the lowest value of hardness, and therefore the best spreadability. Also, suspension 3 was the least sticky of all three, since it was characterized with the lowest adhesiveness. Further, suspension 3 was the most cohesive and is predicted to withstand the stress during packing and use longer than others. On the other hand, the highest values of resilience and springiness were detected for suspension 1, while the lowest was related to suspension 2. Therefore, the best textural characteristics were assigned to suspension 3. This result is in accordance with the results of performed stability tests. The results of our study offer insight into potential improvements of the current magistral formulation Suspensio album 7.5%.

As Jakarta is working to resolve the South China Sea (SCS) territorial dispute through its role as an honest broker, Beijing seems to lead the SCS conflict right into the foremost defense of the Republic of Indonesia. This is indicated by the China Coast Guard (CCG) aggressive actions in guarding illegal fishing in Natuna Sea. The conflict escalation raises the question of whether Natuna will enter into the SCS territorial dispute. However, these concerns did not occur due to the appropriate response of Jakarta in maintaining the stability of the region without undermining its defense of its territorial sovereignty. Significantly strengthening the defense in Natuna does not create a security dilemma for ASEAN member countries as it is done in conjunction with the border diplomacy effort. This shows the success of border diplomacy as indirect deterrence against China. This paper will be divided into 4 sections, first the author will give an overview of the SCS conflict and the threats to maritime security in Natuna. Next will be described the concept of ‘middlepowermanship’ according to Cooper, Higgot and Nossal who states that the middle power is reflected from the characteristics of foreign policy. This paper finds that the response reflects the Indonesia’s consistency as a middle power. Proved by Indonesia’s niche diplomacy under Jokowi administration, as well as the role of Jakarta as coalition builder for ASEAN.

Computer methods for stability analysis of the Roesser type model of 2D continuous-discrete linear systemsAsymptotic stability of models of 2D continuous-discrete linear systems is considered. Computer methods for investigation of the asymptotic stability of the Roesser type model are given. The methods require computation of eigenvalue-loci of complex matrices or evaluation of complex functions. The effectiveness of the stability tests is demonstrated on numerical examples.

The stability of agricultural machines, earth-moving machines, snow-compaction machines and, in general, of all vehicles that may operate on sloping terrains is a very important technical feature and should not be underestimated. In fact, it is correlated, above all, to the safety of the operators, but also to the preservation of the structural integrity of these vehicles, to the prosecution of the activities and to the preservation of the economic investment. Although these facts are well-known, the international legislation and technical standards do not yet have a sufficient level of detail to give an all-inclusive quantification of the stability of the vehicle under examination in all its working conditions, e.g., at different inclination angles of the support surface, at different climbing angles of the vehicle on the slope, with different tires and inflating pressures, and on different terrains. Actual standards limit the stability tests to the experimental measurement of the lateral rollover angle only. Furthermore, the realization of unconventional test equipment able to widen the usually-tested scenarios could not be simple, due to the necessary size that such equipment should have (to perform tests not in scale) and to the related difficulties of handling full-scale vehicles. This work illustrates the applications of a new rig for testing the stability of vehicles, able to address all the above-illustrated issues and of possible future adoption to certify the stability performance of machines and perform homologations. This installation, named “rotating platform” or “turntable”, has the peculiarity of being able to move the machine positioned on it according to two rotational degrees of freedom: (1) overall inclination of the support plane, (2) rotation of the support plane around an axis perpendicular to the plane. The same installation is also designed to record the weight supported by each wheel of the machine placed on it (by means of four sensorized quadrants), both when the platform is motionless and while the above-described movements of tilt and rotation are being carried out, thus locating precisely the spatial position of the vehicle center of gravity. The presented physical-mathematical models highlight the great potential of this facility, anticipate the outcomes of the recordings that the experimenters will have at disposal when the test rig will be effectively active, and help the future understanding of trends of data, thus maximizing the available information content.

The present paper outlines the results of full-scale tests of climatic stability and the study of resistance to the action of hydrocarbon media of rubbers based on BNKS-18-18 (butadiene-nitrile rubber) and Hydrin T6000 epichlorohydrin rubber containing one of 6PPDstabilizerwith an aromatic amine moiety widely used in synthetic rubbers. Samples are exposed in an open ground under natural conditions of exposure to climatic external factors of Yakutsk in the Republic of Sakha (Yakutia), as well as in the oil environment of Talakanskoye field and I-50A hydraulic fluid in an unheated room. Such indexes of the samples as conditional tensile strength, elongation at rupture, hardness and degree of swelling are measured to determine the resistance of rubbers to aging after the first, third, and sixth months of exposing. The results of the study reveal the contribution of 6PPD stabilizer in maintaining the stability of the physical and mechanical properties of BNKS-18: rubber containing 6PPD has less property changes both in the open air and in hydrocarbon media compared to rubber without a stabilizer. It should be noted that the oil environment is the most aggressive environment, the swelling of rubbers in oil leads to a significant reduction in strength due to a decrease in intermolecular interaction.6PPD stabilizer occurred less effective for the rubber based on Hydrin T6000: changes in properties of the samples containing the stabilizer are larger than those of the samples without the stabilizer. However, unlike BNKS-18-18-based rubber, the swelling of rubber based on Hydrin T6000 led to the greatest stability of the physical and mechanical properties in the oil environment compared to the open air and hydraulic fluids.

In the article, we had considered the problems of state regulation of the agro-industrial complex of the Republic of Kazakhstan which include improving the provision of food for the population, maintaining economic parity between agriculture and other branches of the economy, convergence of income levels to agricultural and industrial workers, protecting domestic producers in agro-industrial production, the regulation of the development of the agro-industrial complex is aimed at ensuring food security, the stability of the agro-industrial complex market, the formation of an effective business system, the support of competitive domestic products, and improving the living standards of the rural population through creating conditions for plant management and animal management, processing agricultural raw materials, providing veterinarians and phyto -sanitary safety and technically equip, as well as the development of social and engineering infrastructure. Also the principles and methods of state regulation of the agro-industrial complex are given. The economic and management organizations had proposed measures necessary for state regulation of the agro-industrial complex within the country. The factors that should be taken into account when developing and implementing agrarian policy are indicated.

ABSTRACTWe report on the fabrication and stability tests of single junction a-Si:H, and tandem junction a-Si:H/a-Si:H solar cells using the ECR process under high hydrogen dilution (H-ECR process). We show that devices with high fill factors can be made using the H-ECR process. We also report on the stability studies of the solar cells under 1 and 2-sun illumination conditions. The solar cells show very little degradation even after 500 hours of illumination under 2 x sunlight illumination.

The article analyzes the principle of legal certainty, the constitutional presumption of knowledge of the Constitution of the Republic of Kazakhstan and laws, and the obligation to comply with them. The contribution of constitutional law scholars to the development of the constitutional theory is emphasized. The author studies the political, legal, and social essence of the Constitution of the Republic of Kazakhstan as a kind of legal and cultural phenomenon that determines the development of Kazakhstan's society and state after independence. The full constitutional and legal characteristics of the sovereignty of the Republic of Kazakhstan and the significance of the Constitution in its strengthening and development are given. As criteria of constitutional law called the supremacy and direct action of the Constitution; effective work of state bodies in order to create favorable conditions for the development of society and the rights and freedoms of citizens and their associations, the performance of their legal responsibilities; ensure the inevitability of bringing perpetrators to legal liability. Attention is drawn to the fact that the principle of the supremacy of the Constitution, which ensures constitutional law and order, can be understood in two aspects: material and formal; their content is revealed. It is concluded that even the ideal text of the Constitution cannot guarantee its supremacy without its implementation in the constitutional legal order. The author substantiates the conclusion that the constitutional law and order presupposes the stability of the Constitution and the inadmissibility of its frequent amendments that are not objectively necessary.
