Against the background of the latest vehement discussions in West-Germany on the implementation of the NATO twin-track-decision this article analyses the current concepts of security and détente presented by the main political forces as well as their historical dimensions. The Christian Democrat/Liberal government pursues a pragmatic Atlanticist security policy, which is based largely upon Adenauer's principles such as exclusive definition of West German interests in the framework of the Alliance, rejection of one-sided disarmament and nuclear disengagement. Nevertheless, the government Kohl has adopted the main instruments of the new "Ostpolitik" in order to establish the calculability of West German policy in East and West. Détente is no considered as a political aim in itself. The Social Democrat concept of a security partnership with the East is strongly influenced by the principles and methods underlying the new "Ostpolitik". This concept aims at the creation of a denuclearized zone in Central Europe in order to facilitate a real détente between East and West. An optimistic view or détente appears to be an essential element of the political identity of the SPD. The ideas of the Greens and the "Peace Movement" - unilateral disarmament, creation of a denuclearized zone, renunciation on "first Use" - are variations of the pacifistic concepts already developped in the 1950's. The main reason for the formation of the "Peace Movement" is a change in West German political culture involving above all the younger population.

The paper discusses the issues of social projects development to meet the citizens’ needs or to resolve certain social problems by changing the social situation. The reason for designing social projects is responding to the challenges with conflicting, multi-vector development trends or those to be adequately addressed. Social projects demonstrate their specifics. In this context, the principal expert in their assessment is not the government or the project contractor but the society. In modern realia, it is critical to build a strong social state which can not be achieved through the government’s policies alone, however the combined efforts and close cooperation between the community and the state contributes to the desired effect. evidence revealed that such partnerships have gained great significance, although it is argued that there is a need to clearly demarcate the roles of each of the parties. An appropriate information platform was created in Ukraine that optimizes the process of selecting the best projects and accessing the results after their testing. Social projects have a large variety of forms, dimensions, sources of funding and terms of execution. The issue of project feasibility remains paramount. The key criteria to evaluate the social project implementation expediency are the following: harmonization of project proposals, business goals and the overall government strategic development plan; identifying the significance of the project results for the government; specification of the social project capability to adapt for most regions of the country; social project effectiveness. Social projects have become an essential element within the social protection framework, since modern society have no more expectations as to the government assistance, but ultimately seek to search for their own tools to resolve social issues through developing social projects and programs, attracting investment, etc.

In 2011, the Government committed to the introduction of Universal Health Insurance (UHI) ‘with equal access to care for all’ by 2016 (Government of Ireland 2011: 2). This chapter explores how proposals to implement a system in which every member of the population would be expected to take out health insurance – and mooted by politicians as a way to end Ireland’s two-tier health system – exhibited particular characteristics of advanced liberal modes of governing.Specifically, drawing on Rose and Miller’s (1992) conceptualisation of the ‘aspirations’ of advanced liberal government – governing at a distance, the management of risk, engendering individuals to take responsibility through choice, and the fragmentation of the social state into multiple communities – this chapter demonstrates how while a political rhetoric may have stressed the significance of UHI as a basis for promoting solidarity and fairness, it is hard to avoid the conclusion that the policy would have represented a further shift towards the marketization of Irish healthcare.

Purpose The participation of society is a valuable aspect of the governability of cities, for it strengthens the citizens’ collaborative component. Such participation, which is seen as social, is considered an essential element for the design of a smart city. This study aims to identify the factors that contribute to social participation in the definition of budgetary instruments’ planning. Design/methodology/approach Concerning the methodological instruments, this study is characterised by a quantitative and descriptive approach and uses a multivariate data analysis with a sample of 235 respondents. Findings The study’s findings identified a framework that portrays elements that collaborate with the social participation in the definition of the public administration’s budgetary instruments, which are considered as elements that are able to develop the role of the popular participation and are characterised by the definition of a smart city by enabling more assertiveness in society’s needs. Practical implications Identification of a framework that brings out elements that are able to develop the popular participation in the definition of budgetary instruments. Then, one scale of elements that contribute to social participation in the definition of the public administration’s budgetary instruments theoretically represented and statistically validated, thus contributing to the continuity of studies on social participation. Social implications Through studies on social participation in budgetary planning, it is possible to guarantee a better allocation of public resources through intelligent governability. Originality/value The research can bring theoretical elements about social participation in the definition of budget instruments for a statistical convergence through the perception of the sample.

In the years following German reunification, East and West German parents (282 mothers and 207 fathers) were interviewed about attitudes to the rearing of their 7- to 13-year-old children and about their social networks. Path analyses show that East German parents engage in more protective and less permissive parenting, and that East German fathers raise their children in a more traditional and authoritarian manner than their West German counterparts. In part, these differences can be attributed to the strong family orientation of East German parents (many and intensive kinship relations, few friends). Further analyses show that corollaries of the social upheavals in East Germany, namely closer cohesion of the immediate family and a decrease in the social support provided by the extrafamilial environment, are associated with protective attitudes to parenting and hence with the tendency to limit children’s freedom of decision-making.

On the international scale of measurement, Vietnam stands out as a country that has successfully accomplished the objectives of minimizing the spread of COVID-19. These objectives have been achieved through several factors, including the Government’s commitment, excellent success of the health service, and the “wholeheartedness” of the armed forces, especially the social consensus, which is clearly reflected in the decisions and policies made. Among those crucial decisions, the stable social security system has been the key priority of the government of Vietnam because it provides a strong foundation for the disadvantaged, who are not expected to overcome the pandemic based on their low-level “resistance.” The article aims at illustrating Vietnam’s social security interventions and strategies when faced the global COVID-19 pandemic and it also draws some experience that need to be referenced in implementing Social Security Society witnessed from Vietnamese reality.

A Regulation Approach framework has been adopted to analyse the very rapid period of change in social security policy since the late 1980s. It is argued that the changes can be explained in terms of a number of regulatory dilemmas which emerged or were intensified under neo-liberal capital accumulation. Some of the regulatory dilemmas – high levels of economic inactivity, inflationary pressures consequent to higher employment and low levels of wages – it was thought could be managed through the social security system using what we call ‘market workfare’; by which we mean in-work means-tested social security benefits which have some measure of compulsion to work attached, such that it counts as workfare. The aim of in-work benefits is to reduce wages further so that the market can respond by creating more low-wage employment. By this stratagem it is the market which responds to labour demand, rather than the government creating work opportunities. The parliamentary neo-liberal right's approach to ‘market workfare’ is discussed, and then it is suggested that the marked similarities between New Labour and the previous parliamentary neo-liberal right can be explained because both administrations were attempting to manage the same regulatory dilemmas.

At the present time, the Government of the Russian Federation is engaged in the development and preparation of a number of national projects aimed at accelerating the social and economic development of the country. In the course of this undertaking, the Government should pay special attention to the technology involved in the projects, which contributes to the relevance of the study. The study aims is to improve the methodology of project technology as a part of public management in the aspect of the implementation of national projects. The main tasks within the study were: reviewing the organizational and management structures of a national project, clarification of the definition of a national project from the perspective of project management. In order to solve the problems stated in the study, empirical and theoretical methods were used, including an analysis of the national regulatory framework and methodology in the field of project management; systematization of organizational and management structures; comparison of project management models for the implementation of comprehensive planning documents as adopted in the Russian Federation. As a result, we have identified a number of features and problems arising in the process of integration of projects at the regional and municipal level, elaborated the concept of a national project, and proposed to introduce it to the Russian legislation.

A commonly accepted definition of the democracy is; “Rule of the majority by the supreme power vested in the people and exercised by them directly”. The democratic government may remain in power until and unless people repose the confidence over it. In Pakistan the main reason of failure of the democracy is that, it is generally against the social behavior of Pakistan. Just because of this the democracy could not come around in Pakistan, yet people cannot be incriminated for the same. The history is witnessed that Pakistani people had supported all social movements having collective ambitions but unluckily after freedom no political party or leadership was available to Pakistanis which could do something for them. Soon after freedom bureaucrats had prevalence in the government due to this the overall control remained in the hands of Governor General or non-representatives. So, democratic institutions could not attain freedom from them. Undoubtedly from the beginning the Pakistan Army attained a dominating role in the system of government and in the field of politics and during the last 60 years they remained in rule for more than a half of the tenure and the political governments were never allowed to take any step freely. In the current scenario Pakistan should have to pass through a democratic way which was stopped by the Armed forces and bureaucracy by adopting different means.

Discussion of the need to reform psychiatric services in former West Germany started relatively late. It was only in the late 1960s, when the government changed from the conservative Christian Democrats to a coalition of the Social Democratic and Liberal Parties, that psychiatry became a public issue for the first time since World War II. Parliament appointed an expert commission, which after four years gave a comprehensive report in which the inadequate care of mentally ill patients was criticised.

The economic and security stability of Serbia is closely related to the state and development potentials of the Serbian defense industry. Accelerated development and integration into the flows of the national and international economy of this sector of the economy, through the procurement of new technologies, and the growing export potential in recent years has been recognized as an essential element of the national security policy of the Republic of Serbia.The Defense Industry of Serbia today is a guarantor of the security of vital defense interests and significantly influences economic activity. Competitive advantages distinguished by the defense industry of Serbia are the professional competence of the employees, the volume of production capacities, the recognition and competitiveness of certain segments of the production program in the foreign market, the scientific research community and the experience in research, development of certain products and the production itself. A steady development of the entire economy must to provide preconditions for increasing the budget aimed at defending the country. That would be one the parties allowed to increase production in factories of the Serbian defense industry, and with others would influence the easier placement of individuals combat systems, weapons and military equipment in foreign markets. The paper analyzes systematically the export potential of this industrial branch, as well as its impact on the overall economy of Serbia and the economic activity of the country.The results of the survey also show adequate measures that the Government, through its line ministries of defence, should take to ensure continuity in production and ensure further sustainable development of the industry.
