The economic and security stability of Serbia is closely related to the state and development potentials of the Serbian defense industry. Accelerated development and integration into the flows of the national and international economy of this sector of the economy, through the procurement of new technologies, and the growing export potential in recent years has been recognized as an essential element of the national security policy of the Republic of Serbia.The Defense Industry of Serbia today is a guarantor of the security of vital defense interests and significantly influences economic activity. Competitive advantages distinguished by the defense industry of Serbia are the professional competence of the employees, the volume of production capacities, the recognition and competitiveness of certain segments of the production program in the foreign market, the scientific research community and the experience in research, development of certain products and the production itself. A steady development of the entire economy must to provide preconditions for increasing the budget aimed at defending the country. That would be one the parties allowed to increase production in factories of the Serbian defense industry, and with others would influence the easier placement of individuals combat systems, weapons and military equipment in foreign markets. The paper analyzes systematically the export potential of this industrial branch, as well as its impact on the overall economy of Serbia and the economic activity of the country.The results of the survey also show adequate measures that the Government, through its line ministries of defence, should take to ensure continuity in production and ensure further sustainable development of the industry.

Abstract The paper analyzed policy effects of Double Taxation Agreements (DTA) between Tanzania and India. The study employed desk study and mini-field research survey purposely to obtain primary data and qualitative information from the Tanzania Revenue Authority (TRA), High Commission of India and Indian companies. The paper found that Tanzania has no comprehensive national taxation policy which incorporates DTAs. The current treaties do not protect the government revenue losses. The loopholes include the denial of taxing the gains made by investors selling assets. However, the contribution of Tanzania-India DTAs in Foreign Direct Investment, (FDIs) flow in Tanzania has been significant positive. Indian FDIs have positive effects on Tanzanian employment. Moreover, the investments from India have brought massive capital flows and new technologies into the country. Tanzania-India DTA is more potential for sustainable national development. The study recommends the need to review and formulate New National Investment Policy 2019 that effectively integrate into sustainable fiscal and sector policies. Tanzania has to review all DTAs with aim of minimizing government revenue losses and to renegotiate all existing DTAs adopting UN Model Tanzania. It has to rationalize favoured bilateral treaties to signal their commitments to stable, correct, and often favourable treatment of foreign investors. Tanzania has to implement the Goal #17 of Sustainable Development Goal as that of “Partnering for Development” as a strategy to strengthen the means of implementation and revitalize the global partnership for sustainable development.

Against the background of the latest vehement discussions in West-Germany on the implementation of the NATO twin-track-decision this article analyses the current concepts of security and détente presented by the main political forces as well as their historical dimensions. The Christian Democrat/Liberal government pursues a pragmatic Atlanticist security policy, which is based largely upon Adenauer's principles such as exclusive definition of West German interests in the framework of the Alliance, rejection of one-sided disarmament and nuclear disengagement. Nevertheless, the government Kohl has adopted the main instruments of the new "Ostpolitik" in order to establish the calculability of West German policy in East and West. Détente is no considered as a political aim in itself. The Social Democrat concept of a security partnership with the East is strongly influenced by the principles and methods underlying the new "Ostpolitik". This concept aims at the creation of a denuclearized zone in Central Europe in order to facilitate a real détente between East and West. An optimistic view or détente appears to be an essential element of the political identity of the SPD. The ideas of the Greens and the "Peace Movement" - unilateral disarmament, creation of a denuclearized zone, renunciation on "first Use" - are variations of the pacifistic concepts already developped in the 1950's. The main reason for the formation of the "Peace Movement" is a change in West German political culture involving above all the younger population.

To safeguard security that was the idea why the concept of CI was invented. The concept of critical infrastructure (CI) is based on the critical elements, assets and interrelations among them. The functionality of this system is essential for State security and for the fulfillment of vital State functions. The concept of the CI has its political, social and economic dimensions.

Resumo A Economia Criativa compreende atividades resultantes da imaginação de indivíduos, com valor econômico. A sociedade informacional tem ainda a economia como fonte de grandes transformações, influência que se aplica também de forma inversa. Nesse ponto, a criatividade hoje, ligada à inovação, à tecnologia, à produção e à transmissão do conhecimento, é vista para muito além do simples pensar e do criar, é um elemento indispensável à economia e à sociedade, pois uma sociedade que anseia por informações e pelo desenvolvimento cada vez maior de novas tecnologias para servir consumidores exigentes não pode se imaginar sem criatividade. O presente artigo busca formular os fundamentos para a construção de um Marco Regulatório para a Economia Criativa no Brasil. Isto a partir do entendimento de que a Economia Criativa promove o desenvolvimento sustentável e humano, de forma inclusiva social e tecnologicamente, ou seja, não se trata uma visão de mero crescimento econômico. Informational Society is still the economy as a source of great changes, influence which also applies in reverse. At this point, creativity today, linked to innovation, technology, production and transmission of knowledge, is seen far beyond mere thinking and creating, it is an essential element of the economy and a society that yearns for information and the increasing development of new technologies to serve demanding consumers can not be imagined without creativity. This article seeks to formulate the foundation forthe construction of a Regulatory Framework for the Creative Economy in Brazil. This is based on the understanding that the Creative Economy and Sustainable Development promotes the human, social and technologically inclusive way, i.e. it is not a simple vision of economic growth. This is because the new concepts inherent in the Creative Economy embrace the use of technological tools (ICTs) in its interface with education, architecture, design, training of creative, the Local Productive Arrangement (APL) and the creative industries (CIs). The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The article analyses the role of renewable energy in the process of the development of the energy market of the East African Community (EAC) . The author underlines the necessity of finding solutions for such challenges as rising wood and charcoal prices, deforestation, lack of affordable and reliable electricity for a large number of consumers. The study reveals that nowadays the percentage of people with access to modern sources of energy is very low, varying from 7 % in Burundi to 36% in Kenya, although the EAC countries made significant progress in 2000s. Most people in rural areas rely on traditional biomass for cooking and heating, which leads to ecological and health problems. The author concludes that renewable energy development is considered by the Community as one of the prospective ways for providing energy to remote regions in view of abundant solar, wind and geothermal resources. Their strategy aims at the construction of micro and mini hydro stations, stand-alone solar PV systems and off-grids for rural population usage. The study shows that the investment in off-grid renewables has been steadily rising in recent times . Analyzing grid-connected power generation electricity, the author elicits that it is also based on renewable electricity, which accounts for 65% of the total amount. Kenya, with the highest installed capacity in this sector, is investing mainly in geothermal, solar and wind sources of energy, while the others are focusing on hydropower and solar. For the purpose of attracting private investment, the EAC partner states adopted different regulations, including Feed-in Tariff, zero-VAT and GET FIT Programme. The author assumes that renewable energy financing is one of the main challenges despite the support of different international financial institutions, such as the World Bank, UNIDO, AfDB and others. Nowadays energy efficiency measures are becoming important instruments for the EAC countries resulted in power savings. The other important trend is increasing cooperation among them due to their grid-connected power systems in the East African Power Pool. In this context, in November 2017, the EAC Partner States adopted Energy Security Policy Framework, in order to ensure the sustainable development of their energy sector.

The article discusses the possibilities of automation of legal activities. Special attention is paid to the new branch of the business LegalTech, which allows providing legal services using information technology. Some projects in this area are briefly described: FreshDoc document designer, VideoContract app, and electronic trading platforms such as Legal Space and Pravoved.Ru. Although the legal community is not quite ready to work in such conditions, higher education institutions are already reforming their curricula, developing disciplines that allow gaining professional competence in introducing technologies that automate legal work, and so on. The author, in turn, offers using chat bots in legal clinics, gives examples of new disciplines for master’s degree programs, considers the idea of passing final examinations outside universities in certification centers, etc. It is emphasized that in jurisprudence there are a lot of typical situations in which typical decisions need to be made, and here artificial intelligence will be a good helper, and scientists will have more time to undertake a comprehensive analysis of law. Thus, even with the advent of new technologies, the creative work of lawyers will always be in demand.
