The purpose of this paper is to advocate the creation of a legislative drafting manual that would suit the needs of all those concerned with the legislative process. The order and editing of the Manual are examined in two successive parts. The proposed Manual outlines an editing, conservation and retrieval method. A comprehensive classification scheme would cover all steps, all aspects and all fields of legislation. An editor / coordinator would assure control and follow-up on the Manual which would be published in parts, through a Bulletin. The classification scheme would allow users to classify all sections or parts according to their needs.

This chapter examines how legislators associated with the conservative movement thrived in a congressional process that liberals had helped to create. It first considers how Congress was reformed in the 1970s, focusing on its transition from the committee era to the contemporary era and how the reform coalition of 1958–1974 helped end the committee era. It then compares the contemporary Congress to the committee-era Congress and how the new legislative process contributed to the fortunes of the conservative movement. It also discusses the decentralization and centralization fostered by congressional reforms, the creation of the Conservative Opportunity Society in 1983 by young mavericks in the Republican Party, congressional conservatives' disappointment with the presidency of George H. W. Bush, and the Republican congressional reforms of 1995. The chapter argues that the state endured despite the political success of American conservatism in Congress.

ABSTRACT Background: Eyelids are important structures and play a role in protecting the globe from trauma, brightness, in maintaining the integrity of tear films and moving the tears towards the lacrimal drainage system and contribute to aesthetic appearance of the face. Ophthalmic trauma is an important cause of morbidity among individuals and has also been responsible for additional cost of healthcare. Periocular trauma involving eyelids and adjacent structures has been found to have increased recently probably due to increased pace of life and increased dependence on machinery. A comprehensive classification of periocular trauma would help in stratifying these injuries as well as study outcomes. Material and Methods: This study was carried out at our institute from June 2015 to Dec 2015. We searched multiple English language databases for existing classification systems for periocular trauma. We designed a system of classification of periocular soft tissue injuries based on clinico-anatomical presentations. This classification was applied prospectively to patients presenting with periocular soft tissue injuries to our department. Results: A comprehensive classification scheme was designed consisting of five types of periocular injuries. A total of 38 eyelid injuries in 34 patients were evaluated in this study. According to the System for Peri-Ocular Trauma (SPOT) classification, Type V injuries were most common. SPOT Type II injuries were more common isolated injuries among all zones. Discussion: Classification systems are necessary in order to provide a framework in which to scientifically study the etiology, pathogenesis, and treatment of diseases in an orderly fashion. The SPOT classification has taken into account the periocular soft tissue injuries i.e., upper eyelid, lower eyelid, medial and lateral canthus injuries., based on observed clinico-anatomical patterns of eyelid injuries. Conclusion: The SPOT classification seems to be a reliable system to address eyelid injuries. This classification scheme would guide the ophthalmic and facial reconstructive surgeons to provide optimal outcomes in eyelid injuries. Based on the classification scheme and review of existing literature, an algorithm is presented to facilitate repair and reconstruction.

This chapter summarizes a landmark study in treatment of gastroesophageal (GE) junction tumors. Should an anatomically based classification scheme of GE tumors define the appropriate treatment approach for these tumors? Starting with that question, it describes the basis of the study, including funding, year study began, year study was published, study location, who was studied, who was excluded, how many patients, study design, study intervention, follow-up, endpoints, results, and criticism and limitations. The chapter briefly reviews other relevant studies and information, gives a summary and discusses implications, and concludes with a relevant clinical case involving possible gastrectomy and esophagectomy.

Autogenous arteriovenous access is the preferred access for hemodialysis patients with end-stage renal disease but is not feasible in a significant number of patients. The creation of a prosthetic arteriovenous access (PAVA) for hemodialysis using expanded polytetrafluoroethylene is technically simple and the short-term results are usually good, but the PAVA's 1-year patency rate is low (less than 60% in many centers). We have developed an integrated approach for the creation and maintenance of PAVAs, under the direction of a dedicated vascular access surgeon, involving preoperative imaging, anesthetic and surgical techniques, and a postoperative graft surveillance program, to improve patency rates. The design used was a prospective nonrandomized study. Between January 1, 1999, and December 31, 2001, 158 PAVAs were created (36.8% of the 419 fistulae created during this period). High-resolution duplex ultrasonography was added to careful clinical assessment in planning and follow-up of the dialysis access. The preferred method of PAVA creation was the forearm loop using tapered 4 to 7 mm stretch expanded polytetrafluoroethylene. After surgery, patients entered a program of close follow-up and regular graft surveillance and maintenance. Prophylactic surgical revisions and endovascular interventions were performed routinely according to ultrasonography findings to prevent thrombosis. Thrombolysis and thrombectomy were performed without delay when the PAVA thrombosed, minimizing the use of central venous access and salvaging the central veins. No patients were excluded from the study. One-, 2-, and 3-year assisted primary patency rates (including patients without occlusion but who were judged to require prophylactic revision) were 65%, 54.1%, and 48.8%, respectively. With surveillance-directed surgical revisions and endovascular treatment before or after occlusion, the 1-, 2-, and 3-year secondary patency rates (functional patency) were 91.4%, 84.3%, and 78.5%. Of the 158 grafts, 110 never occluded during the study period. There were 155 interventions in 74 PAVAs: 30 surgical revisions, 63 prophylactic endovascular procedures, and 52 instances of thrombolytic therapy combined with percutaneous transluminal angioplasty. The use of prosthetic arteriovenous access for hemodialysis, when autogenous arteriovenous access is not feasible, can still be associated with excellent long-term patency, in spite of previously published poor results, as long as good planning, close follow-up, and aggressive intervention (when indicated) are carried out.

Abstract This paper is the second from the “Salon Series on the Creation of Legislation on the Right of Association and Social Organizations”. This was a series of salons jointly hosted by Tsinghua University’s ngo Research Center, the Philanthropy and ngo Support Center, and the editorial office of the China Nonprofit Review. The formulation of a basic law on social organizations is an important issue for China’s social sector, and particularly for the social organization sector. It is also one of the conditions necessary for a transformation in the way social organizations are managed, from the current form of governance, which is achieved through administrative regulations, to management by ‘rule of law’ in the truest sense. Recently, in academic circles, many different lines of thought have developed about the formulation of a basic law for social organizations, including the argument for ‘governance through administrative law’, which adopts a public law perspective; the argument for ‘special civil laws’, which approaches the question from the perspective of private law; and the argument for a ‘combination of legal forms’. This paper explores the content of a basic law, as well as the objectives, nature of and skills involved in formulating such a law. It examines the necessity and feasibility of creating such legislation, and the key ideas that need to be transformed during the legislative process. At the same time, the paper considers the differences between this and the thinking behind other legislation such as the charity law.

Operation Cast Lead in Gaza did not come as a surprise to the Palestinians living within Israel's 1948 borders, but the severity of the onslaught sparked widespread popular protests, the most sustained and among the largest ever witnessed in the Arab community in Israel since the creation of the state. Protesters gathered daily, both spontaneously and under direction from the Higher Follow-Up Committee for the Arab Citizens of Israel, in rallies that took place from Sakhnin to Tel Aviv. These demonstrations——and the organizers behind them——were treated as hostile by both the Israeli media and the state security apparatus.

This article describes the creation of a grid of sustainable tourism indicators, specifically the strategy adopted by the Gaspésie and Îles de la Madeleine regions of Québec. First, a list of indicators recognized by experts, which systematically cover the dimensions of sustainable tourism, was compiled. In the second step, the indicators were coordinated with the sustainable tourism policy framework of each region, to operationalize the indicators while preserving their validity. This two-step strategy led to identification of a list of recognized and measurable sustainable tourism indicators consistent with the tourism policy of each region. This approach thus minimizes the risks of instrumentalization of the concept of sustainable tourism, and guarantees the validity of the assessment and follow-up approaches in this area.

A linkage is partially classified by identifying those links capable of unceasing and drivable rotation and those that are not. In this paper, we examine several planar single degree-of-freedom linkages to identify all changes to the physical parameters that may alter this classification. The limits on the physical parameters that result in no change in the classification are defined by transition linkages. More rigorously, a transition linkage possesses a configuration at which the matrix defined by the derivative of the loop closure equations with respect to the joint variables loses rank. Transition linkages divide the set of all linkages into different classifications. In the simplest cases studied, transition linkage identification produces a comprehensive classification scheme. In all cases, this identification is used to alter a linkage’s physical parameters without changing its classification and produces insight into the selection of these parameters to produce a desired classification.
