Abstract Following the recommendations of the Royal Commission on Bilingualism and Biculturalism, the Canadian and provincial governments undertook a wide array of measures to promote Canada's two official languages through education programs. Over the fifteen years following the passage of the Official Languages Act, minority and second official-language education programs developed in a markedly different fashion in the two provinces with the largest Acadian communities: New Brunswick and Nova Scotia. A combination of factors, including the demographic weight of the Acadian communities, the strategies of Acadian lobby groups, the attitudes of the majority and minority communities, and the ideologies of key politicians and civil servants must all be taken into account to explain the uneven development of official language education programs in these two “Acadian provinces”.

The Commissioner of Official Languages presents the evolution of linguistic rights from the time of Confederation up to the period of the Quiet Revolution in Québec. This survey dwells upon guarantees granted to linguistic minorities in Canada. At the Federal level of government, the author describes the consequences of the Royal Commission of Enquiry on Bilingualism and Biculturalism : The Official Languages Act and the Canadian Charter of Rights and Freedoms. At the provincial level of government, he draws up an overall account of the factual integration of these laws. His observations lead him to conclude that Canada will never be a homogeneous country with regard to linguistic rights and that minority aid systems are deficient. As a solution, the author underscores the timeliness of Federal-provincial arrangements with a view to creating specific development projects for official language minorities in accordance with local needs, but founded upon a common basis.

ABSTRAK: Penelitian ini bertujuan untuk mengetahui situasi tutur dalam pemakaian bahasa resmi pada domain pendidikan. Untuk memenuhi tujuan tersebut, penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data penelitian ini adalah tiga video dari situs jejaring youtube yaitu; Pertama youtube Mwira Albarizi yang berjudul Juara 2 Video Pembelajaran Bahasa Indonesia SMPN Banjit. Kedua, youtube SDN 1 Pringsewu Selatan yang berjudul Video Rapat Dewan Guru SD Negeri 1 Pringsewu Selatan. Ketiga, youtube Yoga 17 yang berjudul Contoh Video Negosiasi (Tugas Bahasa Indonesia) X MIPA 2. Data penelitian ini berupa kata-kata dan kalimat yang diucapkan oleh penutur dan mitra tutur yang ada dalam tanyangan video. Teknik pengumpulan data dilakukan dengan teknik simak-cata. Teknik analisis data yang digunkan dalam penelitian ini yaitu (1) penyajian data, (2) reduksi data, dan (3) penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa dalam pemakaian bahasa resmi pada domain pendidikan ditentukan dari tiga situasi yakni, hubungan peran, tempat peristiwa tutur, dan topik pembicaraan. Dalam pemakaian bahasa resmi pada domain pendidikan hubungan peran ini terjadi pada pendidik dengan peserta didik, kepala sekolah dengan dewan guru, dan antar teman. Tempat peristiwa tutur terjadi dalam domain pendidikan, seperti di dalam kelas, di ruang rapat, dan di lingkugan sekolah. Topik pembicaraan yang ditemukan sudah sesuai dengan pemakaian bahasa resmi dalam ranah pendidikan.KATA KUNCI: Bahasa Resmi; Domain Pendidikan; Sosiolinguistik  THE OFFICIAL LANGUAGE PHENOMENON IN THE EDUCATION DOMAIN ABSTRACT: This study aims to determine the situation of speech in the use use of official languages in the education domain. To fulfill that goal, this research uses descriptive research with a qualitative approach. The data source of this research is three videos from the youtube website namely; First, youtube  Mwira Albarizi entitled Juara 2 Video Pembelajaran Bahasa Indonesia SMPN Banjit. Second, youtube SDN 1 Pringsewu Selatan entitled Video Rapat Dewan Guru SD Negeri 1 Pringsewu Selatan. Third, youtube Yoga 17 entitled Contoh Video Negosiasi (Tugas Bahasa Indonesia)  X MIPA 2. The research data are in the form of  words and sentences spoken by speakers and speech partners in the video. The technique of collecting data is done by listening-note it. Data analysis techniques used in this study are; (1) presenting data, (2) data reduction, and (3) drawing conclusions. The results of this study indicate that the use of official language in the education domain is determined from three situations namely, the role relationship, the place off speech, and the topic conversation. In the use of official languages in the education domain this role relationship occurs in educators with students, principals with the teacher council, and between friends. The scene of the speech occur in the education domain, such as in classroom, in meeting rooms, and in school environments. AbstractThis paper proposes the notion of choreographed multilingualism to describe the top-down dimension of Singapore's linguistic landscape. Using a range of examples of official multilingual discourse, including public signage, exhibition artefacts, and print texts, it identifies a quadrilingual constellation that reiterates across different modalities, stabilizing into a visual-spatial formula. As a semiotic feature, the quadrilingual formula is an indexical that calls up the trope of neat multilingualism, whereby the four official languages of Singapore (English, Chinese, Malay, Tamil) are construed in a relation of equilibrium and equitability, while nonofficial/nonstandard languages, language varieties, and Chinese dialects are relegated to oblivion. The trope of neat multilingualism in turn evokes a larger sociolinguistic ambiance shaped by the official language policy and the language education system in Singapore. The paper theorises this situation in respect of Michel de Certeau's spatial theory, arguing that official discourses in Singapore corroborate the multilingual “place” produced by technologies of choreography.

Objectives: The aim of this paper is to assess the odds of suffering from anxiety or depression symptoms based on the presence of certain determinants of health for youth living in the province of New Brunswick, Canada, and in two linguistically different Official Language Minority Communities (OLMCs) in the same province.Methods: With a sample of 22,329 students from grades 7 to 12 in the province of New Brunswick, Canada, logistic regressions were performed to assess each determinant of health's effect on symptoms of anxiety and depression.Results: Some social determinants, like family support, social support and food insecurity, were identified as important determinants of mental health status regardless of linguistic group membership or community membership, while other determinants, such as alcohol use, cannabis use and natural environment, were more prominent in one OLMC than the other.Discussion: Social psychology and public health theories are used in an attempt to explain the results. Limitations and recommendations are also brought forward.

The Official Language Act plays a key role in the lives of Canadians. Its purpose is to ensure respect for English and French as the official languages of Canada in governmental and parliamentary institutions, support the development and vitality of official language minority communities, set out powers, duties and functions of federal institutions with respect to the official languages of Canada. The Government of Canada has decided to modernize the Act to ensure that it continues to serve Canadians in a changing environment. That is why the Government of Canada showed its commitment to promote, protect and update a law by sharing its vision for official languages reform in February, titled French and English: Towards a substantive equality of official languages in Canada. After 30 years since the last major update, a modernization of the Official Languages Act is necessary to allow the law to keep pace with the social, demographic and technological realities in today’s society, which did not exist during the last revision in 1988. The bill recognizes the diversity of provincial and territorial language regimes and focuses on learning opportunities of the first language in minority settings and on learning opportunities of a second official language in a majority situation to improve the rate of bilingualism among Canadians. The bill also seeks to protect institutions of official language minority communities both for the English-speaking minority in Quebec and for the French-speaking minority in the rest of the country, and proposes new ways to better protect French in Canada, including in Québec.

Abstract Brook trout and yellow perch collected while surveying New Brunswick and Nova Scotia headwater lakes were analyzed for DDT metabolites, chlordane, hexacyclohexane isomers, hexachlorobenzene, toxaphene and PCB’s. Concentrations of DDT metabolites were much higher from fish taken from lakes in north-central N.B. (200-700 ng/g wet wt) than from fish taken elsewhere (<10 ng/g). Seventy to 90% of the DDT metabolites was DDE. Chlordane (3-13 ng/g) was analyzed in seven trout, six of them from central N.B. areas with intensive agriculture. Isomers of hexachlorocyclohexane were in highest concentration from north-central N.B. (10-20 ng/g), eastern N.S. (5-15 ng/g) and southern N.B. (5-20 ng/g). In most cases, alpha-hexachlorocyclohexane (lindane) was the isomer in highest concentration. Concentrations of hexachlorobenzene in fish tissues was highly variable with no obvious geographic bias. PCB’s were detected in very few fish, and no toxaphene was detected.
