Topicality. The urgency is explained by the need of use of taxation regulatory leverage for stimulation of territorial communities cooperation, as well as the development of scientifically substantiated grounds for the economic cooperation of regional economic systems is to be developed in order to increase their socio-economic development and on the basis of improving of the institutional basis in favorable conditions for local self-government reform and inclusion of local systems globalization processes. In the process of active decentralization reform, realization of efforts to build effective local selfgovernance and achieve the development of territorial economic systems on the basis of European integration and the implementation of international best practices and trends, it is necessary to regulate the use of cooperation measures. The practice of applying of contractual forms of cooperation between administrative units in order to improve their economic capacity, which has been spread in the EU, has not been widely disseminated and implemented in Ukraine, despite its exceptional value as a measure to stimulate the socio-economic development of the regions and as an instrument for implementing of strategic documents initiatives on regional policy in Ukraine and in the EU.Aim and tasks. The purpose of the article is to determine the scientific basis for tax incentives for regional economic cooperation as a measure of increase of socio-economic development level, to substantiate the proposals of stimulation of the implementation of investment and innovative projects, that are aimed at improving the community's welfare on local, regional, national and international levels due cooperation tools and better use of local resources and the benefits of territorial units during their participation in economic exchange, that is - during the glocalization process.Research results. It's proposed the scientific principles of tax stimulation of economic cooperation at the regional level and the essence of regional economic cooperation process, achieved by administrative units, is determined. It's stated that such sense should correspond and improve the existing principles and provisions of the European regional policy, implementation means of which are to be updated in accordance with national features and trends of economic system development. The scientific principles and measures that are to stimulate economic cooperation are developed on the basis of actual provisions of the modern institutional environment, including the Tax and Budget Codes of Ukraine. It has been established that the proposed regulatory tax measures have become possible for practical use, on the basis of appropriate scientific justification, due to modern changes in the budget legislation and are promising for implementation, especially in the aspect of the implementation of new large-scale investment projects, and as a lever to support the development of economic growth.The list of local taxes and fees with the help of which it is possible to stimulate regional economic cooperation is determined, the methodical bases of the regulation of economic cooperation are formulated, in the context of inclusion of territorial communities in the processes of global economic exchange. The measures of stimulation of economic cooperation and implementation of strategically important investment projects with global character are proposed. The measures are to establish preferential rates for local taxes within the existing powers of local self-governmental bodies, the application of privileges for reinvestment operations, the drawing up of strategic plans for promising investment-oriented taxation at the territorial level communities and regions.Conclusion. The results of the research are outlined in the article, in the form of regulatory measures, and are actually necessary for central and regional authorities, since they contain a scientific justification for the effective promotion of economic transformations in a territorial context in according to the implementation needs of the reform of local self-governance and taking into account the influence of the processes of globalization. The prospect for further research includes the formulation of methodological approaches to the determining of tax regulators set that are to stimulate socio-economic development and stimulate regional cooperation, to assess the effectiveness of such regulatory measures.

We examine the application of scenario-planning techniques to the detailed and daunting challenge of city repositioning when policy makers are faced with a heavy history and a complex future context. We review a process of scenario planning undertaken in the Edinburgh city region, exploring the scenario process and its contribution to strategies and policies for city repositioning. Strongly rooted in the recent literature on urban and regional economic development, the text outlines how key individuals and organisations involved in the process participated in far-reaching analyses of the possible future worlds in which the Edinburgh city region might find itself.

The aim of this paper is to investigate the outcomes of Article 3 covering priority areas of economic development and liberalization and the Article 5 covering implementation of balanced, mutually beneficial and constructive foreign policy of “Uzbekistan's Development Strategy for 2017-2021” pioneered by Honorable Shavkat Mirziyoyev, President of Uzbekistan, who came to power in 2016. The method followed in this investigation is descriptive and literature and data used are acquired via electronic library and inter-net. It is concluded that President Mirziyoyev’s new initiative is to motivate Central Asian states in that they may develop a mutually benefitted regional economic cooperation among themselves and pursue a balanced, mutually benefitted and constructive foreign policy vis-à-vis China and Russia.

The Colombo Plan has been defined as “a cooperative plan to enable members to help one another through bilateral arrangements for assistance, both capital and technical. Its objective is to raise the standard of living by accelerating the pace and extending the scope of economic development in the countries of South and South-East Asia with special emphasis on the production of food.” Frederick Benham, British economist and student of the Plan, has called it “one of those voluntary and flexible arrangements based on goodwill which are not subject to any formal rules—it is not really a plan at all. It may be regarded as an envelope covering the development programs of member countries in South and South-East Asia.”

Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS
