In view of the dire state of literacy levels in South Africa and the fact that few literacy programmes provide research reports to evaluate best practices and effectivity, this article reports on the evaluation of a literacy project. The project, inspired by two children, is referred to as the Zoë-reading aloud project and targeted children in and around Upington in the Northern Cape, South Africa. The project was set up according to acknowledged reading promotion principles and it was structured to collect detailed data. Qualitative and quantitative data collection methods were used and a selection of methods provided reliability. The findings of the analysis of a collection of data for a period of 15 months revealed the best practices of the project. It highlights, for example, the need for financial assistance and challenges the concept of family literacy in low-literate and poor communities.

The aim of this chapter is to interrogate and diagnose the concept of smart cities as it has been applied to Sub-Saharan Africa (SSA) in a bid to decrypt the opportunities and challenges characterizing its manifestation in space and actuality. The chapter is a product of the critical engagement of scholarly work that compares the best practices in the development and promotion of the smart city concept against those practices that are antithetical and retrogressive in light of this good cause. To crystallize the realities, the chapter makes use of case studies that speak to these contrasting experiences. Case studies in SSA reveal differential practices with South Africa emerging as a country doing very well relative to others in the region. Some cities, especially the small and intermediate ones, fail to break even in terms of the revenue collections. This is partly because they have failed to attract investment in the form of industries or retain them because of politically induced instabilities.

Consultants are retained to assist libraries in identifying, designing, and implementing solutions to a wide variety of strategic, management, operational, and human resources issues. The goal of the library-consultant relationship is to improve the operations of the organization. Although often unrecognized as such, law librarians are natural consultants. Librarians are problem solvers, and as such develop and use many of the same skills as consultants in their everyday roles in the law library.For those versatile librarians skilled in change management and interested in pursuing these challenging professional opportunities, this article discusses best practices for library consultants and provides advice on how to avoid pitfalls in the context of an international case study. Part I of the article provides an introduction to professional consulting. Part II discusses the author's case study, a six-month fellowship with the Legal Resources Centre of South Africa. Part III then concludes the article with an articulation of the skills and talents exhibited by successful consultants to enable interested readers to better understand if consulting is an opportunity matched to their professional interests and skills.

Purpose The purpose of this paper is to critically analyse and discuss the identification of a generic investigation process to be followed by the commercial forensic practitioner in South Africa. Design/methodology/approach This paper is a cross-sectional design that commenced with a review of the current available literature, highlighting the different approaches, processes and best practices used in local and international forensic practices. The methodology includes primary data collected with questionnaires from commercial forensic practitioner (N = 75) process users. Findings This paper identifies the following five distinct categories in the forensic investigation process, with sub-processes, namely, initiation, planning, execution, reporting and reflection. Research limitations/implications The study focuses only on the South African members of the Institute of Commercial Forensic Practitioners (ICFP) fraternity in South Africa as the ICFP is a leading body that, through membership, offers a recognised professional qualification in commercial forensics. Practical implications An investigation process for commercial forensic practitioners in South Africa could be used by the ICFP that would provide a governance structure for the ICFP. Originality/value The originality of this paper lies in setting out of an account of forensic accounting processes and best practices nationally and internationally. The missing knowledge is that no such research is known to have been conducted in South Africa. Currently, to the authors’ knowledge, no formalised investigation process exists. The contribution of the study is that by using an investigation process, it may enhance the quality of forensic investigations and contribute to the successful investigation and prosecution of commercial crime in South Africa that will be beneficial to all stakeholders.

Background: Integrated Financial Management Information Systems (IFMIS) can improve public sector management by providing real-time financial information to managers in order to enhance their decision-making capabilities. The South African Public Service is currently busy with the implementation of an IFMIS. However, the implementation of such a project has proved to be a very demanding undertaking and has not been met with resounding success.Objectives: The research was conducted in order to identify the challenges and risks that are involved in the implementation of the IFMIS in South Africa. After identification of the challenges and risks, solutions or guidelines were developed that may make the implementation more successful.Method: The methodology that was used is that of a literature study where theories were explored and used to solve a research problem. Based on the theoretical research, solutions and guidelines were developed to solve challenges and risks experienced.Results: The results indicated that there are a number of challenges involved with the implementation of an IFMIS. A set of best practice guidelines was developed that may make the implementation more successful.Conclusion: The sheer size and complexity of an IFMIS poses significant challenges and a number of risks to the implementation process. There are, however, critical success factors or best practices that can be used for the project to succeed. It is recommended that these best practices be used by the South African Public Service.

Introduction: Collaboration within the Health sector in South Africa is becoming pivotal in respect of cancer, HIV-AIDS, tuberculosis and NCD's screening and treatment to communities living in South Africa. Collaboration with the private sector has been the key driver as government cannot provide funding and as part of CSI initiatives, private sector has to have a quick win. This is how NGOs receive funding from the private sector to deliver cancer services to communities within rural areas in South Africa. Our collaboration is built on Public Private Partnerships (PPP) platform. Our collaboration continues within an alliance structure that allows PinkDrive to build footprint as well as create greater platforms and networks for funding, strategic opportunities and building a greater recognized service orientated base. Objective: The primary objective of the introduction of collaboration for PinkDrive-MBTM is to create a 1-roof testing where communities/society can receive cancer and other related services from corporate funding and sponsored health/social services. The other objective is to collaborate on best practices, successful processes delivered at many points creating awareness and informing the nation who are either infected or affected by cancer. Methods: 1. We work closely with corporates who are seeking effective health campaigns for their CSI/CSR initiatives or projects. 2. Once funding is confirmed and designated areas are identified, PinkDrive/MBTM then collaborates with identified partners to take cancer and other services (health screening and testing) to the respective remote/rural area. 3. Remote areas with reduced access to specialized health and basic care services are specifically targeted especially HIV-AIDS. 4. Collaboration allows PinkDrive/MBTM and its partners to captured patient histories, identification, and treatment (pre- and postscreening) for effective screening services. Results: 1. In a collaborative structure, we have found that the patient is privy to understanding the level, importance and stage of cancer with other related illnesses. 2. Through collaborative structures, holistic healthcare services and medical treatments are monitored, measured and managed appropriately at the relevant healthcare institutions. 3. Due to the funding received by corporates for such cancer services, PinkDrive mobile trucks are on the road offering its cancer services with other partners. Conclusion: Collaborative initiatives are good success stories incorporating best practices and also benefitting the patients and medical professional. The PinkDrive-MBTM mobile truck is recognized and individuals will always elaborate on how they receive their results speedily and at their doorsteps.

This article reports on a study that investigated the effectiveness of child labour laws intended to promote child rights and the protection of children from unfair and forced labour. Legal scholars distinguish between child work and child labour: forced child labour manifests itself in abusing children sexually, forcing children to work on farms, and compromising children’s rights to education. Although South Africa, Zimbabwe and Zambia have laws in place to protect children from child labour, the abuse of children continues in these countries. Furthermore, although these three countries are signatories to conventions of the International Labour Organisation that seek to eliminate child labour, they have been unable to stem the tide of child labour. This article argues that there is a need for the three countries to work closely together to implement policies that reverse or fight against child labour. The researchers used a qualitative methodology to interpret the variations in the application of child labour laws. They found there are no harmonised laws to deal with child labour in South Africa, Zambia and Zimbabwe. Hence, this article recommends that an independent supranational organisation be established in Southern Africa to monitor, evaluate, and implement progressive laws to eradicate child labour in line with internationally recognised best practices as set out in child labour laws.

This article seeks to suggest some of the steps that archival repositories with religious archives should adopt when preparing collections for digitisation. The proposed resource manual is based on a survey using questionnaires, observation and interviews that was conducted between 2011 and 2012 in archival repositories with religious archives in Pietermaritzburg, KwaZulu-Natal, South Africa to ascertain their readiness for digitisation. The findings revealed that the lack of adequate housing facilities and the need to promote access were incentivising the need to pursue this expensive but noble venture. In other words, the two models of digitisation preferred by these archival repositories were on demand and user initiated, respectively. Despite the great enthusiasm by these surveyed institutions to leapfrog into the digital era, the study concluded, inter alia, that there was a need for the repositories to ensure that their analogue material was meticulously organised before embarking on digitisation. Other pertinent issues included the need for pragmatism, laying parameters in as far as the scope and purpose of what such a project would aim at, identifying resources (human, technical and financial), the benefits to be derived from the digitisation, time framing, transforming the organisational culture, copyright issues, metadata provision, collaborating and selection of content to be digitised. These recommendations come against a backdrop of the poor state of religious archives in the Pietermaritzburg Cluster of Theological Libraries (PCTL) and the need for these repositories to strategically position themselves for the inevitable digitisation, thus ensuring the survival of this record in the long term. It was Bailey who advocated that information professionals need to recognise that although technology moves quickly, with organisations slow to change, we need to work to expedite our responsiveness to change, whatever its pace.Intradisciplinary and/or�interdisciplinary�implications: There is need for archival repositories to move with the times in search of relevance in this InfoTech world; hence, in some academic circles digitisation has been viewed as the microfilm of the new millennium. The proposed resource manual could therefore promote best practices in their digitisation efforts.

This paper explores the potential opportunities to enhance the entrepreneurial and intrapreneurial attributes of graduates in the Metallurgy and Materials Engineering curricula at two universities in Zimbabwe and South Africa. Due to the diminishing geographical constraints between Zimbabwe and South Africa, and the strong juxtaposition between the two economies, this paper adopts a simplified comparative education methodology to benchmark education best practices between these two countries. While the reviewed curricula in their present form may be providing learners with opportunities for disciplinary problem solving and inquiry-based learning, this paper proposes a body-centred cubic (bcc) model to integrate a new dimension of entrepreneurial and intrapreneurial education into the teaching and learning space. Based on the 3D bcc lattice with six planes, where the first five planes represent the current curricula, pedagogy practices and desired attributes, the sixth plane is taken to represent the additional dimensions of the desired entrepreneurial and intrapreneurial attributes.
