ANALYSIS OF THE TECHNICAL EFFICIENCY OF MAJOR LATIN AMERICA AND THE CARIBBEAN PORTS USING BOOTSTRAP

ABSTRACT: The aim of this paper is to analyze the Technical Efficiency of a sample of 13 container ports of Latin America and the Caribbean, which generated movements of more than one million TEUs in the period 2012-2018, according to the Economic Commission for Latin America and the Caribbean (ECLAC). In the first stage, Data Envelopment Analysis (DEA) has been used to obtain the Technical Efficiency, with an output-oriented option: Variable Return Scale (BCC). In a second stage, the bootstrap method has been applied in order to determine efficiency rankings of Latin America and the Caribbean container ports. The main contribution of this article is the application of DEA and Bootstrap models in the study of operational efficiency of the main container terminals in Latin America and the Caribbean. The techniques presented manage to determine, with a high degree of precision, the role played by the main container traffic variables in the operational efficiency of their terminals. They represent a valuable tool for the analysis of the dimensioning of the infrastructures of the ports studied. The models developed in this work have been evaluated through a database obtained from the public entities that manage these ports in Latin America and the Caribbean, but they can be applied in other ports of different countries and/or commercial areas that share the same typology of traffic and characteristics. The corrected efficiency results obtained by the Bootstrap BCC Output-oriented methodology denote some homogeneity in two large groups of ports. The ports with corrected efficiency values above 85%, and low differences between the values obtained in the two methodologies, should develop an analysis of their infrastructures in the short and medium-term. A second group consisting of Cartagena, Freeport, Lazaro Cardenas, San Antonio and Buenos Aires ports, obtain low efficiency values of less than 65% and therefore, should develop a traffic strategy analysis to attract new traffic in order to be efficient. Based on the data envelopment analysis methodology applied in the cross-country context with a metafrontier approach and window analysis, the article provides a technical efficiency estimate of the Russian agriculture. The group of countries included in the study comprises the CIS, BRIC, EU, and OECD members. The time interval is 1992-2007. The research has revealed low efficiency of the Russian agriculture among the CIS members and a relatively large technology gap with respect to advanced economies, but which tends to decline. The estimates also indicate growth of the Russian agricultural sector efficiency within the CIS beyond the time interval of the research.

Middle East main container ports are developing rapidly with a lot of investments. This is due to their geographical location in the main East-West trade route. Accordingly, it is important to assess their relative technical efficiency to make them visible and stand out in such a development. This research will assess the relative technical efficiency based on the infrastructure of the main container ports in the Middle East by the aid of data envelopment analysis (DEA) for the year 2017. This will be performed by using the DEA four models based on the input oriented mode CCR model, BCC model, Supper efficiency and the Slack variable analyses. Results of the research highlight that nearly 80% of the studied ports are, with an increasing return to scale approach to the study ports, suffering from a surplus in their infrastructure that should be considered in future investments.

Abstract Seaport efficiency and productivity are the critical factors for handling of goods in the international supply chains and plays an important role in trade exchange with other countries. It is important to evaluate efficiency and productivity of seaports to reflect their status and reveal their position in competitive environment. The main purpose of this article is to use Data Envelopment Analysis and Malmquist Productivity Index to measure the technical efficiency and total factor productivity of container ports. DEA analysis enables one to assess how efficiently a seaports uses the available inputs to generate a set of outputs relative to other units in the data set. This article presents the use CCR and BCC DEA model, to determine overall technical efficiency, pure technical efficiency and scale efficiency of container ports. The analysis gives a possibility to create a efficiency ranking of seaports. The study also applies the Malmquist Productivity Index (MPI), which was used to analyze changes in seaports productivity. The study indicated that technological progress had a greater impact on the change in productivity of container ports than changes in technical efficiency.
