During the COVID 2019 outbreak countries in the world reacted to the epidemic situation differently. These discrepancies were based on the cultural differences and the reactions of public sector to deal organizationally and financially with these negative externalities, which can damage also tourism businesses. In this book chapter has been explained the differences in the reactions of Eastern cultures and Western cultures and their hierarchical approach to the decision-making process. The methodological approach to this book chapter and its content is based on the use of concepts rooted in the studies of applied models of crisis management and the application of several case studies from Europe, Asia and North America, where has been discussed the preparedness of public sector to bear a risk and to act effectively during COVID-19 outbreak. A discussion comprises cultural differences and their impact on health situation and the role of media as well as the organizational learning culture.

Interpretation plays a role of a paramount significance in sending and receiving messages between people all over the world. It is of vital significance in the international conferences, symposiums and workshops where the meaning must be transferred and exchanged among the participants. In fact, proverbs are considered as one of the most important elements which are used in speech and need to be exchanged among nations around the globe. However, interpreters usually encounter some challenges in interpreting proverbs from English to Arabic or vice versa due to the cultural differences between Arabic and English as well as the lack of equivalents for some proverbs. This study investigates the techniques of interpreting the English proverbs from English to Arabic. The data of this study are collected from two basic well-known dictionaries, namely, the Lamps of Experience: a Collection of English Proverbs by Ba’alabaki (1980) and a Dictionary of Proverbs: English – Arabic by Kilani and Ashour (1991). The analysis of data reveals that many useful techniques can be used for the interpretation of proverbs. Such techniques are highlighted and graded based on their own priorities. The present study provides recommendations for interpreters, translators, researchers which might improve the quality of interpretation and translation of proverbs from English to Arabic or vice versa.

In recent decades, wage inequality has been an important factor behind the rise in income inequality around the world. The leading explanation for increased wage inequality has been the increasing returns to human capital, usually attributed to changing technology and globalization. This article studies the rise in wage inequality in Uruguay, a small open developing economy. In contrast with popular explanations, our results highlight a strong and gradual inequalizing effect of changes in workers’ characteristics, such as increased schooling and age, decline of public sector employment and contraction of employment in manufacturing together with increased employment in services.

Rapid global economic development and liberalization have increased the motivation and opportunities for firms to enter into international joint venture (IJV) agreements. Numerous studies in the international marketing literature have examined the impact of international partners’ cultural differences on IJV longevity; however, results are inconclusive, potentially due to limitations in the methods used. While this study examines the varied impact of cultural differences on IJV longevity based on the IJV’s age, it uses quantile regression, enabling the detection of varying effects’ strengths across the dependent variable’s entire distribution. The results demonstrate variations in the role of cultural differences across individual cultural dimensions as well as variations in the patterns of association between cultural differences and IJV longevity dependent on the IJV’s age. Implications for theory and the practice of international marketing are offered as well as potential applications of this study’s methodological approach.

This article aims to identify the forms of participation of public organizations in national security. The basic methodological approach of the research is the analysis and generalization of the normative legal support and the scientific works that allowed to systematize and characterize the existing forms of participation of public organizations to guarantee the national security of Ukraine. The article emphasizes the importance of the influence of public organizations in the state of national security and the importance of a comprehensive and coordinated approach to involve public organizations in national security, generalizes and describes the forms of participation of public organizations to guarantee national security through the lens of the main forms of their interaction with the authorities of the organizations (information, control, consultation, active participation), the legal and organizational directions to strengthen the role of civil organizations in guaranteeing the National security. It is concluded that this type of research has practical value for representatives of the authorities and the public sector on possible ways to improve the role of public organizations to guarantee national security.

Nigeria, like most countries around the world, has turned to Public-Private Partnerships (PPPs) to finance its infrastructure deficit. However, it appears that the government of Nigeria looks towards PPPs as the major solution to the country’s infrastructure crisis. In a sense PPPs are being sold to the public as if they were free, that the private sector would come in with its funds, provide the desired services and that the problem with the country’s infrastructure would automatically cease. This paper argues that this supposition is a myth and that the role of PPPs in the provision of public infrastructure is more nuanced than is being bandied around. PPPs are not the panacea to all of the country’s infrastructure problems and also are far from being completely free. It is however the case that if appropriately deployed, in most cases PPPs provide some advantages over conventional public sector procurements. This paper explores the different advantages and disadvantages of PPPs and suggests ways in which PPPs may be effectively used to improve the country’s infrastructure with reduced fiscal exposure to government.

The Polish edition of the comic book adaptation of Salammbô – towards editorial and peritextual study The author of this paper discusses the problem of peritextual and editorial issues, using the French 19th century novel Salammbô by Gustave Flaubert as an example. The following study consistsof peritextual analysis of the Polish version of Druillet’s comic book adaptation, which is the object ofthis research. The methodological approach is based on semiotic analysis. Umberto Eco’s conceptsof model reader and closed/opened texts are also applied. The aim of this paper is to define the role of editorial peritexts of literary comic book adaptations in the world of mass media.

The level of out-migration from the Caribbean is very high, with migration of tertiary-level educated populations from Caribbean countries being the highest in the world. Many clinicians in receiving countries have had limited diagnostic and therapeutic experience with Caribbean migrants, resulting in diagnostic and therapeutic controversies. There is an urgent need for better understanding of these cultural differences. The paper explores issues of clinical and cultural competence relevant to assessing, diagnosing, and treating Caribbean migrants with a focus on three areas: cultural influences on illness phenomenology; the role of language differences in clinical misunderstandings; and the complexities of culture and migration. Clinical issues are illustrated with case studies culled from four decades of clinical experience of the first author, an African Jamaican psychiatrist who has worked in the Caribbean, North America, Europe, and New Zealand.

After the pandemic of COVID-19 and refugee problems that took hold of the world, the citizens and administrations of each country have been trying to survive by becoming nearly closed systems. This situation brought forward the societies that create the countries and their culture, which is the most important element of the societies, and deeply affected them. For this reason, it has been inevitable to examine the theoretical studies carried out so far. In this study, which has an interdisciplinary feature, it is aimed to reveal the effects of societies, which is the most extensive and widest one among organized structures and cultural differences, which constitute the basic building blocks of societies on the refugee and pandemic crisis management of countries. For this purpose, after making a theoretical evaluation of some societies in the light of studies conducted based on cultural differences, it has been revealed that these differences have strong effects on refugee and pandemic crisis management. On the other hand, communities and their cultures were also significantly affected by predicting that it would be permanent. To reach this result, a method with the lowest margin of error and art discipline was used as a methodology.

Whether it is the private sector or public sector, it is important for auditors to have an adequate framework when evaluating internal control systems governance. One of the most widely used frameworks used by audit practitioners is the COSO Internal Control-Integrated Framework Governance. As auditors examine different global frameworks, one can quickly identify the importance the COSO Internal Control-Integrated Framework Governance has on evaluating internal control systems globally. As audit practitioners, it is essential  to have a universal framework that can systematically assist in evaluating an internal control system. As auditors and management look toward the future, whether it is private or public sector auditing, they can-will see the fingerprints of the COSO Internal Control-Integrated Framework Governance in evaluating future internal control systems throughout the world. This article are helpful to both the pravite sector management and policymakers.

Sigfried Giedion (1888-1968) was a foremost Swiss architectural historian. Teaching at Harvard, Yale, MIT, the Chicago School of Design, and at ETH Zurich, he deeply shaped the idea of modern architecture. One of Giedion’s best known works was his book chapter on the Chicago school. It was a key piece of historiography, embedded in the broader context of his famous publication of 1941, "Space, Time and Architecture." However Giedion's historic sources for the Chicago school were long believed to be lost or absent, which made his historiography target of endless academic debates. This present article recovers Giedion's sources, and it also evaluates the role of his publication in a larger history of cultural diversification and growth: After Giedion's work appeared, multiple schools of thought all named “Chicago school” unexpectedly rose to prominence together. Many of these schools already existed decades before the 1940s, but they were less well known than thereafter. Why did this collective growth only come into action after such an extended period of formation? As an explanation to this question, I developed a theory of cultural dissemination and reception that makes statements about the interplay between entire groups of authors and audiences. The theory builds on evolutionary models extensively studied in other disciplines. In the humanities, the theory may help us understand processes of formation and growth. In our particular case, Giedion is placed in a larger process of diversification. As a more general finding, the broad validity of the causal model developed here suggests that the world around us is often shaped by similar principles of self-organization.
