This article aims to identify the forms of participation of public organizations in national security. The basic methodological approach of the research is the analysis and generalization of the normative legal support and the scientific works that allowed to systematize and characterize the existing forms of participation of public organizations to guarantee the national security of Ukraine. The article emphasizes the importance of the influence of public organizations in the state of national security and the importance of a comprehensive and coordinated approach to involve public organizations in national security, generalizes and describes the forms of participation of public organizations to guarantee national security through the lens of the main forms of their interaction with the authorities of the organizations (information, control, consultation, active participation), the legal and organizational directions to strengthen the role of civil organizations in guaranteeing the National security. It is concluded that this type of research has practical value for representatives of the authorities and the public sector on possible ways to improve the role of public organizations to guarantee national security.

Les métiers de la fonction communication dans les organisations publiques françaises de sécurité sociale ont beaucoup évolué depuis deux décennies. Si dans les entreprises privées, la mise en place des services communication a été accompagnée par une prise de conscience du rôle et de la valeur des métiers de la fonction communication, dans les organisations publiques, les communicants sont toujours en train de chercher une reconnaissance et une légitimité de leur savoir- faire et de leurs compétences. Le manque de règlementation interne et externe et de cadres institutionnels de reconnaissance professionnelle oblige les communicants à chercher des voies pour préserver l’intégrité de leurs services qui est menacée par la réduction de leurs effectifs. Cette recherche s’intéresse à la façon dont les communicants publics tentent de garantir l’existence de leur métier, en projetant une image voulue et valorisée de soi. Dans cette quête de légitimité professionnelle, la métacommunication devient une des missions fondamentales des communicants dans la recherche de reconnaissance de la « typicité » de leur métier. The every-day activities of the communication practitioners in the French public organizations have evolved deeply for the past two decades. The establishment of the communication departments in the private companies was backed by the growing awareness of its primacy and the increasing strategic role of the communicator’s profession. In contrast, the communication practitioners in the public organizations are still on the quest for recognition of their legitimacy and know-how, because of the lack of internal and institutional regulations and rule-makings. This research aims to investigate the way in which the communication practitioners in the organizations of the public sector attempt to guarantee the existence of their profession through self-work everyday practices. In this struggle for professional legitimacy, the meta-communication becomes one of the fundamental missions of the communication departments in order to acquire recognition of their professional « typicity ».

Widespread consideration of the role of the public sector was bound to develop in a society confronted by a serious economic crisis.The reforms of local government carried out in the 60s and 70s have not led to the strengthening of local authorities and their means, as claimed deceptively in politica! speeches, hut towards more influence by central government on these authorities and ultimately to its increased power over the administration of society.There is not doubt that the state in its diligence to run almost everything is not only failing in its task of governing hut is also putting society at risk. The administrations which come under the intermediary authorities could form a useful counterforce against the ever present invasion of the state.For reason of its reduced capabilities local government shows the first virtue of not being able to claim hegemony, but also of being an instrument close to the citizen and his control. Furthermore it could manage many tasks in the best way.

The research examines the reality and possibilities of the Libyan tourism sector in developing the local environment, in light of the characteristics and advantages of this sector that enable it to compete internationally,  related to international competition among different countries in terms of economic, educational, , Legal and regulatory .... etc, "and the role of these general indicators in the development of the tourism sector. The importance of this research is that the tourism sector in Libya suffers from the scarcity and lack of specialized studies that are looking at its components and methods of eliminating the negative aspects surrounding it in order to revitalize the environment and strengthen the local economy in general. The study focuses on reviewing the shortcomings of the Libyan state regarding negligence and ignoring the development of the tourism sector in spite of the huge tourism resources available in Libya. This review is to be done through several hypotheses related to the negative aspects related to the development and rehabilitation of the tourism sector in Libya " The occurrence of political unrest and the deterioration of the state. " The research concludes that Libya has huge tourism potential that has not been planned to be exploited optimally or even the promotion of the country has not been considered abroad. The research also concludes that the Libyan economy is an underdeveloped economy that suffers from double standards, This is explained by the significant decline in the ranking of the State of Libya in terms of the various indicators recorded in the report of the competitiveness of tourism and the tourism sector. The research also concludes that the Libyan state did not have any significant role in contributing to the development of tourism in terms of the absence of policies and legislation to enable the public sector to play its role properly in exploiting the tourism components and thus the absence of any economic or tourist plans, Full disappearance of the role of the private sector, complementing the role of the public sector in tourism development, and this complete disappearance of the role of the private sector lies because of the direction of the socialist state so that the role of the private sector was almost abolished by the end of the seventies of the last century. The research considers among the most important analyzes that the chances of recovery of the Libyan economy lies on the revitalization of the tourism sector in a manner that leads to the various economic interactions within the country "tourism industry composite" and the development of the local environment through the development of various economic sectors, "the most important sectors of transport and services and communications, As well as the elimination of several economic problems, the most important of which is economic stagnation and unemployment, as tourism is a labor-intensive industry.

The aim of this article is to examine the changing role of the state in a more market-driven system of industrial relations, specifically in terms of the new roles that are being developed with regard to mediation, advisory and arbitration services. It focuses empirically on the role played by the British Advisory, Conciliation and Arbitration Service in facilitating the modernization of public sector employment relations. We show how the Advisory, Conciliation and Arbitration Service has played a `benchmarking' role that assists the development of more strategic forms of decision-making and cooperation in employment relations change, and identify the challenges of developing such an approach in the context of the shift towards a more decentralized and market-oriented system of public service delivery. In conclusion we assert that there is a new `advisory and benchmarking' state evolving based on a soft-market view of industrial relations, and that this mitigates (but is also in tension with) the harder market view within the state concerned with transforming the public sector.

This article analyses the role of the state as well as the roles of the regional and local authorities in the legal regulation of employment relationships with special attention on the public sector. The objective of this article is to identify the principles of international law that may serve as the demarcation line between the authoritative state regulation of employment relationships in the public sector and other kinds of regulation of these relationships. The main goal of the research is to present and evaluate the central international legislative acts with the aim to identify principles that can serve as a tool for evaluating the internal legislative processes. The main finding of the research is that the collective labour law of the public sector may not be proclaimed as being wholly in accordance with the modern labour law principles and standards, namely, that the important value of the freedom of collective bargaining is missing as are mechanisms for the effective prevention and resolution of collective labour disputes. In this regard, this article emphasises the role of decentralised social dialogue in the public sector including local levels, which is not present in Slovenia; however, the article may provide essential information, especially in the area of conflict prevention and resolution between public authorities and civil servants.
